  • Challenges and Opportunities to Drive Change in the Healthcare System Explored at America’s Health Insurance Plans Exchange Conference and Institute 2013

    The program theme at the June America’s Health Insurance Plans (AHIP) Exchange Conference and AHIP’s Institute 2013 was Transforming Our Health Care System: Navigating and Succeeding in the New Marketplace.  Topics included care delivery transformation, innovation for a new healthcare eco system, Health Insurance Exchanges, the nexus of consumerism, retail and healthcare, driving value through improved operations and leveraging technology, data and innovation to transform care. Oracle participated as a sponsor of both conferences, signaling the significant investment and activity Oracle continues to make in helping health plans, providers and government agencies become more efficient and more relevant in the healthcare market place. AHIP is a national trade association representing the health insurance industry. AHIP’s members provide health and supplemental benefits to more than 200 million Americans through employer-sponsored coverage, the individual insurance market and public programs such as Medicare and Medicaid.   AHIP advocates for public policies that expand access to affordable health care. Health plans are focusing on the Health Insurance Exchanges and the opportunities they offer to provide better access and higher quality healthcare.  With the opportunities come operational challenges to implementation and innovative technology solutions to consider.   At the Exchange Conference, Oracle hosted a breakfast symposium on “Strategies for Success:  Driving Business Transformation in the Growing Health Insurance Exchange Market”. With Health Insurance Exchanges as catalysts for change, attendees learned about how to achieve integration within an Exchange and deploy new business strategies to support health reform initiatives. Discussion covered steps and processes to successfully establish and implement enrollment systems, quote to card activities, program pricing, claims billing, automated claims processing and new customer service tools. Piyush Pushkar, COO of Benefitalign, an Oracle partner that provides solutions to adopt innovative business models for retail, HIX, consumer-centric health plan and benefits administration, spoke on the state of the Exchanges in the U.S. and the activities health plans are engaged in to support individuals entering the healthcare system, including sales automation, member enrollment automation/portals and integration strategies with the Exchanges. The Oracle and Benefitalign partnership allows seamless integration between a health plan enrollment solution with the HIX individual market and allows for the health plan to customize and characterize the offerings available to the HIX that may or may not be available through other channels.  This approach can benefit the health plan through separation of interests, but also because some state-run HIXs require such separation. Janice W. Young, Program Director, Payer IT Strategies, IDC Health Insights, reviewed a survey of health plans on their investment priorities for this last year as well as this year.  She also identified the 2013-2015 strategies of go/get to market with front end and compliance investments; leveraging existing business processes and internal technologies; and establishing best practices.  Of key interest to the audience was a reform era payer solutions platform overview mapping technologies to support the business operations. David Bonham of the Oracle Health Insurance organization moderated the panel and spoke on Oracle’s presence in healthcare and products for payers to help them drive efficiencies and gain a competitive advantage in an ever changing market. Along the exhibit/vendor row, I met with Marco Gangano, National Sales Manager at Mythics. It was great getting to meet Marco and I look forward to working with his company with regards to Support Best Practices. In addition, Lissette Paez (left) was representing TAM Training.  TAM Training is an Oracle University, award-winning training partner.  They cover training across the scope of Oracle products with 7 facilities in the U.S.  Lissette and I have done a couple of these Oracle Days before.  It's great to see familiar faces.  A little while ago, I was down in this area to work with Citrix with an onsite session on Support Best Practices.  Pablo Leon and Alberto Gonzalez (right)came to chat with me over at the Support booth.  They wanted to know when I was giving my session.  Unfortunately, not this time guys.     Ovum has published a positive research note on Oracle Database 12c. Ovum concludes that Oracle Multitenant will provide significant productivity and resource savings for Oracle customers considering database consolidation, on- or off-premise. The multitenant features of Oracle Database 12c support not only cloud deployment, but also database consolidation.   • Case Management Patterns with Oracle Unified Business Process Management Suite

    Contributed by Heidi Buelow, Oracle Product Management Case Management was a hot topic all week at Oracle OpenWorld so I was excited to share our current features and upcoming plans at the session Thursday morning on Case Management Patterns with Oracle Unified Business Process Management Suite.  My colleague, Ravi Rangaswamy, the Case Management Development Manager, and I, Heidi Buelow, the Case Management Product Manager, discussed case management use case patterns with an interested audience.  We also talked about the current BPM Suite offering for Case Managment and showed a demo of our upcoming release where Case Management becomes a first class component in a BPM composite application. Case Management use case patterns cover a wide range of horizontal applications such as Accounts Payable, Dispute Resolution, Call Center, Employee OnBoarding, and many vertical applications in domains and industries such as Public Sector services, Insurance claims, and Healthcare.  Really, it is any use case where the resolution of a request may require a knowledge worker making decisions using experienced judgement in the current situation.  This allows for expidited care and customer satisfaction, both being highly valued for consumer loyalty, regulatory compliance, and efficient resolution. Today, BPM Suite provides the tools for creating Case Management applications using BPMN 2.0, Business Rules, and rich BAM and Case Analytics.  The Process Composer provides the agility to change rules and processes by the business users.  The case manager and case workers have the flexibilty they need.  With integrated content management and the concept of a BPM Process Spaces instance (case) space, the current release enables case management use case applications. In the next release, Case Management becomes a first class component. By this, we mean, Case is a separate component in the composite.  We are adding case attributes such as milestones, case events, case stakeholders, and more, providing a rich toolset for the use cases that require a flexible Case Management approach.  Activites become available according to the conditions that you specify and information can be protected by permissions indicated.  In BPM Studio, you design a Case and associate all of the attributes and activities that are needed, yet, at runtime you have the flexibility to add and change these as needed. We enjoyed sharing Case Management and it was well received by the audience.  The presentation is available online and we have viewlets of the demo that will be available at release time.

    Oracle Database 12c, a major release of Oracle’s flagship product, is generally available as of 25 June 2013. Oracle Database 12c introduces a breakthrough, new multitenant architecture enabling customers to create multiple, pluggable databases for database consolidation and cloud deployments. Customers will realize greater efficiency and flexibility through innovations such as Oracle Multitenant option and Automatic Data Optimization with Heat Map, for compressing and tiering data at a higher density. These unique advancements, combined with major enhancements in availability, security, and big data support, make Oracle Database 12c the ideal platform for private and public cloud deployments.
