  • Selling Federal Enterprise Architecture (EA)

    Selling Federal Enterprise Architecture A taxonomy of subject areas, from which to develop a prioritized marketing and communications plan to evangelize EA activities within and among US Federal Government organizations and constituents. Any and all feedback is appreciated, particularly in developing and extending this discussion as a tool for use – more information and details are also available. "Selling" the discipline of Enterprise Architecture (EA) in the Federal Government (particularly in non-DoD agencies) is difficult, notwithstanding the general availability and use of the Federal Enterprise Architecture Framework (FEAF) for some time now, and the relatively mature use of the reference models in the OMB Capital Planning and Investment (CPIC) cycles. EA in the Federal Government also tends to be a very esoteric and hard to decipher conversation – early apologies to those who agree to continue reading this somewhat lengthy article. Alignment to the FEAF and OMB compliance mandates is long underway across the Federal Departments and Agencies (and visible via tools like PortfolioStat and ITDashboard.gov – but there is still a gap between the top-down compliance directives and enablement programs, and the bottom-up awareness and effective use of EA for either IT investment management or actual mission effectiveness. "EA isn't getting deep enough penetration into programs, components, sub-agencies, etc.", verified a panelist at the most recent EA Government Conference in DC. Newer guidance from OMB may be especially difficult to handle, where bottom-up input can't be accurately aligned, analyzed and reported via standardized EA discipline at the Agency level – for example in addressing the new (for FY13) Exhibit 53D "Agency IT Reductions and Reinvestments" and the information required for "Cloud Computing Alternatives Evaluation" (supporting the new Exhibit 53C, "Agency Cloud Computing Portfolio"). Therefore, EA must be "sold" directly to the communities that matter, from a coordinated, proactive messaging perspective that takes BOTH the Program-level value drivers AND the broader Agency mission and IT maturity context into consideration. Selling EA means persuading others to take additional time and possibly assign additional resources, for a mix of direct and indirect benefits – many of which aren't likely to be realized in the short-term. This means there's probably little current, allocated budget to work with; ergo the challenge of trying to sell an "unfunded mandate". Also, the concept of "Enterprise" in large Departments like Homeland Security tends to cross all kinds of organizational boundaries – as Richard Spires recently indicated by commenting that "...organizational boundaries still trump functional similarities. Most people understand what we're trying to do internally, and at a high level they get it. The problem, of course, is when you get down to them and their system and the fact that you're going to be touching them...there's always that fear factor," Spires said. It is quite clear to the Federal IT Investment community that for EA to meet its objective, understandable, relevant value must be measured and reported using a repeatable method – as described by GAO's recent report "Enterprise Architecture Value Needs To Be Measured and Reported". What's not clear is the method or guidance to sell this value. In fact, the current GAO "Framework for Assessing and Improving Enterprise Architecture Management (Version 2.0)", a.k.a. the "EAMMF", does not include words like "sell", "persuade", "market", etc., except in reference ("within Core Element 19: Organization business owner and CXO representatives are actively engaged in architecture development") to a brief section in the CIO Council's 2001 "Practical Guide to Federal Enterprise Architecture", entitled "3.3.1. Develop an EA Marketing Strategy and Communications Plan." Furthermore, Core Element 19 of the EAMMF is advised to be applied in "Stage 3: Developing Initial EA Versions". This kind of EA sales campaign truly should start much earlier in the maturity progress, i.e. in Stages 0 or 1. So, what are the understandable, relevant benefits (or value) to sell, that can find an agreeable, participatory audience, and can pave the way towards success of a longer-term, funded set of EA mechanisms that can be methodically measured and reported? Pragmatic benefits from a useful EA that can help overcome the fear of change? And how should they be sold? Following is a brief taxonomy (it's a taxonomy, to help organize SME support) of benefit-related subjects that might make the most sense, in creating the messages and organizing an initial "engagement plan" for evangelizing EA "from within". An EA "Sales Taxonomy" of sorts. We're not boiling the ocean here; the subjects that are included are ones that currently appear to be urgently relevant to the current Federal IT Investment landscape. Note that successful dialogue in these topics is directly usable as input or guidance for actually developing early-stage, "Fit-for-Purpose" (a DoDAF term) Enterprise Architecture artifacts, as prescribed by common methods found in most EA methodologies, including FEAF, TOGAF, DoDAF and our own Oracle Enterprise Architecture Framework (OEAF). The taxonomy below is organized by (1) Target Community, (2) Benefit or Value, and (3) EA Program Facet - as in: "Let's talk to (1: Community Member) about how and why (3: EA Facet) the EA program can help with (2: Benefit/Value)". Once the initial discussion targets and subjects are approved (that can be measured and reported), a "marketing and communications plan" can be created. A working example follows the Taxonomy. Expertise & Skill – who truly should be involved in architectural decisions, both business and IT 2.3.3. Influence – the impact of politics and relationships can be examined 2.3.4. Disruptive Technologies – new technologies may reduce costs or mitigate risk in unanticipated ways 2.3.5. Consequences – realization of risk can be mapped as a series of consequences, from earlier decisions or new decisions required for current issues 2.5.5.1. Unanticipated – illuminating signals of future or non-symmetric risk; helping to "future-proof" 2.5.5.2. Anticipated – discovering the level of impact that matters 3. EA Program Facet (What parts of the EA can and should be communicated, using business or mission terms?) 3.1. Architecture Models – the visual tools to be created and used 3.1.1. Operating Architecture – the Business Operating Model/Architecture elements of the EA truly drive all other elements, plus expose communication channels 3.1.2. Use Of – how can the EA models be used, and how are they populated, from a reasonable, pragmatic yet compliant perspective? What are the core/minimal models required? Create an easy-to-read "Consequence Model" that illustrates how adoption of a cloud capability (like elastic operational storage) can enable rapid and durable compliance with the mandate – using EA traceability. Traceability might be from the IRM to the ARM (that identifies reusable services invoking the elastic storage), and then to the PRM with performance measures (such as % utilization of purchased storage allocation) included in the OMB Exhibits; and b. Schedule a meeting with the Program Owners, timed during their Acquisition Strategy meetings in response to the mandate, to use the "Consequence Model" for advising them to organize a rapid and relevant RFI solicitation for this cloud capability (regarding alternatives for sourcing elastic operational storage); and c. Schedule a series of short "Discovery" meetings with the system architecture leads (as agreed by the Program Owners), to further populate/validate the "As-Is" models and frame the "To Be" models (via scenarios), to better inform the RFI, obtain the best feedback from the vendor community, and provide potential value for and avoid impact to all other programs and systems. --end example -- Note that communications with the intended audience should take a page out of the standard "Search Engine Optimization" (SEO) playbook, using keywords and phrases relating to "value" and "outcome" vs. "compliance" and "output". Searches in email boxes, internal and external search engines for phrases like "cost avoidance strategies", "mission performance metrics" and "innovation funding" should yield messages and content from the EA team. This targeted, informed, practical sales approach should result in additional buy-in and participation, additional EA information contribution and model validation, development of more SMEs and quick "proof points" (with real-life testing) to bolster the case for EA. The proof point here is a successful, timely procurement that satisfies not only the external mandate and external oversight review, but also meets internal EA compliance/conformance goals and therefore is more transparently useful across the community. In short, if sold effectively, the EA will perform and be recognized. EA won’t therefore be used only for compliance, but also (according to a validated, stated purpose) to directly influence decisions and outcomes.     Hi - i've been with Yii for a few months and before I use main CodeIgniter, SilverStripe in my projects. Does anyone know a good Yii based CMS such as SilverStripe based on Sapphire or EE based on CodeIgniter ? My experience is working with Yii is much more easier and straightforward assuming you are good OOP coder but Yii is still young and there are not lot of samples that I can put together quickly for a real prodcution project. A couple of YII based CMS I spotted at do not look really promising or maybe at a very early stage such as dotPlant, Web3CMS.

    I'd like to edit an object like the one below. I'd like the UsersSelectedList populated with one or more Users from the UsersGrossList. Using the standard edit-views in mvc, I get only strings and booleans (not shown below) mapped. Many of the examples I find on google utilizes early releases of the mvc framework whereas I use the official 1.0 release.   • Cocoon lite / XML and XSLT publishing framework

    What publishing frameworks (publishing only, NOT full-blown CMS) based on XML, XSLT sitemaps and pipelines exist, are stable, active, and simpler / lighter than Cocoon? I have glanced at: mod_xslt (http://www.mod-xslt2.com/) which seemed to be exactly that, but looks all but dead, and required a complex setup, and apparently supported only libxslt as an XSLT processor (I'd like to be able to use Saxon and XSLT 2.0 of course). Apache Forrest (http://forrest.apache.org/), but I don't understand if it is really simpler than Cocoon or is rather an additionnal thing on top of Cocoon? What I'm looking for is something that does just this: recieves an HTTP GET "runs it" through a sitemap finds a pipeline: source.xml - xslt1.xsl - xslt2.xsl - xsltn.xsl - serialize runs the pipeline serves the serialized result to the client and: uses Saxon (or is "processor independant") can be installed "lightly", that is: should not require much more configuration than the sitemap Maybe I'm describing an early version of Cocoon, or a future version of an XProc implementation... Anyway, does such a tool exist?

  • C# Dynamically created LinkButton Command Event Handler

    So I have a weird situation here... I have an System.Web.UI.WebControls.WebParts.EditorPart class. It renders a "Search" button, when you click this button, it's clickHandler method does a DB search, and dynamically creates a LinkButton for each row it returns, sets the CommandName and CommandArgument properties and adds a CommandEventHandler method, then adds the LinkButton control to the page. The problem is, when you click a LinkButton, its CommandEventHandler method is never called, it looks like the page just posts back to where it was before the ORIGINAL "Search" button was pressed. I have seen postings saying that you need to add the event handlers in OnLoad() or some other early method, but my LinkButtons haven't even been created until the user tells us what to search for and hits the "Search" button... Any ideas on how to deal with this? Thanks!

Retrieve the LoaderExceptions property for more information. at System.Reflection.Module._GetTypesInternal(StackCrawlMark& stackMark) at System.Reflection.Assembly.GetTypes() at Microsoft.Tools.SvcHost.ServiceHostHelper.LoadServiceAssembly(String svcAssemblyPath) There is a suggestion that it might be a configuration error, but I don't see it when comparing to a similar, working example. How do I "Retrieve the LoaderExceptions property" when it happens this early? Thanks!

  • .Net opening and clossing database connections

    I currently designed the data access portion of our framework so that every time a business object needed to interact with the database it would have to open a connection, invoke the data access layer (to execute the query), and then close the connection. Then if it needed to run in a transaction it would open the connection, begin the transaction, invoke the data access layer (to execute the query) and then commit the transaction, close the transaction, and finally close the connection. I did it this way with the mindset of open late and close early...but what if I needed to call other BO's to submit data in a single transaction? Is there a better way to handle opening and closing connections as well as working with transactions? I'm a rookie at architecting applications so I hope I'm not doing this wrong...any help is appreciated.

    I have to different ISPs, each on each own network. The main connects via ethernet and the secondary via wifi. The two networks have no relation at all. I just connect to them simultaneously. The reason I want to load balance between them is to achieve higher Internet speeds. Note: I have no advanced network hardware. I release or autorelease them properly. The app crashes immediately if I don't retain these, because of an early release I guess. It also crashes if I add another release.

  • Bug Running Android Tutorial HelloTabWidget under SDK 1.5: "setCurrentTag(getIntent())"

    does not compile. Indeed: even in 1.5, this api, getIntent(), is already listed as deprecated. The error message I get complains that getIntent() does not return a String, but setCurrentTab() expects a string. If I guess and change the line to read: "tabHost.setCurrentTab(1); // was setCurrentTab(getIntent())", then it compiles, builds, but does not run. I get the "stopped unexpectedly" error message from the emulator. I cannot even get Log.d to output, so it seems that it stops 'unexpectedly' very early. So the first and main question is: what is the correct fix to "tabHost.setCurrentTab(getIntent())" in the final line of OnCreate() in http://developer.android.com/resources/tutorials/views/hello-tabwidget.html? The second and simpler question is: did I guess right in replacing 'mTabHost' with tabHost in the one place where that occurs?

  • WCF performance improvements

    I am developing a WPF application that talks to a server via WCF services over the internet. After profiling the application I noticed a lot of time is being taking up by creating the appropriate WCF client proxy and making the call to the server. The code on the server is optimised and doesn't take any time to run yet I am still seeing a 1.5 second delay from when a service is invloked to it returning to the client. A few points to give a bit of background: I am using the ASP.Net membership for security I will eventually hook into the same server side code through a website I would eventually like to have offline support in the application I really need to nail the performance early though as if the app is taking a couple of seconds to come back it is too long for what I am trying to do. Can anyone suggest performance tips that will help me please?

  • Incompatibilities between Indy 9 and Windows Server 2003?

    I'm having a problem with a Delphi application on some Windows 2003 servers. It uses a webservice call to connect with another server and transmit data back and forth. As soon as the app gets to the Authenticate method, the app dies. The app has worked for years on previous boxes with Win Server 2003, but it doesn't on freshly built machines. The machines are set up the same way for the most part, but there is clearly some config setting that differs that I'm not able to track down. Also, while the error becomes apparent in the call to Authenticate, packet sniffing proves that nothing ever happens between the app and the server it's trying to contact, which strengthens my thoughts that something is dieing early on in setting up the connection. I can't duplicate the error locally, so I can't step through the app in a debugger either. Any thoughts on why an Indy 9 Delphi web connection might silently fail?

I feel like my problem is the same on listed in this question, but it recommends the following: $ git log -1 # note the SHA-1 of latest commit $ git checkout master # reset your branch head to your previously detached commit $ git reset --hard <commit-id> What exactly will "checking out the master" do?   • Where can I find a description of the old British Standard structured flow charts?

    Some professional organisation defined these in, IIRC, the early 80s as similar to the more well known flow charts, but "structured". Instead of having arbitrary "goto" arrows, they had the equivalent of loops etc. They were standardized, and I vaguely remember studying them briefly at O Level. Of course they were about as useful as the well-known chocolate teapot, but I'd still like to be able to find a reference guide for them if possible - for roughly the same reason I was looking for a reference for standard Basic a while back. Google tells me - well, nothing really. They may as well never have existed. Which is probably nearly (and perhaps completely) true - I certainly never heard of them anywhere else except when I was at school. There's a chance that they may even be my computer science teachers little joke.

    Back in the late 80s/early 90s I learned GWBasic on MS-DOS. Then Turbo Pascal. Then Turbo C/Asm. Later I stumbled into PHP and finally made a career out of Perl programming. I'm curious how actual under-25s found their way into programming. There is a lot of discussion about what path you would steer your children if you wanted them to learn programming, but I would like to hear from the newer generation to find out their more modern experiences about becoming a programmer. Note: no stories from people who first discovered programming at university.

    My project is in early development. I frequently delete the database and run manage.py syncdb to set up my app from scratch. Unfortunately, this always pops up: You just installed Django's auth system, which means you don't have any superusers defined. Would you like to create one now? (yes/no): Then you have supply a username, valid email adress and password. This is tedious. I'm getting tired of typing test\[email protected]\ntest\ntest\n. How can I automatically skip this step and create a user programatically when running manage.py syncdb ?

    When returning data from a DataReader I would typically use the ordinal reference on the DataReader to grab the relevant column: if (dr.HasRows) Console.WriteLine(dr[0].ToString()); (OR dr.GetString(0); OR (string)dr[0];)... I have always done this because I was advised at an early stage that using dr["ColumnName"] or a more elegant way of indexing causes a performance hit. However, whilst everything is becoming increasingly strongly-typed I feel more uncomfortable with this. I'm also aware that the above does not check for DBNull. How should data be returned from a DataReader?

    I have a frustrating problem with the criteria builder. I have an application in which one user has one calendar, and a calendar has many entries. Seems straightforward enough, but when I try to get the calendar entries for a given user, I can't access the user property (MissingMethodException).     I know many of you have experienced the same the scenario, where you are banging your head against the wall wondering what is wrong with your app only to find that you have forgotten to save your Interface Builder changes. Well, this never happens to me, because for some reason Xcode will prompt me to save any changes in Interface Builder whenever I build. A coworker and I are trying to figure out how to change this on his machine, with no success. I must have done something in the very early stages of my iphone development life to configure this. Does anyone know how to link IB with Xcode so that it will prompt to save changes to IB files during a build?

    Looking for clues about orienting an OpenGL ES app in landscape, most information I found dates back from 2008, most of it refering to the early versions of the SDK. Apparently, back in the days, in the case of GL it was recommended to not rotate the view, but instead to apply the rotation as a GL transformation. Is it still the case with the current SDKs? It would be so much simpler to simply rotate the window: all the touch events would be in sync with the rotation. In other words: how to set up an OpenGL view in landscape mode?

  • Virtual Earth Shape Rendering Performance

    I am overlaying a transparent image on my VEMap control by rendering it as a single VEShape. The shape changes sizes dynamically depeding on the zoom level of my map and can be as large as 4000*4000px. In older browsers such as IE6 and early versions of Firefox 2.x, map control performance degrades rapidly when my shape gets larger than 1500*1500px. The mouse pointer moves slowly and the map responds very slowly to events. I don't see this issue at all in newer browsers (IE7+). Are there any workarounds to boost performance of rendering a large shape for IE6 users?

    I'm in the very early stages of working on a tag editor for mp4 files and more specifically iTunes AAC ones. After doing some snooping around it seems that the file's structure is not as complicated as I first thought and is built in a sort of tree like the following 4 Bytes [Atom Length] 4 Bytes [Atom Name] X Bytes [Atom Data] An atom's data is as large as the length and can contain either Data(information) or another atom. What I am trying to work out is how one determines if the data is information or an actual atom. Any insight would be much appreciated.
