.htaccess not load css file and images and duplicate parent url?

i have create htaccess and cannot load css file and images but when add ../file.css and images
../ima it work but i want to open in current directory.
and when click the link in home page like will be
http://localhost/mysite/program/4
but in another page will add
http://localhost/mysite/program/program/2
and this wrong location
