  • Gartner PCC Follow-up: Interview with Chaeny Emanavin, Usability Lead - Office of Information Develo

    Last week at the Gartner Portals, Content and Collaboration conference in Baltimore, Chaeny and I co-presented on Oracle Enterprise 2.0 and BIA's Citizen Portal. Chaeny's presentation about the BIA solution was very well received and I wanted to do a follow-up interview with Chaeny to discuss more details about their solution and its Enterprise 2.0 features. Ajay: What were the main objectives for the BIA Citizen Portal? Chaeny: The BIA Citizen Portal is designed to provide all the services of the Bureau of Indian Affairs to the community of 564 federally recognized tribes that include over 1.9 million American Indians and Alaska Natives. The BIA provides the same breadth of services that the entire U.S. Federal Government provides in one small Bureau. So, we needed a solution that was flexible enough to handle content ranging from law enforcement to housing to education. Key objectives for external users was to use the Web as a communications channel and keep them informed on what services are available. We also wanted to build an internal web presence and community for BIA's 5000 employees to ensure that they update their content, leverage internal experts and create single sources of truth for key policy documents. Ajay: How is the project being implemented? Chaeny: We are using a phased approach. In phases 1 & 2, interim internal and external sites were built to ensure usability and functional requirements are being met. In Phases 3 & 4, we built out a modern internal and external presence using Oracle WebCenter Suite and Oracle Universal Content Management (UCM), including enabling delegated content management for our internal business units. Phase 4 was completed in January 2010. Phase 5 will add deeper Enterprise 2.0 collaboration capabilities to the solution. Ajay: Are you integrating any existing sites into the new solution? Chaeny: Yes, we have a SharePoint implementation that we are using for document management. We needed more precise functionality however. We found that SharePoint would let individual administrators of a SharePoint site actually create new sites. In a 3 months span, we had over 200 new sites created and most were not being used. So, we had an enormous sprawl problem. Our requirements mandated increased governance and more granular control over the creation of sites and flexible user access to content. In SharePoint this required custom code and was very time-intensive which was unfeasible given our tight deadlines. We are piloting Oracle WebCenter Spaces as our collaboration solution to mitigate these issues. However, we must integrate our existing SharePoint investment which we can do easily by using the SharePoint connectors available in Oracle WebCenter and UCM. Ajay: What were the key design parameters for your solution? Chaeny: We wanted everything driven by standards and policies. We created a cross-functional steering group called the Indian Affairs Web Council to codify policies that were baked into the system. Other key design areas were focused on security/governance, self-service content management, ease of use, integration with legacy applications and seamless single sign-on. We are using Dublin Core as our metadata standard. We also are using Java, APEX, and ADF as our development standards. Ajay: Why was it important to standardize on a platform? Chaeny: We initially looked at best-of-breed solutions, but we faced a lot of issues getting the different solutions to work together. Going with an integrated solution was more economical, easier to learn and faster to deliver the solution. Ajay: What type of legacy applications are you integrating into the portal? Chaeny: Initially we are starting with administrative apps such as people directory and user admin and then we will integrate HR and Financial applications among others. Ajay: Can you describe some of the E20 collaboration features you are putting into the solution? Chaeny: We are adding Enterprise 2.0 using Oracle WebCenter Spaces to deliver different collaboration tools such as wikis, blogs and discussion forums. Wikis to create rapid, ad hoc monthly roll-up reports; discussion forums to provide context-specific help; blogs to capture tacit organization knowledge from experts, identify gurus and turn tacit knowledge into explicit knowledge. Ajay: Are you doing anything specifically to spur adoption and usage? Chaeny: Yes, we did several things that I think helped us ramp quickly. First, we met our commitments for the new system launch date and also provided extra resources for a customer support "hotline" during the launch period. Prior to launch, we did exhaustive usability studies to capture user requirements around functionality, navigation and other key interaction areas. We also created extensive training programs so that the content managers in each business unit were comfortable using the content management tools and knew the best practices for usage. Finally, to launch the Enterprise 2.0 collaboration capabilities, we are working with a pilot group from the Division of Forestry and Wildland Fire Management of BIA. This group of people in the past have been willing early adopters and they have a strong business need to collaborate with many agencies both internal and external across State, County and other Federal jurisdictions. Their feedback is key to helping us launch Enterprise 2.0 successfully in our broader organization. Ajay: What were the biggest benefits to internal BIA employees and to the external community of users? Chaeny: For our employees, the new Enterprise 2.0-based solution will make it easier to find information; enhance employee productivity by embedding standard business processes into the system and create more of a community by creating connections with experts via social collaboration to ultimately provide better services more quickly. For the external American Indian and Alaska Native communities, we have a better relationship with the users and the new site has improved BIA's perception as a more responsive and customer-centric organization.

  • MDM for Tax Authorities

    In last week’s MDM blog, we discussed MDM in the Public Sector. I want to continue that thread. After all, no industry faces tougher data quality problems than governmental organizations, and few industries suffer more significant down side consequences to poor operations than local, state and federal governments. One key challenge area is taxation. Tax Authorities face a multitude of IT challenges. Firstly, the data used in tax calculations is increasing in volume and complexity. They must improve service by introducing multi-channel contact centers and self-service capabilities. Security concerns necessitate increasingly sophisticated data protection procedures. And cost constraints are driving Tax Authorities to rely on off-the-shelf software for many of their functional areas. Compounding these issues is the fact that the IT architectures in operation at most revenue and collections agencies are very complex. They typically include multiple, disparate operational and analytical systems across which the sum total of data about individual constituents is fragmented. To make matters more complicated, taxation is not carried out by a single jurisdiction, and often sources of income including employers, investments and other sources of taxable income and deductions must also be tracked and shared among tax authorities. Collectively, these systems are involved in tax assessment and collections, risk analysis, scoring, tracking, auditing and investigation case management. The Problem of Constituent Data Management The infrastructure described above makes it very difficult to create a consolidated representation of a given party. Differing formats and data models mean that a constituent may be represented in one way in one system and in a different way in another. Individual records are frequently inaccurate, incomplete, out of date and/or inconsistent with other records relating to the same constituent. When constituent data must be aggregated and scored, information within each system must be rationalized and normalized so the agency can produce a constituent information file (CIF) that provides a single source of truth about that party. If information about that constituent changes, each system in turn must be updated. There have been many attempts to solve this problem with technology: from consolidating transactional systems to conducting manual systems integration projects and superimposing layers of business intelligence and analytics. All these approaches can be successful in solving a portion of the problem at a specific point in time, but without an enterprise perspective, anything gained is quickly lost again. Oracle Constituent Data Mastering for Tax Authorities: A Single View of the Constituent Oracle has a flexible and long-term solution to the problem of securely integrating and managing constituent data. The Oracle Solution for mastering Constituent Data for Tax Authorities is based on two core product offerings: Oracle Customer Hub and – optionally – Oracle Application Integration Architecture (AIA). Customer Hub is a master data management (MDM) product that centralizes, de-duplicates, and enriches constituent data. It unifies fragmented information without disrupting existing business processes or IT investments. Role based data access and privacy rules guarantee maximum security and privacy. Data is continuously and automatically synchronized with all source systems. With the Oracle Customer Hub managing the master constituent identity, every department can capture transaction activity against the same record, improving reporting accuracy, employee productivity, reliability of constituent analytics, and day-to-day constituent relationships. Oracle Application Integration Architecture provides a collection of core pre-built processes to support out of the box Master Data Governance across Oracle Customer Hub, Siebel CRM, and Oracle E-Business Suite. It also provides a framework to enable MDM integrations with other Oracle and non-Oracle applications. Oracle AIA removes some of the key inhibitors to implementing a service-oriented architecture (SOA) by providing a pre-built SOA-based middleware foundation as well as industry-optimized service oriented applications, all built around a SOA governance model that encourages effective design and reuse.     I guess this is more of a general question that I cant find the the answer to anywhere. What is the version numbering logic for open source developers managing software releases and is there any governance or guidance I can read up on. The origins of this question comes from me reviewing and researching software on countless websites that I would like to use on my Ubuntu OS. Through experience, I am learning some sites are much better than others explaining if a release is a stable, experimental or maintenance release but these explanations are not consistent with any version numbering logic I am familiar with.

  • Educause Top-Ten IT Issues - the most change in a decade or more

    The Education IT Issue Panel has released the 2012 top-ten issues facing higher education IT leadership, and instead of the customary reshuffling of the same deck, the issues reflect much of the tumult and dynamism facing higher education generally.  I find it interesting (and encouraging) that at the top of this year's list is "Updating IT Professionals' Skills and Roles to Accommodate Emerging Technologies and Changing IT Management and Service Delivery Models."  This reflects, in my view, the realization that higher education IT must change in order to fully realize the potential for transforming the institution, and therefore it's people must learn new skills, understand and accept new ways of solving problems, and not be tied down by past practices or institutional inertia. What follows in the remaining 9 top issues all speak, in some form or fashion, to the need for dramatic change, but not just in the areas of "funding IT" (code for cost containment or reduction), but rather the need to increase effectiveness and efficiency of the institution through the use of technology—leveraging the wave of BYOD (Bring Your Own Device) to the institution's advantage, rather than viewing it as a threat and a problem to be contained. Although it's #10 of 10, IT Governance (and establishment and implementation of the governance model throughout the institution) is key to effectively acting upon many of the preceding issues in this year's list.  In the majority of cases, technology exists to meet the needs and requirements to effectively address many of the challenges outlined in top-ten issues list. Which brings me to my next point. Although I try not to sound too much like an Oracle commercial in these (all too infrequent) blog posts, I can't help but point out how much confluence there is between several of the top issues this year and what my colleagues and I have been evangelizing for some time. Starting from the bottom of the list up: 1) I'm gratified that research and the IT challenges it presents has made the cut.  Big Data (or Large Data as it's phased in the report) is rapidly going to overwhelm much of what exists today even at our most prepared and well-equipped research universities.  Combine large data with the significantly more stringent requirements around data preservation, archiving, sharing, curation, etc. coming from granting agencies like NSF, and you have the brewing storm that could result in a lot of "one-off" solutions to a problem that could very well be addressed collectively and "at scale."   2) Transformative effects of IT – while I see more and more examples of this, there is still much more that can be achieved. My experience tells me that culture (as the report indicates or at least poses the question) gets in the way more than technology not being up to task.  We spend too much time on "context" and not "core," and get lost in the weeds on the journey to truly transforming the institution with technology. 3) Analytics as a key element in improving various institutional outcomes.  In our work around Student Success, we see predictive "academic" analytics as essential to getting in front of the Student Success issue, regardless of how an institution or collections of institutions defines success.  Analytics must be part of the fabric of the key academic enterprise applications, not a bolt-on.  We will spend a significant amount of time on this topic during our semi-annual Education Industry Strategy Council meeting in Washington, D.C. later this month. 4) Cloud strategy for the broad range of applications in the academic enterprise.  Some of the recent work by Casey Green at the Campus Computing Survey would seem to indicate that there is movement in this area but mostly in what has been termed "below the campus" application areas such as collaboration tools, recruiting, and alumni relations.  It's time to get serious about sourcing elements of mature applications like student information systems, HR, Finance, etc. leveraging a model other than traditional on-campus custom. I've only selected a few areas of the list to highlight, but the unifying theme here (and this is where I run the risk of sounding like an Oracle commercial) is that these lofty goals cry out for partners that can bring economies of scale to bear on the problems married with a deep understanding of the nuances unique to higher education.  In a recent piece in Educause Review on Student Information Systems, the author points out that "best of breed is back". Unfortunately I am compelled to point out that best of breed is a large part of the reason we have made as little progress as we have as an industry in advancing some of the causes outlined above.  Don't confuse "integrated" and "full stack" for vendor lock-in.  The best-of-breed market forces that Ron points to ensure that solutions have to be "integratable" or they don't survive in the marketplace. However, by leveraging the efficiencies afforded by adopting solutions that are pre-integrated (and possibly metered out as a service) allows us to shed unnecessary costs – as difficult as these decisions are to make and to drive throughout the organization.   • Taking the Plunge - or Dipping Your Toe - into the Fluffy IAM Cloud by Paul Dhanjal (Simeio Solutions)

    In our last three posts, we’ve examined the revolution that’s occurring today in identity and access management (IAM). We looked at the business drivers behind the growth of cloud-based IAM, the shortcomings of the old, last-century IAM models, and the new opportunities that federation, identity hubs and other new cloud capabilities can provide by changing the way you interact with everyone who does business with you. In this, our final post in the series, we’ll cover the key things you, the enterprise architect, should keep in mind when considering moving IAM to the cloud. Invariably, what starts the consideration process is a burning business need: a compliance requirement, security vulnerability or belt-tightening edict. Many on the business side view IAM as the “silver bullet” – and for good reason. You can almost always devise a solution using some aspect of IAM. The most critical question to ask first when using IAM to address the business need is, simply: is my solution complete? Typically, “business” is not focused on the big picture. Understandably, they’re focused instead on the need at hand: Can we be HIPAA compliant in 6 months? Can we tighten our new hire, employee transfer and termination processes? What can we do to prevent another password breach? Can we reduce our service center costs by the end of next quarter? The business may not be focused on the complete set of services offered by IAM but rather a single aspect or two. But it is the job – indeed the duty – of the enterprise architect to ensure that all aspects are being met. It’s like remodeling a house but failing to consider the impact on the foundation, the furnace or the zoning or setback requirements. While the homeowners may not be thinking of such things, the architect, of course, must. At Simeio Solutions, the way we ensure that all aspects are being taken into account – to expose any gaps or weaknesses – is to assess our client’s IAM capabilities against a five-step maturity model ranging from “ad hoc” to “optimized.” The model we use is similar to Capability Maturity Model Integration (CMMI) developed by the Software Engineering Institute (SEI) at Carnegie Mellon University. It’s based upon some simple criteria, which can provide a visual representation of how well our clients fair when evaluated against four core categories: ·         Program Governance ·         Access Management (e.g., Single Sign-On) ·         Identity and Access Governance (e.g., Identity Intelligence) ·         Enterprise Security (e.g., DLP and SIEM) Often our clients believe they have a solution with all the bases covered, but the model exposes the gaps or weaknesses. The gaps are ideal opportunities for the cloud to enter into the conversation. The complete process is straightforward: 1.    Look at the big picture, not just the immediate need – what is our roadmap and how does this solution fit? 2.    Determine where you stand with respect to the four core areas – what are the gaps? 3.    Decide how to cover the gaps – what role can the cloud play? Returning to our home remodeling analogy, at some point, if gaps or weaknesses are discovered when evaluating the complete impact of the proposed remodel – if the existing foundation wouldn’t support the new addition, for example – the owners need to decide if it’s time to move to a new house instead of trying to remodel the old one. However, with IAM it’s not an either-or proposition – i.e., either move to the cloud or fix the existing infrastructure. It’s possible to use new cloud technologies just to cover the gaps. Many of our clients start their migration to the cloud this way, dipping in their toe instead of taking the plunge all at once. Because our cloud services offering is based on the Oracle Identity and Access Management Suite, we can offer a tremendous amount of flexibility in this regard. The Oracle platform is not a collection of point solutions, but rather a complete, integrated, best-of-breed suite. Yet it’s not an all-or-nothing proposition. You can choose just the features and capabilities you need using a pay-as-you-go model, incrementally turning on and off services as needed. Better still, all the other capabilities are there, at the ready, whenever you need them. Spooling up these cloud-only services takes just a fraction of the time it would take a typical organization to deploy internally. SLAs in the cloud may be higher than on premise, too. And by using a suite of software that’s complete and integrated, you can dramatically lower cost and complexity. If your in-house solution cannot be migrated to the cloud, you might consider using hardware appliances such as Simeio’s Cloud Interceptor to extend your enterprise out into the network. You might also consider using Expert Managed Services. Cost is usually the key factor – not just development costs but also operational sustainment costs.
