• What’s Your Tax Strategy? Automate the Tax Transfer Pricing Process!

  Does your business operate in multiple countries? Well, whether you like it or not, many local and international tax authorities inspect your tax strategy.  Legal, effective tax planning is perceived as a “moral” issue. CEOs are being asked to testify on their process of tax transfer pricing between multinational legal entities.  Marc Seewald, Senior Director of Product Management for EPM Applications specializing in all tax subjects and Product Manager for Oracle Hyperion Tax Provisioning, and Bart Stoehr, Senior Director of Product Strategy for Oracle Hyperion Profitability and Cost Management joined me for a discussion/podcast on this interesting subject.  So what exactly is “tax transfer pricing”? Marc defined it this way. “Tax transfer pricing is a profit allocation methodology required to be used by multinational corporations. Specifically, the ultimate goal of the transfer pricing is to ensure that the global multinational pays their fair share of income tax in each of their local markets. Specifically, it prevents companies from unfairly moving profit from ‘high tax’ countries to ‘low tax’ countries.” According to Marc, in today’s global economy, profitability can be significantly impacted by goods and services exchanged between the related divisions within a single multinational company.  To ensure that these cost allocations are done fairly, there are rules that govern the process. These rules ensure that intercompany allocations fairly represent the actual nature of the businesses activity- as if two divisions were unrelated - and provide a clear audit trail of how the costs have been allocated to prove that allocations fall within reasonable ranges.  What are the repercussions of improper tax transfer pricing? How important is it? Tax transfer pricing allocations can materially impact the amount of overall corporate income taxes paid by a company worldwide, in some cases by hundreds of millions of dollars!  Since so much tax revenue is at stake, revenue agencies like the IRS, and international regulatory bodies like the Organization for Economic Cooperation and Development (OECD) are pushing to reform and clarify reporting for tax transfer pricing. Most recently the OECD announced an “Action Plan for Base Erosion and Profit Shifting”. As Marc explained, the times are changing and companies need to be responsive to this issue. “It feels like every other week there is another company being accused of avoiding taxes,” said Marc. Most recently, Caterpillar was accused of avoiding billions of dollars in taxes. In the last couple of years, Apple, GE, Ikea, and Starbucks, have all been accused of tax avoidance. It’s imperative that companies like these have a clear and auditable tax transfer process that enables them to justify tax transfer pricing allocations and avoid steep penalties and bad publicity. Transparency and efficiency are what is needed when it comes to the tax transfer pricing process. Bart explained that tax transfer pricing is driving a deeper inspection of profit recognition specifically focused on the tax element of profit.  However, allocations needed to support tax profitability are nearly identical in process to allocations taking place in other parts of the finance organization. For example, the methods and processes necessary to arrive at tax profitability by legal entity are no different than those used to arrive at fully loaded profitability for a product line. In fact, there is a great opportunity for alignment across these two different functions.So it seems that tax transfer pricing should be reflected in profitability in general. Bart agreed and told us more about some of the critical sub-processes of an overall tax transfer pricing process within the Oracle solution for tax transfer pricing.  “First, there is a ton of data preparation, enrichment and pre-allocation data analysis that is managed in the Oracle Hyperion solution. This serves as the “data staging” to the next, critical sub-processes.  From here, we leverage the Oracle EPM platform’s ability to re-use dimensions and legal entity driver data and financial data with Oracle Hyperion Profitability and Cost Management (HPCM).  Within HPCM, we manage the driver data, define the legal entity to legal entity allocation rules (like cost plus), and have the option to test out multiple, simultaneous tax transfer pricing what-if scenarios.  Once processed, a tax expert can evaluate the effectiveness of any one scenario result versus another via a variance analysis configured with HPCM’s pre-packaged reporting capability known as Oracle Hyperion SmartView for Office.”   Further, Bart explained that the ability to visibly demonstrate how a cost or revenue has been allocated is really helpful and auditable.  “HPCM’s Traceability Maps are that visual representation of all allocation flows that have been executed and is the tax transfer analyst’s best friend in maintaining clear documentation for tax transfer pricing audits. Simply click and drill as you inspect the chain of allocation definitions and results. Once final, the post-allocated tax data can be compared to the GL to create invoices and journal entries for posting to your GL system of choice.  Of course, there is a framework for overall governance of the journal entries, allocation percentages, and reporting to include necessary approvals.” Lastly, Marc explained that the key value in using the Oracle Hyperion solution for tax transfer pricing is that it keeps everything in alignment in one single place. Specifically, Oracle Hyperion effectively becomes the single book of record for the GAAP, management, and the tax set of books. There are many benefits to having one source of the truth. These include EFFICIENCY, CONTROLS and TRANSPARENCY.So, what’s your tax strategy?   Somehow, I managed to miss Movember last year but this year I’m lined-up to grow an outrageous moustache for charity. Movember is a global movement which aims to raise awareness of men’s health and supports prostate and testicular cancer initiatives.  On the 1st of November hundreds of thousands of men around the world will start a journey to grow and groom a moustache for the 30 days of November becoming walking, talking billboards for men’s health.   Sam Abraham gave a great presentation, “MVC2 – Do it your way in VS 2010”, at our monthly ArcSig meeting on 04/20/2010 at Global Response. The interest in Sam’s talk was immense, we almost run out of seats. The audience got an in-depth view and walkthrough of the Model View Controller functionality in Visual Studio 2010 with detailed code examples. Sam answered many user questions about practical applications in MVC. Free soft drinks and pizza kept the participants energized during the whole presentation and a raffle of books and software completed this meeting, with a preview about the upcoming meetings and events in May and June. Karl joins us from Microsoft Consulting Services (MCS) in the UK and started his career as a SQL Server 6.5 Developer before moving quickly into the operational DBA space where he’s been ever since. He also dabbles in .NET and SSMS-Addin development and has created a versioning tool called SQLDBControl. As one would expect of an industry leader, Oracle's participation in industry standards bodies is extensive. We participate in dozens of organizations that produce open standards which apply to our products, and our commitment to the success of these organizations is manifest in several way - we support them financially through our memberships; our senior engineers are active participants, often serving in leadership positions on boards, technical working groups and committees; and when it makes good business sense we contribute our intellectual property. We believe supporting the development of open standards is fundamental to Oracle meeting customer demands for product choice, seamless interoperability, and lowering the cost of ownership. Nowhere is this truer than in the area of cloud standards, and for the most recent release of our flagship management product, Oracle Enterprise Manager Cloud Control 12c (EM Cloud Control 12c). There is a fundamental rule that standards follow architecture. This was true of distributed computing, it was true of service-oriented architecture (SOA), and it's true of cloud. If you are familiar with Enterprise Manager it is likely to be no surprise that EM Cloud Control 12c is a source of technology that can be considered for adoption within cloud management standards. The reason, quite simply, is that the Oracle integrated stack architecture aligns with the cloud architecture models being adopted by the industry, and EM Cloud Control 12c has been developed to manage this architecture. EM Cloud Control 12c has facilities for managing the various underlying capabilities of the integrated stack in IaaS, PaaS, and SaaS clouds, and enables essential characteristics such as on-demand self-service provisioning, centralized policy-based resource management, integrated chargeback, and capacity planning, and complete visibility of the physical and virtual environment from applications to disk. Our most recent contribution in support of cloud management standards to come out of the EM Cloud Control 12c work was the Oracle Cloud Elemental Resource Model API. Oracle contributed the Elemental Resource Model API to the Distributed Management Task Force (DMTF) in 2011 where it was assigned to DMTF's Cloud Management Working Group (CMWG). The CMWG is considering the Oracle specification and those of several other vendors in their effort to produce a best practices specification for managing IaaS clouds. DMTF's Cloud Infrastructure Management Interface specification, called CIMI for short, is currently out for public review and expected to be released by DMTF later this year. We are proud to be playing an important role in the development of what is expected to become a major cloud standard. You can find more information on DMTF CIMI at http://dmtf.org/standards/cloud. • Listen to Online Radio with Antenna

  Are you looking for some fresh new music to listen to at home or at work? With Antenna you can listen to online radio stations from all over the world. Note: Requires Adobe AIR (download link at bottom of article). Antenna in Action Once you have completed the installation and started Antenna up this is the window that you will see. The left side will have a “browsing pane” where you can search for the stations that you would like to listen to using the various categories. Based on the stations that you choose the background map will change location to match the stations locations. Here is a closer look at the “Categories Bar”. For our first example we used the “Country Category” to find our first station to listen to. When you choose a country you will be presented with a list of the stations available for that country. To start listening to a particular station just double click on the appropriate entry line. A closer look at the “browser pane” with our first station playing. Notice the “Reliability Indicator” that will be available for each listing…some may be better than others and you can use this to choose the best streaming stations from the list. In the upper left corner you will notice three icons…each will open a small pop-up window with a specific purpose. The first icon will open up the “About Window”. If you need to contact Antenna’s creator or would like to place a request for a station to be added to the app then this is the best way to do it. The second icon will open up a Antenna specific chat window. The third icon will allow you to set a default location and make adjustments to some of the app’s settings. Recording Audio The “Recording Function” is the only area where we experienced some “quirkiness” with the app. To start recording press the “Round White Button”… Note: Based on feedback on the app creator’s webpage some people have experienced the same problem as we did during our tests with the app failing to complete the recordings. Hopefully this bug will be fixed with the next release. Once recording has started the button will turn red. Click on the button again to stop recording. Once you have stopped recording you will see the following message window appear and the main window will be shaded over with a whitish color until you click “OK”. Conclusion Regardless of the slight quirkiness in recording online music Antenna more than makes up for it with the terrific selection of online stations and streaming capability. • Congratulations to Gavin Payne–Microsoft Certified Architect

  Huge congratulations to Gavin who became the 6th person in the WORLD outside Microsoft to qualify as a Microsoft Certified Architect in SQL Server today. Gavin’s worked so hard for this since the start of the year and all that work culminated in a grilling 4 hour review board during the PASS summit in Seattle less than 2 weeks ago -- he received his official results last night. To put things into perspective, there are only 25 people on the planet that are qualified to this level in SQL Server; only 6 of those don’t work for Microsoft; and 2 of those work for Coeo. Coeo is the only partner in the UK to have an MCA in SQL Server, and now we have 2! • UPK 3.6.1 New Feature - Publish Presentation

  UPK includes numerous options for deploying the content you have created. Most UPK users are familiar with the UPK Player and the various document outputs that have been available as publishing formats for some time now. In addition UPK provides the content developer the ability to publish content for use in specific environments, LMS, Test Director are two examples. UPK 3.6.1 adds the Presentation publishing type. The Presentation publishing type produces a slideshow presentation of screenshots and text of each topic as a separate Microsoft PowerPoint file. To publish to the presentation option just select the type under the documents category in the publishing wizard. Give this new publishing type a try and let us know what you think by posting a comment. The Presentation publishing type feature came from a customer request and given the ever growing methods and channels for communication we'd like to know what other output types or methods of using existing outputs you would like to see in a future release of UPK.

I was very impressed as more than 35 developers were present which highlights the buzz MVC is creating with its latest release. We covered an introduction to MVC then went on to discuss new features in MVC2. I enjoyed the good dialogue among the group as we discussed how MVC can fit side-by-side with an existing WebForms paradigm and how MVC Support for TDD can dramatically shift Architecture practices as we know them. • BPM Suite 11gR1 Released

  This morning (April 27th, 2010), Oracle BPM Suite 11gR1 became available for download from OTN and eDelivery. If you have been following our plans in this area, you know that this is the release unifying BEA ALBPM product, which became Oracle BPM10gR3, with the Oracle stack. Some of the highlights of this release are: BPMN 2.0 modeling and simulation Web based Process Composer for BPMN and Rules authoring Zero-code environment with full access to Oracle SOA Suite’s rich set of application and other adapters Process Spaces – Out-of-box integration with Web Center Suite Process Analytics – Native process cubes as well as integration with Oracle BAM You can learn more about this release from the documentation. Notes about downloading and installing Please note that Oracle BPM Suite 11gR1 is delivered and installed as part of SOA 11.1.1.3.0, which is a sparse release (only incremental patch). To install: Download and install SOA 11.1.1.2.0, which is a full release (you can find the bits at the above location) Download and install SOA 11.1.1.3.0 During configure step (using the Fusion Middleware configuration wizard), use the Oracle Business Process Management template supplied with the SOA Suite11g (11.1.1.3.0) If you plan to use Process Spaces, also install Web Center 11.1.1.3.0, which also is delivered as a sparse release and needs to be installed on top of Web Center 11.1.1.2.0 Some early feedback We have been receiving very encouraging feedback on this release. Some quotes from partners are included below: “I just attended a preview workshop on BPM Studio, Oracle's BPMN 2.0 tool, held by Clemens Utschig Utschig from Oracle HQ. The usability and ease to get started are impressive. In the business view analysts can intuitively start modeling, then developers refine in their own, more technical view. The BPM Studio sets itself apart from pure play BPMN 2.0 tools by being seamlessly integrated inside a holistic SOA / BPM toolset: BPMN models are placed in SCA-Composites in SOA Suite 11g. This allows to abstract away the complexities of SOA integration aspects from business process aspects. For UIs in BPMN tasks, you have the richness of ADF 11g based Frontends. With BPM Studio we architects have a new modeling and development IDE that gives us interesting design challenges to grasp and elaborate, since many things BPMN 2.0 are different from good ol' BPEL. Some tips: Start Projects smoothly, with initial processes being not overly complex and not using the more esoteric areas of BPMN, to manage the learning path and to stay successful with each iteration. Verify non functional requirements by conducting performance and load tests early. As mentioned above, separate all technical integration logic into SOA Suite or Oracle Service Bus. It improves stability and predictability of the solution. BPM just is one of the components plugging into the stack and reuses all other components." Mr. Leon Smiers, Oracle Solution Architect, Capgemini   “I had the opportunity to follow a hands-on workshop held by Clemens for Oracle partners and I was really impressed of the overall offering of BPM11g. BPM11g allows the execution of BPMN 2.0 processes, without having to transform/translate them first to BPEL in order to be executable. The fact that BPMN uses the same underlying service infrastructure of SOA Suite 11g has a lot of benefits for us already familiar with SOA Suite 11g. BPMN is just another SCA component within a SCA composite and can (re)use all the existing components like Rules, Human Workflow, Adapters and Mediator. I also like the fact that BPMN runs on the same service engine as BPEL. By that all known best practices for making a BPEL  process reliable are valid for BPMN processes as well. Last but not least, BPMN is integrated into the superior end-to-end tracing of SOA Suite 11g. With BPM11g, Oracle offers a very competitive product which will have a big effect on the IT market.
