  • Finding the Right Solution to Source and Manage Your Contractors

    Many of our PeopleSoft Enterprise applications customers operate in service-based industries, and all of our customers have at least some internal service units, such as IT, marketing, and facilities. Employing the services of contractors, often referred to as "contingent labor," to deliver either or both internal and external services is common practice. As we've transitioned from an industrial age to a knowledge age, talent has become a primary competitive advantage for most organizations. Contingent labor offers talent on flexible terms; it offers the ability to scale up operations, close skill gaps, and manage risk in the process of delivering services. Talent comes from many sources and the rise in the contingent worker (contractor, consultant, temporary, part time) has increased significantly in the past decade and is expected to reach 40 percent in the next decade. Managing the total pool of talent in a seamless integrated fashion not only saves organizations money and increases efficiency, but creates a better place for workers of all kinds to work. Although the term "contingent labor" is frequently used to describe both contractors and employees who have flexible schedules and relationships with an organization, the remainder of this discussion focuses on contractors. The term "contingent labor" is used interchangeably with "contractor." Recognizing the importance of contingent labor, our PeopleSoft customers often ask our team, "What Oracle vendor management system (VMS) applications should I evaluate for managing contractors?" In response, I thought it would be useful to describe and compare the three most common Oracle-based options available to our customers. They are:   The enterprise licensed software model in which you implement and utilize the PeopleSoft Services Procurement (sPro) application and potentially other PeopleSoft applications;  The software-as-a-service model in which you gain access to a derivative of PeopleSoft sPro from an Oracle Business Process Outsourcing Partner; and  The managed service provider (MSP) model in which staffing industry professionals utilize either your enterprise licensed software or the software-as-a-service application to administer your contingent labor program. At this point, you may be asking yourself, "Why three options?" The answer is that since there is no "one size fits all" in terms of talent, there is also no "one size fits all" for effectively sourcing and managing contingent workers. Various factors influence how an organization thinks about and relates to its contractors, and each of the three Oracle-based options addresses an organization's needs and preferences differently. For the purposes of this discussion, I will describe the options with respect to (A) pricing and software provisioning models; (B) control and flexibility; (C) level of engagement with contractors; and (D) approach to sourcing, employment law, and financial settlement. Option 1:  Enterprise Licensed Software In this model, you purchase from Oracle the license and support for the applications you need. Typically, you license PeopleSoft sPro as your VMS tool for sourcing, monitoring, and paying your contract labor. In conjunction with sPro, you can also utilize PeopleSoft Human Capital Management (HCM) applications (if you do not already) to configure more advanced business processes for recruiting, training, and tracking your contractors. Many customers choose this enterprise license software model because of the functionality and natural integration of the PeopleSoft applications and because the cost for the PeopleSoft software is explicit. There is no fee per transaction to source each contractor under this model. Our customers that employ contractors to augment their permanent staff on billable client engagements often find this model appealing because there are no fees to affect their profit margins. With this model, you decide whether to have your own IT organization run the software or have the software hosted and managed by either Oracle or another application services provider. Your organization, perhaps with the assistance of consultants, configures, deploys, and operates the software for managing your contingent workforce. This model offers you the highest level of control and flexibility since your organization can configure the contractor process flow exactly to your business and security requirements and can extend the functionality with PeopleTools. This option has proven very valuable and applicable to our customers engaged in government contracting because their contingent labor management practices are subject to complex standards and regulations. Customers find a great deal of value in the application functionality and configurability the enterprise licensed software offers for managing contingent labor. Some examples of that functionality are... The ability to create a tiered network of preferred suppliers including competencies, pricing agreements, and elaborate candidate management capabilities. Configurable alerts and online collaboration for bid, resource requisition, timesheet, and deliverable entry, routing, and approval for both resource and deliverable-based services. The ability to manage contractors with the same PeopleSoft HCM and Projects applications that are used to manage the permanent workforce. Because it allows you to utilize much of the same PeopleSoft HCM and Projects application functionality for contractors that you use for permanent employees, the enterprise licensed software model supports the deepest level of engagement with the contingent workforce. For example, you can: fill job openings with contingent labor; guide contingent workers through essential safety and compliance training with PeopleSoft Enterprise Learning Management; and source contingent workers directly to project-based assignments in PeopleSoft Resource Management and PeopleSoft Program Management. This option enables contingent workers to collaborate closely with your permanent staff on complex, knowledge-based efforts - R&D projects, billable client contracts, architecture and engineering projects spanning multiple years, and so on. With the enterprise licensed software model, your organization maintains responsibility for the sourcing, onboarding (including adherence to employment laws), and financial settlement processes. This means your organization maintains on staff or hires the expertise in these domains to utilize the software and interact with suppliers and contractors. Option 2:  Software as a Service (SaaS) The effort involved in setting up and operating VMS software to handle a contingent workforce leads many organizations to seek a system that can be activated and configured within a few days and for which they can pay based on usage. Oracle's Business Process Outsourcing partner, Provade, Inc., provides exactly this option to our customers. Provade offers its vendor management software as a service over the Internet and usually charges your organization a fee that is a percentage of your total contingent labor spending processed through the Provade software. (Percentage of spend is the predominant fee model, although not the only one.) In addition to lower implementation costs, the effort of configuring and maintaining the software is largely upon Provade, not your organization. This can be very appealing to IT organizations that are thinly stretched supporting other important information technology initiatives. Built upon PeopleSoft sPro, the Provade solution is tailored for simple and quick deployment and administration. Provade has added capabilities to clone users rapidly and has simplified business documents, like work orders and change orders, to facilitate enterprise-wide, self-service adoption with little to no training. Provade also leverages Oracle Business Intelligence Enterprise Edition (OBIEE) to provide integrated spend analytics and dashboards. Although pure customization is more limited than with the enterprise licensed software model, Provade offers a very effective option for organizations that are regularly on-boarding and off-boarding high volumes of contingent staff hired to perform discrete support tasks (for example, order fulfillment during the holiday season, hourly clerical work, desktop technology repairs, and so on) or project tasks. The software is very configurable and at the same time very intuitive to even the most computer-phobic users. The level of contingent worker engagement your organization can achieve with the Provade option is generally the same as with the enterprise licensed software model since Provade can automatically establish contingent labor resources in your PeopleSoft applications. Provade has pre-built integrations to Oracle's PeopleSoft and the Oracle E-Business Suite procurement, projects, payables, and HCM applications, so that you can evaluate, train, assign, and track contingent workers like your permanent employees. Similar to the enterprise licensed software model, your organization is responsible for the contingent worker sourcing, administration, and financial settlement processes. This means your organization needs to maintain the staff expertise in these domains. Option 3:  Managed Services Provider (MSP) Whether you are using the enterprise licensed model or the SaaS model, you may want to engage the services of sourcing, employment, payroll, and financial settlement professionals to administer your contingent workforce program. Firms that offer this expertise are often referred to as "MSPs," and they are typically staffing companies that also offer permanent and temporary hiring services. (In fact, many of the major MSPs are Oracle applications customers themselves, and they utilize the PeopleSoft Solution for the Staffing Industry to run their own business operations.) Usually, MSPs place their staff on-site at your facilities, and they can utilize either your enterprise licensed PeopleSoft sPro application or the Provade VMS SaaS software to administer the network of suppliers providing contingent workers. When you utilize an MSP, there is a separate fee for the MSP's service that is typically funded by the participating suppliers of the contingent labor. Also in this model, the suppliers of the contingent labor (not the MSP) usually pay the contingent labor force. With an MSP, you are intentionally turning over business process control for the advantages associated with having someone else manage the processes. The software option you choose will to a certain extent affect your process flexibility; however, the MSPs are often able to adapt their processes to the unique demands of your business. When you engage an MSP, you will want to give some thought to the level of engagement and "partnering" you need with your contingent workforce. Because the MSP acts as an intermediary, it can be very valuable in handling high volume, routine contracting for which there is a relatively low need for "partnering" with the contingent workforce. However, if your organization (or part of your organization) engages contingent workers for high-profile client projects that require diplomacy, intensive amounts of interaction, and personal trust, introducing an MSP into the process may prove less effective than handling the process with your own staff. In fact, in many organizations, it is common to enlist an MSP to handle contractors working on internal projects and to have permanent employees handle the contractor relationships that affect the portion of the services portfolio focused on customer-facing, billable projects. One of the key advantages of enlisting an MSP is that you do not have to maintain the expertise required for orchestrating the sourcing, hiring, and paying of contingent workers.  These are the domain of the MSPs. If your own staff members are not prepared to manage the essential "overhead" processes associated with contingent labor, working with an MSP can make solid business sense. Proper administration of a contingent workforce can make the difference between project success and failure, operating profit and loss, and legal compliance and fines. Concluding Thoughts There is little doubt that thoughtfully and purposefully constructing a service delivery strategy that leverages the strengths of contingent workers can lead to better projects, deliverables, and business results. What requires a bit more thinking is determining the platform (or platforms) that will enable each part of your organization to best deliver on its mission.

  • How to control CPU frequency

    I am using CPU Frequency Scaling Monitor 2.30.0 on the panel to show and control CPU frequency. My CPU frequency by default will change according to load. But I want to make CPU work at the lowest level and so I choose 800 MHz in CPU Frequency Scaling Monitor. After a few seconds, however, it automatically changes back to Powersave or Performance mode which has automatic adjustment to CPU frequency. I was wondering how to actually make CPU work at the lowest level? Thanks!

  • How to document/verify consistent layering?

    I have recently moved to the dark side: I am now a CUSTOMER of software development -- mainly websites. With this new role comes new concerns. As a programmer i know how solid an application becomes when it is properly layered, and I want to use this knowledge in my new job. I don't want business logic in my presentation layer, and certainly not presentation stuff in my data layer. Thus, I want to be able to demand from my supllier that they document the level of layering, and how neat and consistent the layering is. The big question is: How is the level of layering documented to me as a customer, and is that a reasonable demmand for me to have, so I don't have to look in the code (I'm not supposed to do that anymore)?

  • Learning c++ by contributing to open source projects

    I have some general programming experience with a few different languages, my most skilled being php. I want to spend a lot of time over the next year learning c++ in much more depth and then eventually get to a good enough level to find a job as a junior developer working in c++. I really struggle to find things to develop as toy programs so want to contribute to an open source project in c++ to get really stuck in to. But the projects I see on github in c++ are very large and will require a lot of knowlege to even get started. Are there any smaller projects that I can contribute to or are there any other good ideas for learning c++ from a practical level.

I have a passion of web development, but have been wondering of late, what is the future of web programming, and just programming in general. I will give an example to illustrate this, companies now most of them buy/ are willing to spend more money to implement enterprise level products, coming from big companies, than hiring a programmer, because when you look at the long term,instead of paying this programmer, and being tied to his ideas and skills, better buy a product, which you are guaranteed high level functions and support. Therefore what will be the future to programmers?

  • Media keys play/pause globally worked in 12.10, not in 13.10

    Laptop media keys On Asus n55sf laptop, there are a dedicated keys for volume up, volume down, mute, [play/pause], stop, launch (plus a dozen Fn-key combinations). In 12.10 most worked. (Overall is seems unrelated to desktop environment used, stating it for the sake of completeness.) On Ubuntu 12.10 under XFCE they just worked. That is: when a player like rhythmbox or totem was started, it would alternate between play and pause. Interestingly, if several were started, they would alternate independently. E.g. use mouse to pause rhythmbox, launch totem, and one hit on [play/pause] key would pause one and resume the other. Keys Next,Previous and Stop worked as expected in any program. In 13.10 most still work, but play/skip related ignored. On Xubuntu 13.10 (XFCE too) the volume keys work but the [play/pause], stop, next and prev are ignored. Not tried regular Ubuntu 13.10 (Unity). Search before you ask Here are a few facts: https://wiki.ubuntu.com/Hotkeys/Architecture is ummutable and mentions Ubuntu 9.10. https://wiki.ubuntu.com/Hotkeys/Troubleshooting is also outdated as it mentions /usr/share/doc/udev/README.keymap.txt which no longer exists. On 12.10 and 13.10 versions, at XFCE level (as visible by xfconf-query or using xfce4-settings-manager) there are a couple of shortcut for keys like XF86Calculator or XF86TouchpadToggle but nothing related to volume prev/next/play/stop, which is okay. XF86Audio substring doesn't appear in /etc (which is normal) Kernel-level test: "showkey -s" on console shows that keys Next,Play/Pause,Previous,Stop are keycodes 163,164,165,166. Nothing relevant in /etc about that. Reports https://bugs.launchpad.net/ubuntu/+source/udev/+bug/1072371 and https://bugs.launchpad.net/ubuntu/+source/systemd/+bug/1012365 suggest to adjust at udev level. Alas, the udev tutorials I found ( e.g. https://wiki.debian.org/udev ) don't even mention keyboard. A thread in french seems to deal with a similar issue: https://forum.ubuntu-fr.org/viewtopic.php?id=1395051. @sudo evtest /dev/input/event3@, in X as well as on plain console, reports events on key pressed and repeats, but nothing when pressing those media keys. Is udev a dead end ? Questions How did it work in 12.10 ? Through udev ? Something else ? Any other hint ?

  • Take Advantage of Oracle's Ongoing Assurance Effort!

    Hi, this is Eric Maurice again! A few years ago, I posted a blog entry, which discussed the psychology of patching. The point of this blog entry was that a natural tendency existed for systems and database administrators to be reluctant to apply patches, even security patches, because of the fear of "breaking" the system. Unfortunately, this belief in the principle "if it ain't broke, don't fix it!" creates significant risks for organizations. Running systems without applying the proper security patches can greatly compromise the security posture of the organization because the security controls available in the affected system may be compromised as a result of the existence of the unfixed vulnerabilities. As a result, Oracle continues to strongly recommend that customers apply all security fixes as soon as possible. Most recently, I have had a number of conversations with customers who questioned the need to upgrade their highly stable but otherwise unsupported Oracle systems. These customers wanted to know more about the kind of security risks they were exposed to, by running obsolete versions of Oracle software. As per Oracle Support Policies, Critical Patch Updates are produced for currently supported products. In other words, Critical Patch Updates are not created by Oracle for product versions that are no longer covered under the Premier Support or Extended Support phases of the Lifetime Support Policy. One statement used in each Critical Patch Update Advisory is particularly important: "We recommend that customers upgrade to a supported version of Oracle products in order to obtain patches. Unsupported products, releases and versions are not tested for the presence of vulnerabilities addressed by this Critical Patch Update. However, it is likely that earlier versions of affected releases are also affected by these vulnerabilities." The purpose of this warning is to inform Oracle customers that a number of the vulnerabilities fixed in each Critical Patch Update may affect older versions of a specific product line. In other words, each Critical Patch Update provides a number of fixes for currently supported versions of a given product line (this information is listed for each bug in the Risk Matrices of the Critical Patch Update Advisory), but the unsupported versions in the same product line, while they may be affected by the vulnerabilities, will not receive the fixes, and are therefore vulnerable to attacks. The risk assumed by organizations wishing to remain on unsupported versions is amplified by the behavior of malicious hackers, who typically will attempt to, and sometimes succeed in, reverse-engineering the content of vendors' security fixes. As a result, it is not uncommon for exploits to be published soon after Oracle discloses vulnerabilities with the release of a Critical Patch Update or Security Alert. Let's consider now the nature of the vulnerabilities that may exist in obsolete versions of Oracle software. A number of severe vulnerabilities have been fixed by Oracle over the years. While Oracle does not test unsupported products, releases and versions for the presence of vulnerabilities addressed by each Critical Patch Update, it should be assumed that a number of the vulnerabilities fixed with the Critical Patch Update program do exist in unsupported versions (regardless of the product considered). The most severe vulnerabilities fixed in past Critical Patch Updates may result in full compromise of the targeted systems, down to the OS level, by remote and unauthenticated users (these vulnerabilities receive a CVSS Base Score of 10.0) or almost as critically, may result in the compromise of the affected systems (without compromising the underlying OS) by a remote and unauthenticated users (these vulnerabilities receive a CVSS Base Score of 7.5). Such vulnerabilities may result in complete takeover of the targeted machine (for the CVSS 10.0), or may result in allowing the attacker the ability to create a denial of service against the affected system or even hijacking or stealing all the data hosted by the compromised system (for the CVSS 7.5). The bottom line is that organizations should assume the worst case: that the most critical vulnerabilities are present in their unsupported version; therefore, it is Oracle's recommendation that all organizations move to supported systems and apply security patches in a timely fashion. Organizations that currently run supported versions but may be late in their security patch release level can quickly catch up because most Critical Patch Updates are cumulative. With a few exceptions noted in Oracle's Critical Patch Update Advisory, the application of the most recent Critical Patch Update will bring these products to current security patch level and provide the organization with the best possible security posture for their patch level. Furthermore, organizations are encouraged to upgrade to most recent versions as this will greatly improve their security posture. At Oracle, our security fixing policies state that security fixes are produced for the main code line first, and as a result, our products benefit from the mistakes made in previous version(s). Our ongoing assurance effort ensures that we work diligently to fix the vulnerabilities we find, and aim at constantly improving the security posture our products provide by default. Patch sets include numerous in-depth fixes in addition to those delivered through the Critical Patch Update and, in certain instances, important security fixes require major architectural changes that can only be included in new product releases (and cannot be backported through the Critical Patch Update program).   • How to refactor a Python “god class”?

    Problem I’m working on a Python project whose main class is a bit “God Object”. There are so friggin’ many attributes and methods! I want to refactor the class. So Far… For the first step, I want to do something relatively simple; but when I tried the most straightforward approach, it broke some tests and existing examples. Basically, the class has a loooong list of attributes—but I can clearly look over them and think, “These 5 attributes are related…These 8 are also related…and then there’s the rest.” getattr I basically just wanted to group the related attributes into a dict-like helper class. I had a feeling __getattr__ would be ideal for the job. So I moved the attributes to a separate class, and, sure enough, __getattr__ worked its magic perfectly well… At first. But then I tried running one of the examples. The example subclass tries to set one of these attributes directly (at the class level). But since the attribute was no longer “physically located” in the parent class, I got an error saying that the attribute did not exist. @property I then read up about the @property decorator. But then I also read that it creates problems for subclasses that want to do self.x = blah when x is a property of the parent class. Desired Have all client code continue to work using self.whatever, even if the parent’s whatever property is not “physically located” in the class (or instance) itself. Group related attributes into dict-like containers. Reduce the extreme noisiness of the code in the main class. For example, I don’t simply want to change this: larry = 2 curly = 'abcd' moe = self.doh() Into this: larry = something_else('larry') curly = something_else('curly') moe = yet_another_thing.moe() …because that’s still noisy. Although that successfully makes a simply attribute into something that can manage the data, the original had 3 variables and the tweaked version still has 3 variables.   • Is there a rule of thumb for what a bing map's zoom setting should be based on how many miles you want to display?

    If a map contains pushpins/waypoints that span only a couple of miles, the map should be zoomed way in and show a lot of detail. If the pushpins/waypoints instead cover vast areas, such as hundreds or even thousands of miles, it should be zoomed way out. That's clear. My question is: is there a general guideline for mapping (no pun intended) Bing Maps zoom levels to a particular number of miles that separate the furthest apart points? e.g., is there some chart that has something like: Zoom level N shows 2 square miles Zoom level N shows 5 square miles etc.?

  • Permissions & File Structure w/ nginx & multiple sites

    I am using nginx for the first time as a long time Apache user. I setup a Linode to test everything and to eventually port over my websites. Previously I had /home/user/www (wwwroot) I am looking at doing something similar with /srv/www/domain/www (wwwroot) Rather than using /srv/domain (wwwroot), the reason is many of the sites are WordPress and one of the things I do for security is to move the config file one level above wwwroot and can't have multiple configuration files from multiple domains in the same top level folder. Since I own all the sites, I wasn't going to create a user for each domain. My user is a member of www-data and was going to use 2770 for www and have domain/www for each new domain. www would be owned by group www-data. Is this the best way to handle this?

  • Programming in the United States Airforce - How hard to get a job doing it? [closed]

    I already know how to program. Been at it for a year; the language I've worked mostly with has been C++, and I'm currently studying x86 assembly programming, with the goal to move towards ARM assembly after I've finished with that. Thus, given my experience and knowledge, I'm curious to know if any "vets" around here have had any excursions in the military doing software/electrical engineering, and how hard it would be to actually get a job doing it - with someone who already has previous experience and knowledge regarding that field, however slight. By definition of "hard", in this context, I suppose I'd be referring to the required knowledge to actually be a "shoe-in" for both low level and high level software/hardware applications. I know hex fairly well, and enough to convert that hex to binary. I also have an ok knowledge of algorithms, such as Binary Search Tree, Linked List, etc. Everything I've learned so far has been self taught for the most part.

    When it comes to programming games from the old school sega games like sonic to indie games or angry birds or even to more advance games like Diablo, how exactly is level design done? As in, are the levels sometimes designed straight out of code in an IDE? Or do they create a visual level design editor where things can be placed at the click of a mouse button? I'm imagining old school games or very simple ones like indies are done via code, where extremely complicated ones require a visual editor. Is this correct? Also, when it comes to libraries like SDL or XNA, how often are these used rather than just utilizing OpenGL or DirectX? What about creating your own game engine vs utilizing one already made? Do most use already built engines? This question is directed toward the whole gaming spectrum of indie/big game development. Thanks.

  • Should I be an algorithm developer, or java web frameworks type developer?

    So - as I see it, there are really two kinds of developers. Those that do frameworks, web services, pretty-making front ends, etc etc. Then there are developers that write the algorithms that solve the problem. That is, unless the problem is "display this raw data in some meaningful way." In that case, the framework/web developer guy might be doing both jobs. So my basic problem is this. I have been an algorithms kind of software developer for a few years now. I double majored in Math and Computer science, and I have a master's in systems engineering. I have never done any web-dev work, with the exception of a couple minor jobs, and some hobby level stuff. I have been job interviewing lately, and this is what happens: Job is listed as "programmer- 5 years of experience with the following: C/C++, Java,Perl, Ruby, ant, blah blah blah" Recruiter calls me, says they want me to come in for interview In the interview, find out they have some webservices development, blah blah blah When asked in the interview, talk about my experience doing algorithms, optimization, blah blah..but very willing to learn new languages, frameworks, etc Get a call back saying "we didn't think you were a fit for the job you interviewed wtih, but our algorithm team got wind of you and wants to bring you on" This has happened to me a couple times now - see a vague-ish job description looking for a "programmer" Go in, find out they are doing some sort of web-based tool, maybe with some hardcore algorithms running in the background. interview with people for the web-based tool, but get an offer from the algorithms people. So the question is - which job is the better job? I basically just want to get a wide berth of experience at this level of my career, but are algorithm developers so much in demand? Even more so than all these supposed hot in demand web developer guys? Will I be ok in the long run if I go into the niche of math based algorithm development, and just little to no, or hobby level web-dev experience? I basically just don't want to pigeon hole myself this early. My salary is already starting to get pretty high - and I can see a company later on saying "we really need a web developer, but we'll hire this 50k/year college guy, instead of this 100k/year experience algorithm guy" Cliffs notes: I have been doing algorithm development. I consider myself to be a "good programmer." I would have no problem picking up web technologies and those sorts of frameworks. During job interviews, I keep getting "we think you've got a good skillset - talk to our algorithm team" instead of wanting me to learn new skills on the job to do their web services or whhatever other new technology they are doing. Edit: Whenever I am talking about algorithm development here - I am talking about the code that produces the answer. Typically I think of more math-based algorithms: solving a financial problem, solving a finite element method, image processing, etc

  • I prefer C/C++ over Unity and other tools: is it such a big downer for a game developper ?

    We have a big game project on Unity at school on which we are 12 to work on. My teacher seems to be convinced it's an important tool to teach students, since it makes students look from the high level to the lower level. I can understand his view, and I'm wondering: Is unity such an important engine in game developping companies ? Are there a lot of companies using it because they can't afford to use something else ? He is talking like Unity is a big player in game making, but I only see it fit small indie game companies who want to do a game as fast as possible. Do you think Unity is that much important in the industry ? Does it endangers the value of C++ skills ? It's not that I don't like Unity, it's just that I don't learn nothing with it, I prefer to achieve little steps with Ogre or SFML instead. Also, we also have C++ practice exercises, but those are just practice with theory, nothing much.
