ACORD LOMA Session Highlights Policy Administration Trends

Helen Pitts, senior product marketing manager for Oracle Insurance, attended and is blogging from the ACORD LOMA Insurance Forum this week. Above: Paul Vancheri, Chief Information Officer, Fidelity Investments Life Insurance Company. Vancheri gave a presentation during the ACORD LOMA Insurance Systems Forum about the key elements of modern policy administration systems and how insurers can mitigate risk during legacy system migrations to safely introduce new technologies. When I had a few particularly challenging honors courses in college my father, a long-time technology industry veteran, used to say, "If you don't know how to do something go ask the experts. Find someone who has been there and done that, don't be afraid to ask the tough questions, and apply and build upon what you learn." (Actually he still offers this same advice today.) That's probably why my favorite sessions at industry events, like the ACORD LOMA Insurance Forum this week, are those that include insight on industry trends and case studies from carriers who share their experiences and offer best practices based upon their own lessons learned. I had the opportunity to attend a particularly insightful session Wednesday as Craig Weber, senior vice president of Celent's Insurance practice, and Paul Vancheri, CIO of Fidelity Life Investments, presented, "Managing the Dynamic Insurance Landscape: Enabling Growth and Profitability with a Modern Policy Administration System." Policy Administration Trends Growing the business is the top issue when it comes to IT among both life and annuity and property and casualty carriers according to Weber. To drive growth and capture market share from competitors, carriers are looking to modernize their core insurance systems, with 65 percent of those CIOs participating in recent Celent research citing plans to replace their policy administration systems. Weber noted that there has been continued focus and investment, particularly in the last three years, by software and technology vendors to offer modern, rules-based, configurable policy administration solutions. He added that these solutions are continuing to evolve with the ongoing aim of helping carriers rapidly meet shifting business needs--whether it is to launch new products to market faster than the competition, adapt existing products to meet shifting consumer and /or regulatory demands, or to exit unprofitable markets. He closed by noting the top four trends for policy administration either in the process of being adopted today or on the not-so-distant horizon for the future: Underwriting and service desktops New business automation Convergence of ultra-configurable and domain content-rich systems Better usability and screen design Mitigating the Risk When Making the Decision to Modernize Third-party analyst research from advisory firms like Celent was a key part of the due diligence process for Fidelity as it sought a replacement for its legacy policy administration system back in 2005, according to Vancheri. The company's business opportunities were outrunning system capability. Its legacy system had not been upgraded in several years and was deficient from a functionality and currency standpoint. This was constraining the carrier's ability to rapidly configure and bring new and complex products to market. The company sought a new, modern policy administration system, one that would enable it to keep pace with rapid and often unexpected industry changes and ahead of the competition. A cross-functional team that included representatives from finance, actuarial, operations, client services and IT conducted an extensive selection process. This process included deep documentation review, pilot evaluations, demonstrations of required functionality and complex problem-solving, infrastructure integration capability, and the ability to meet the company's desired cost model. The company ultimately selected an adaptive policy administration system that met its requirements to: Deliver ease of use - eliminating paper and rework, while easing the burden on representatives to sell and service annuities Provide customer parity - offering Web-based capabilities in alignment with the company's focus on delivering a consistent customer experience across its business Deliver scalability, efficiency - enabling automation, while simplifying and standardizing systems across its technology stack Offer desired functionality - supporting Fidelity's product configuration / rules management philosophy, focus on customer service and technology upgrade requirements Meet cost requirements - including implementation, professional services and licenses fees and ongoing maintenance Deliver upon business requirements - enabling the ability to drive time to market for new products and flexibility to make changes Best Practices for Addressing Implementation Challenges Based upon lessons learned during the company's implementation, Vancheri advised carriers to evaluate staffing capabilities and cultural impacts, review business requirements to avoid rebuilding legacy processes, factor in dependent systems, and review policies and practices to secure customer data. His formula for success: upfront planning + clear requirements = precision execution. Achieving a Return on Investment Vancheri said the decision to replace their legacy policy administration system and deploy a modern, rules-based system--before the economic downturn occurred--has been integral in helping the company adapt to shifting market conditions, while enabling growth in its direct channel sales of variable annuities. Since deploying its new policy admin system, the company has reduced its average time to market for new products from 12-15 months to 4.5 months. The company has since migrated its other products to the new system and retired its legacy system, significantly decreasing its overall product development cycle. From a processing standpoint Vancheri noted the company has achieved gains in automation, information, and ease of use, resulting in improved real-time data edits, controls for better quality, and tax handling capability. Plus, with by having only one platform to manage, the company has simplified its IT environment and is well positioned to deliver system enhancements for greater efficiencies. Commitment to Continuing the Investment In the short and longer term future Vancheri said the company plans to enhance business functionality to support money movement, wire automation, divorce processing on payout contracts and cost-based tracking improvements. It also plans to continue system upgrades to remain current as well as focus on further reducing cycle time, driving down maintenance costs, and integrating with other products. New Oracle Solaris 11 Administration book

During the development of Oracle Solaris 11, one of the main goals was to modernize the operating system and remove some of the existing frustrations that our administrative audience had in deploying and using the platform within data centers around the world. That meant a comprehensive clean out of some existing technologies to provision the operating system (replacing Jumpstart with Automated Installer) and manage system software (replacing SVR4 with IPS packaging), consolidate the vast spectrum of networking configuration, and enhance the user environment to provide familiarity for those who were used to administering Linux environments among many other things. While some considered the changes to Oracle Solaris 11 as a negative change, most will be impressed at how far we've come - the deeper integration of key technologies, presented in a consolidated and consistent form. How should I practice web server administration?

Security students can practice their skills with software like OWASP's webgoat or something similar to "hackthissite". Students interested in Operating Systems can study MINIX and PintOS, write shell scripts or study POSIX system calls. What would be the best course of action in order to practice Server Administration? Is there any such software/resource available, teaching you such skills with small lessons, or it is totally up to you? I've practiced live FreeBSD server administration and management of VMs (CentOS, Gentoo, Debian) under VirtualBox, but I always feel that this isn't enough and I must push myself harder. So, what would you recommend? What has worked for you?

Hi, I'm writing an app to check for the bus timetable's. Therefor I need to post some data to a html page, submit it, and parse the resulting page with htmlparser. StackOverflowException throws often when .net application built with Debug mode

I have an application which access an external webservice often, when i are trying to debug it, means debuging in vistual studio. it often throws out StackOverflowException at the webserverice call point. when building in Release mode , the exception thrown out only occasionally. How much effort is SQL Server 2008 Administration?

Hi, I am looking for a suitable hosting environment for an ASP.NET MVC application. One of the options I have is renting a Hyper-V server and installing my license of SQL Server 2008 on it. I'm a bit wary of shared hosting since the one I have tried so far did not seem to have very consistent performance. One potential problem is that I would have I do not not know much about SQL Server administration, so I am not sure if this is a good option. I've been running a failover cluster of two linux dedicated servers for over 5 years now and MySQL never gave me any trouble. But that was Linux, and it might be different with a windows system. Is running a halfway efficient MS SQL Server 2008 difficult? Does it require any in-depth administration knowledge? Or perhaps recurring administration effort (such as keeping the server up to date with the latest patches)? Or is it rather an "install and forget" experience similar to MySQL?

Remote IIS Administration - "Not enough storage available to process this command"

I'm trying to do Remote Administration of IIS in C#.NET using System.Web.Administration tools. Everything works fine on a test server (windows 2008), however when I try using our live server (windows 2003) it fails giving the message: System.Runtime.InteropServices.COMException : Not enough storage is available to process this command. (Exception from HRESULT: 0x80070008) The server itself has plenty of memory free, so I believe this is some kind of memory limit with the RPC itself. http://support.microsoft.com/kb/890425 Is there any way around this?

Information System for an Academic Institution

The team currently undertaking the task is designing a centralized system with the intent of providing most (if not all) services of the institution electronically. Most of us are academicians with little practical experience. The questions we need answers for are What are the systems (preferably free, as in Beer, and/or open) and best-practices in use in other academic institutions? What are the experiences of people administering academic ICT systems? What are the overheads of attempting to provide services through an intranet cloud (like UEC) for us (a medium-sized academic institution, in a third-world country)? The current issue of Insurance Networking News includes an interesting column by Novarica's Matt Josefowicz. Recent research by the firm revealed that policy administration replacement or extension is the most common strategic IT project for insurers this year. Book review: Microsoft System Center Enterprise Suite Unleashed

I know, I know – what’s a database guy doing reading a book on System Center? Well, I need it from time to time. System Center is actually a collection of about 7 different products that you can use to manage and monitor your software and hardware, from drive space through Microsoft Office, UNIX systems, and yes, SQL Server. It’s that last part I care about the most, and so I’ve dealt with Data Protection Manager and System Center Operations Manager (I call it SCOM) in SQL Server. But I wasn’t familiar with the rest of the suite nor was I as familiar as I needed to be with the “Essentials” release – a separate product that groups together the main features of System Center into a single offering for smaller organizations. These companies usually run with a smaller IT shop, so they sometimes opt for this product to help them monitor everything, including SQL Server. So I picked up “Microsoft System Center Enterprise Suite Unleashed” by Chris Amaris and a cast of others. I don’t normally like to get a technical book by multiple authors – I just find that most of the time it’s quite jarring to switch from author to author, but I think this group did pretty well here. The first chapter on introducing System Center has helped me talk with others about what the product does, and which pieces fit well together with SQL Server. The writing is well done, and I didn’t find a jump from author to author as I went along. The information is sequential, meaning that they lead you from install to configuration and then use. It’s very much a concepts-and-how-to book, and a big one at that – over 950 pages of learning! It was a pretty quick read, though, since I skipped the installation parts and there are lots of screenshots. While I’m not sure you’d be an expert on the product when you finish reading this book, but I would say you’re more than halfway there. I would say it suits someone that learns through examples the best, since they have a lot of step-by-step examples I do recommend that you take a look if you have to interact with this product, or even if you are a smaller shop and you’re the primary IT resource. What are the common maintenance tasks on ubuntu?

When i was using windows, i used to run defrags, ccleaner and revouninstaller once a month to keep the system and the registry clean. I know ubuntu (and all linux distro) has a different system structure and doesnt need defrags, but i've heard there are some mainenance tasks that help to keep the system clean (for example, sudo apt-get clean or sudo apt-get autoremove) How many of those commands/software (and please explain what they do and if they can compromise the system stability) do you know and use regularly?

Display System Information on Your Desktop with Desktop Info

Do you like to monitor your system but do not want a complicated app to do it with? If you love simplicity and easy configuration then join us as we look at Desktop Info. Desktop Info in Action Desktop Info comes in a zip file format so you will need to unzip the app, place it into an appropriate “Program Files Folder”, and create a shortcut. Do NOT delete the “Read Me File”…this will be extremely useful to you when you make changes to the “Configuration File”. Once you have everything set up you are ready to start Desktop Info up. This is the default layout and set of listings displayed when you start Desktop Info up for the first time. The font colors will be a mix of colors as seen here and the font size will perhaps be a bit small but those are very easy to change if desired. You can access the “Context Menu” directly over the “information area”…so no need to look for it in the “System Tray”. Notice that you can easily access that important “Read Me File” from here… The full contents of the configuration file (.ini file) are displayed here so that you can see exactly what kind of information can be displayed using the default listings. The first section is “Options”…you will most likely want to increase the font size while you are here. Then “Items”… If you are unhappy with any of the font colors in the “information area” this is where you can make the changes. You can turn information display items on or off here. And finally “Files, Registry, & Event Logs”. Here is our displayed information after a few tweaks in the configuration file. Very nice. Conclusion If you have been looking for a system information app that is simple and easy to set up then you should definitely give Desktop Info a try.
