I read somewhere that the Ultimate Boot CD can diagnose computer problems. In this case would this program help me get my Windows XP back?

When I turn on the screen and hit "Start Windows Normally" or go to Safe Mode I get a flash of the WinXP logo and then it goes to this error page. Can you tell from this message is it a hardware or software issue?
