Google not indexing new forum

We installed a new forum a few months ago now. The URL is:

https://www.scirra.com/forum

I've 301'd the old topics/threads, as well as included all the new URLs in the sitemap. Yet they still are not appearing.

Webmaster tools is showing:

139,512 URLs submitted
50,544 URLs indexed

And has been stuck there for quite some time. A massive drop in indexed pages since we updated the forum as well:
