It’s time to wrap up the series that I started back in April, “The Growing IT Labor Shortage: Are You Feeling It?” Even in a time of relatively high unemployment, labor shortages exist depending on many factors, including location, industry, IT requirements, and company size. According to Manpower Groups 2013 Talent Shortage Survey, 35% of hiring managers globally are having difficulty filling jobs. Their top three challenges in filling jobs are: 1. lack of technical competencies (hard skills) 2. Lack of available applicants 3. Lack of experience The same report listed Technicians as the most difficult position to fill in the United States For most companies, Human Capital and Talent Management have never been more strategic and they are striving for ways streamline processes, reduce turnover, and lower costs (see this Oracle whitepaper, “ Simplify Workforce Management and Increase Global Agility”). Everyone I spoke to—partner, customer, and Oracle experts—agreed that it can be extremely challenging to hire and retain IT talent in today’s labor market. And they generally agreed on the causes: a. IT is so pervasive that there are myriad moving parts requiring support and expertise, b. thus, it’s hard for university graduates to step in and contribute immediately without experience and specialization, c. big IT companies generally aren’t the talent incubators that they were in the freewheeling 90’s due to bottom line pressures that require hiring talent that can hit the ground running, and d. it’s often too expensive for resource-strapped midsize companies to invest the time and money required to get graduates up to speed. Here are my top lessons learned from my conversations with the experts. 1. A Better Title Would Have Been, “The Challenges of Finding and Retaining IT Talent That Matches Your Requirements” There are more applicants than jobs but it’s getting tougher and tougher to find individuals that perfectly fit each and every role. Top performing companies are increasingly looking to hire the “almost ready”, striving to keep their existing talent more engaged, and leveraging their employee’s social and professional networks to quickly narrow down candidate searches (here’s another whitepaper, “A Strategic Approach to Talent Management”). 2. Size Matters—But So Does Location Midsize companies must strive to build cultures that compete favorably with what large enterprises can offer, especially when they aren’t within commuting distance of IT talent strongholds. They can’t always match the compensation and benefits offered by large enterprises so it's paramount to offer candidates high quality of life and opportunities to build their resumes in alignment with their long term career aspirations. 3. Get By With a Little Help From Your Friends It doesn’t always make sense to invest time and money in training an employee on a task they will not perform frequently. Or get in a bidding war for talent with skills that are rare and in high demand. Many midsize companies are finding that it makes good economic sense to contract with partners for remote support rather than trying to divvy up each and every role amongst their lean staff. Internal staff can be assigned to roles that will have the highest positive impact on achieving organizational goals. 4. It’s Actually Both “What You Know” AND “Who You Know” If I was hiring someone today I would absolutely leverage the social and professional networks of my co-workers. Period. Most research shows that hiring in this manner is less expensive and time consuming AND produces better results. There is also some evidence that suggests new hires from employees’ networks have higher job performance and retention rates. 5. I Have New Respect for Recruiters and Hiring Managers My hats off to them—it’s not easy hiring and retaining top talent with today’s challenges.     The Ubuntu Membership Wiki states: Contributions are valued and recognized whether you contribute to artwork, any of the LoCoTeams, documentation, providing support on the forums, the answers tracker, IRC support, bug triage, translation, development and packaging, marketing and advocacy, contributing to the wiki, or anything else. This defines what contributions "count" toward what will be considered valuable when applying for Ubuntu membership. What I want to know is, does my involvement on askubuntu fall under the stipulation "...or anything else"? I'd imagine they don't literally mean anything else, just things they consider to fit the scope of contributing to Ubuntu. So is my help here valuable in contributing? Has anyone ever obtained membership by using their askubuntu contributions as their argument toward membership?

    As I mentioned in my previous blog post, I'll be having a little fun over the next few weeks talking about all of the Social Media APIs I've been experimenting with. I thought I would start out today by talking about one of the most popular services, Twitter. Twitter is essentially a microblogging service that allows its users to post messages of up to 140 characters long known as Tweets. Users can subscribe to each other and see tweets from all of their subscriptions in their main feed listings. Due to this ease of providing and receiving updates to and from the masses, Twitter has been adopted by anything from bloggers to celebrities to large corporations. If you have a blog or just a website in general, having a Twitter account alongside it could potentially be a useful way to attract new visitors.   • Books and stories on programming culture, specifically in the 80's / early 90's

    I've enjoyed a number of (fiction/non-fiction books) about hacker culture and running a software business in the 80's, 90's. For some reason things seemed so much more exciting back then. Examples are: Microserfs (Douglas Coupland) Accidental Empires (Robert X. Cringely Almost Pefect (W.E. Peterson, online!) Coders at Work (Peter Seibel) Today I'm an entrepeneur and programmer. Back in the 80's a I was a young geek hacking DOS TSR's and coding GWBasic / QBasic. In the 90's I was a C.S. university student, experiencing the rise of the Internet world wide. When reading these books running a software business seemed so much more fun than it is nowadays. Things used to be so much simpler, opportunities seemed to be everywhere and the startups seemed to work with much more real problems (inventing spreadsheets, writing word processors in assembly on 6 different platforms) than all our current web 2.0 social networking toys. Does anyone share these feelings? Does anyone have any good (personal) stories from back then or know of other good books to read?

    I am involved on a project to talk to communities about the risks of posting online content is social networks. But this time I was really impressed how far security concerns can go. This video from CBS news talks about security risks related to corporate fax/printers and scanners. It was very clear that when they got the machines they selected the machines by previous owner and they were not random machines, but still, I will never scan from my company machine again.   • Oracle ETPM is renamed Oracle Public Sector Revenue Management (PSRM)

    We are excited to announce to that with the upcoming release of v2.4, we are renaming ETPM to Oracle Public Sector Revenue Management (Oracle PSRM).  This is a pure name change, and all terms and conditions for existing customer licensing remain unchanged.  We feel that this updated naming is a better reflection of our current customer base, which includes tax revenue for many Departments of Revenue, as well as agencies that at manage non-tax revenue, such as regulatory fees, loans, and social benefits.    Please note, as part of this name change, related products in the Oracle ETPM family, such as Oracle Tax Analytics, and Oracle ETPM Self Service, will be renamed at their next major product release to align to the Oracle PSRM theme.

And I would like to rectify that - an idea is to start an open source group by training college students (for no charge) and developing some open source application with them. Please give me some basic advice on the whole process of how to (1) plan and (2) manage projects in a team. What new skill sets would you recommend? (I have read joel on software and 37 Signals, and got many insightful tips from them. But I'd like a little more technical knowledge ...) Background (freelancer, past 4+ years) - Computer engineer graphic / web designer online marketing moved on to programming in PHP, Perl, Python did Oracle DBA OCP training to understand DB's current self-assigned title - web application developer.

  • How can we stop GitHub from emailing too many people too much? [migrated]

    I recently joined a research team that uses R and Git/GitHub. The team includes 4 full-time R programmers and 10 social scientists who only run simple analyses. I was told by one of the more experienced programmers on the project that they haven't found a way to use many of GitHub's tools for collaboration (bug reports, to-do lists, code comments, etc.) because they generate emails to everyone who is a contributor to the repo every time. This is incredibly puzzling to me, so I'd love to hear from someone that there are ways to adjust the email settings. I'd expect there would be multiple ways, so that individuals could opt-in or opt-out of certain emails, and also so contributors could explicitly choose whether certain people get certain emails or not. Is it possible to adjust these settings?

  • Nautilus is really slow

    Nautilus used to be lightning fast.Now it's dead slow. I have tried upgrading the video card but that does not seem to be the problem. Also I found that there was a problem with the Dropbox uninstall, finally I replace it with pcmanfm which appears to be much faster but the down side is that I no longer have the gwibber social client and a lot of stuff don't work like they use to. Also I completely removed nautilus and couldn't even login to ubuntu to install again nautilus.How can I remove or repair nautilus, and use pcmanfm instead? I have a dell inspiron 1440 3gb ram / disk 300gb / Additionally, why does nautilus run fast when I run it as root? There are no USB devices attached to my computer. Thanks in advance
