Trying to install Rmagick on Debian

One of things you need to do to get Rmagick installed
apt-get install libmagick9-dev
When I try that I get the following errors
Reading package lists... Done

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.

I don't know what to do to fix this?
EDIT 1: I tried
sudo apt-get install librmagick-ruby
and it worked fine but then I needed to install the fleximage gem
gem1.8 install fleximage
and I got the following error message
