  • PayPal India Problems Continues

    Reserve Bank of India has been giving hard time to PayPal and its users in India. RBI had previously blocked PayPal transactions in India a few times, and they made it difficult to withdraw payments by enforcing exports and forex related compliance. Here is yet another bad news for Indian PayPal users. With effect from March 1st, Indian users cannot receive payments of more than $500 in your PayPal account. Moreover, you cannot keep or use any funds in your PayPal account. You can use your PayPal balance to make send money for any goods or services, and must withdraw it to your bank account within 7 days of the receipt. These changes have rendered PayPal almost useless for small business, webmasters and publishers. Most webmasters and publishers rely on PayPal to receive payments from advertisers and clients. It has also made it impossible to buy anything online with PayPal. Sending payments abroad via other channels is already a pain, sending a bank wire requires too many formalities, documentation and time. Moreover, you are even required to deduct TDS on payments you make for any products or services. The restrictions will take effect on March 1st, so you have 30 days to complete any pending transactions you may have. This step by RBI is yet another gimmick by corrupt Indian Government to make life difficult of entrepreneurs, kill innovation, slap more taxes and create more channels to take bribes. Following is the notification from PayPal about this issue: As part of our commitment to provide a high level of customer service, we would like to give you a 30-day advance notice on changes to our user agreement for India. With effect from 1 March 2011, you are required to comply with the requirements set out in the notification of the Reserve Bank of India governing the processing and settlement of export-related receipts facilitated by online payment gateways (“RBI Guidelines”). In order to comply with the RBI Guidelines, our user agreement in India will be amended for the following services as follows: Any balance in and all future payments into your PayPal account may not be used to buy goods or services and must be transferred to your bank account in India within 7 days from the receipt of confirmation from the buyer in respect of the goods or services; and Export-related payments for goods and services into your PayPal account may not exceed US$500 per transaction. We seek your understanding as we continue to employ our best efforts to comply with the RBI Guidelines in a timely manner.     We were using Paypal Payment pro earlier for the same thing, but for some reason Paypal has been given some new guideline which kinda hinder with the way we need to send out payments at the moment. We receive payments from clients and then send out payments back to vendors on a weekly basis ( deducting our cut ). Can you let me know what options are available to for such transactions other than paypal ? which is the best in terms cost of setup etc. Thanks

Panagiotis Antonopoulos from Microsoft commented that actually BOL is wrong – delayed durability can be used with all sorts of transactions, not just In-Memory ones.   • Oracle at ASMC PDI 2012

    Recently, I had the pleasure of representing Oracle at the American Society of Military Comptrollers National Professional Development Institute (PDI).  The PDI is the premier training event for resource managers in the Department of Defense and US Coast Guard.  Each year they assemble top presenters and key note speakers to convey their experiences and share the upcoming goals and vision for the Defense Department's financial and resource management community.  This year, the common themes were centered around 'auditability' and 'efficiency'.   What is auditability?  There were many definitions/themes tossed around, but to summarize my notes, it boiled down to:- the proper tracking of funds- audit readiness- proper controls- proper documentation There were sessions regarding entire programs focused on the need for auditability.  For example, FIAR: Financial Improvement and Audit Readiness (http://comptroller.defense.gov/fiar/index.html)   The FIAR stresses the "...improve(ment of) the Department's financial processes, controls and information." The entire conference, one set of solutions kept popping into my head around, "how can Oracle's solutions assist the Department of Defense", or any other Federal Agency, improve their financial processes and controls?   One answer came to mind:  Oracle Governance, Risk, and Compliance Management. Commonly referred to as "GRC". Let me summarize the main components around Oracle's GRC solution: GRC Manager: This solution is the central repository for documenting business processes, policies, and established controls.  All identified risks and issues are documented within the repository as well as action plans necessary for mitigation. GRC Controls:  This solution consists of a set of tools which are embedded with your ERP (financial, human resource, supply chain, etc.) applications to detect, prevent, and/or enforce the policies and procedures established by your Agency.  Components of the solution include:- Application Access Control Governor: a robust tool for managing application roles and responsibilities; simplify segregation of duty maintenance- Configuration Controls Governor: complete audit trail for changes made to configurations- Transactions Control Governor: track violations of internal controls; alert management to suspicious activities; be warned when high dollar transactions are occurring on an irregular basis; - Preventative Controls Governor: prevent sensitive information from being viewed by unauthorized parties; enforce field, block, and form change control If you are in the financial or resource management community and are concerned about auditability within your organization I suggest you follow up this post by reading about Oracle's GRC solutions.  www.oracle.com/grc Please feel free to follow up with thought and questions in the comments section below.  Also, if you have a topic you would like addressed in this blog, just drop me a note at [email protected]  or leave the suggestion in the comment section as well.   • Cool Tools You Can Use: Validation Templates for PeopleSoft Contracts Processes

    This is the first in a series of postings we’ll be making under the heading of Cool Tools You Can Use. Our PeopleSoft product management team identified the need for this series after reflecting on the many conversations we have each year with our PeopleSoft community members. During these conversations, we were discovering that customers and implementation partners were often not aware that solutions exist to the problems they were trying to address and that the solutions were readily available at no additional charge. Thus, the Cool Tools You Can Use series will describe the business challenge we’ve heard, the PeopleSoft solution to the challenge, and how you can learn more about the solution so that everyone can be sure to make full use of what PeopleSoft applications have to offer. The first cool tool we’ll look at is the Validation Template for PeopleSoft Contracts Process Requests, which was first released in December 2013 as part of PeopleSoft Contracts 9.2 Update Image 4. The business issue our customers highlighted to us is the need to tightly control but easily configure and manage the scope of data that any user can process when initiating a process. Control of each user’s span of impact is essential to reducing billing reconciliation issues, passing span of authority audits, and reducing (or even eliminating) the frequency of unexpected process results.  Setting Up the Validation Template for a PeopleSoft Contracts Process With the validation template, organizations can easily and quickly ensure the software restricts the scope of transactions a user can affect and gives organizations the confidence to know that business processes are being governed effectively. Additionally, this control of PeopleSoft Contracts process requests can be applied and easily maintained and adjusted from a web browser thereby enabling analysts to administer the rules without having to engage software developers to customize the software. During the field validation template setup, an analyst specifies the combinations of fields that must contain values when a user tries to setup a run control and initiate a PeopleSoft Contracts process from a process request page. For example, for the Process Limits component, an organization could require that users enter a valid combination of values for the business unit, contract, and contract type fields or a value in the contract administrator field. Until the user enters a valid combination of entries on the process request page, he cannot launch the process. With the validation template activated for process request pages, organizations can be confident that PeopleSoft Contracts users will not accidentally begin generating invoices or triggering other revenue management processes for transactions beyond their scope of authority. Many Scala resources talk about using Akka and Lift. Akka solves a different domain problem than Java EE. I don't know Lift, but I assume its geared towards the web end of Java EE and doesn't replace app server containers which provide transactions, security, scalability, resource management, reliability, etc. (all those things which Java EE markets itself as being good at).

    I've created and recorded another YouTube-like presentation and "live" demos of Oracle Advanced Analytics Option, this time focusing on Fraud and Anomaly Detection using Oracle Data Mining.  [Note:  It is a large MP4 file that will open and play in place.  The sound quality is weak so you may need to turn up the volume.] Data is your most valuable asset. It represents the entire history of your organization and its interactions with your customers.  Predictive analytics leverages data to discover patterns, relationships and to help you even make informed predictions.   Oracle Data Mining (ODM) automatically discovers relationships hidden in data.  Predictive models and insights discovered with ODM address business problems such as:  predicting customer behavior, detecting fraud, analyzing market baskets, profiling and loyalty.  Oracle Data Mining, part of the Oracle Advanced Analytics (OAA) Option to the Oracle Database EE, embeds 12 high performance data mining algorithms in the SQL kernel of the Oracle Database.   • PASS: FY10 Actuals Posted

    Earlier this year we published preliminary fiscal year 2010 financials to the Governance page on the PASS web site.  Please remember that FY10 runs from July 1st, 2009 through June 30th, 2010 and includes the November 2009 Summit.  We do our fiscal year this way so that the Summit falls earlier in the fiscal year.  The financials we had posted were P&L numbers at the portfolio level.  Prior to this we had posted our detailed budget but only posted the auditors report at the end of each year.  Today we updated our published financials to include: Pre-audit actuals from FY10 at the same level as our budget.  The document has both actuals and budget for FY10 side by side.  This is over 20 pages of detailed financial information covering hundreds of line-items. A letter describing key differences between our budget and actuals.  I walked through each line item where the difference was greater than $25,000 and explained what happened and why. We updated the financial graph going back to 2003 to include FY10. This update should “close the loop” on our financials.  You can now start with the published budget and compare it to the finished financials at the same level of detail.  We also plan to publish the auditor’s report when that is completed -- as we do every year. Overall I’m very happy with how FY10 turned out.  Keep in mind that this was the November 2009 Summit so we were still facing economic challenges.  With all that we were roughly break-even showing a $15,000 profit on $3.9 million of revenue.  I didn’t find anything shocking in reviewing our actual vs. budget but there were a few things that needed explanation.  You can see those in the letter on the governance page. Please keep in mind that these are the actuals from our operating financials.  The auditor may have us make adjustments for depreciation or other financial transactions.  We may also account for certain transactions differently for tax purposes than we do for financial reporting purposes.  I feel these financial statements give you the clearest picture of how our organization spends its money. We were late publishing these this year.  We were working through some tax issues and that delayed our ability to file our final tax forms which delayed this process.  In hindsight I should have published these documents as soon as we had them and not waited for the tax issues.  We’ll do this better in the future. And on a final note, you don’t need to login to view these documents.  If you have any questions you can post them here.  If we get more than a few questions we may see about creating some forums for financial issues on the PASS web site.

First, I am expecting the 70 entrances in the funnel to equal the 131 experiment visits. Also, I expect the 23 conversions in the funnel to match the 21 transactions below. But they do not.
