If these components are not effectively shared by project leads and understood by stakeholders, project outcomes can be jeopardized and budgets may incur unnecessary risk. As reported by PMI’s 2013 Pulse of the Profession, an organization’s ability to meet project timelines, budgets and especially goals significantly impacts its ability to survive—and even thrive. The Pulse study revealed that the most crucial success factor in project management is effective communication to all stakeholders—a critical core competency for public agencies. PMI’s 2013 Pulse of the Profession report revealed that US$135 million is at risk for every US$1 billion spent on a project. Further research on the importance of effective project team communication uncovers that a startling 56 percent (US$75 million of that US$135 million) is at risk due to ineffective communication. Simply stated: public agencies cannot execute strategic initiatives unless they can effectively communicate their strategic alignment and business benefits. Executives and project managers around the world agree that poor communication between project team members contributes to project failure. A Forbes Insights 2010 Strategic Initiatives Study “Adapting Corporate Strategy to the Changing Economy,” found that nine out of ten CEOs believe that communication is critical to the success of their strategic initiatives, and nearly half of respondents cite communication as an integral and active component of their strategic planning and execution process. Project managers see it similarly from their side as well. According to PMI’s Pulse research, 55 percent of project managers agree that effective communication to all stakeholders is the most critical success factor in project management. As we all know, not all projects succeed. On average, two in five projects do not meet their original goals and business intent, and one-half of those unsuccessful projects are related to ineffective communication. Results reveal that while all aspects of project communication can be challenging to public agencies, the biggest problem areas are: A gap in understanding the business benefits. Challenges surrounding the language used to deliver project-related information, which is often unclear and peppered with project management jargon. Public agencies -- federal, state, and local -- have difficulty communicating with the appropriate levels with clarity and detail. This difficulty is likely exacerbated by the divide between each key audience and its understanding of project-specific, technical language.     I have a text file with a strange character encoding that I'd like to convert to standard UTF-8. I have managed to get part of the way: $ file myfile.txt myfile.txt: Non-ISO extended-ASCII text, with LF, NEL line endings $ iconv -f ascii -t utf-8 myfile.txt > myfile.txt.utf8 $ file myfile.txt.utf8 myfile.txt.utf8: UTF-8 Unicode text, with LF, NEL line endings ## edit myfile.txt.utf8 using nano, to fix failed character conversions (mostly åäö) $ file myfile.txt.utf8 myfile.txt.utf8: UTF-8 Unicode text, with LF, NEL line endings However, I can't figure out how to convert the line endings. How do I do to replace LF+NEL with CR+LF (or whatever is the standard)? When I'm done, I'd like to see the following: $ file myfile.txt myfile.txt: UTF-8 Unicode text

    Normal 0 false false false EN-US X-NONE X-NONE As the cloud paradigm grows in depth and breadth, more readers are approaching the topic for the first time, or from a new perspective.  This blog is a basic review of  cloud deployment models, to help orient newcomers and neophytes. Most cloud deployments today are either private or public. It is also possible to connect a private cloud and a public cloud to form a hybrid cloud. A private cloud is for the exclusive use of an organization. Enterprises, universities and government agencies throughout the world are using private clouds. Some have designed, built and now manage their private clouds. Others use a private cloud that was built by and is now managed by a provider, hosted either onsite or at the provider’s datacenter. Because private clouds are for exclusive use, they are usually the option chosen by organizations with concerns about data security and guaranteed performance. Public clouds are open to anyone with an Internet connection. Because they require no capital investment from their users, they are particularly attractive to companies with limited resources in less regulated environments and for temporary workloads such as development and test environments. Public clouds offer a range of products, from end-user software packages to more basic services such as databases or operating environments. Public clouds may also offer cloud services such as a disaster recovery for a private cloud, or the ability to “cloudburst” a temporary workload spike from a private cloud to a public cloud. These are examples of a hybrid cloud. These are most feasible when the private and public clouds are built with similar technologies. Usually people think of a public cloud in terms of a user role, e.g., “Which public cloud should I consider using?” But someone needs to own and manage that public cloud. The company who owns and operates a public cloud is known as a public cloud provider.   • Debugging HTML & JavaScript with Firebug

    I made a JSONP widget. However, when one of the partner sites put it in their page, (1) it doesn't render at all in IE and (2) in other browsers (Firefox & Google Chrome), the HTML of the widget renders incorrectly: the <aside> closes prematurely, before the Financial Aid Glossary. It's something specific to that page because it works fine on this example college resource center page. To fix these two issues, I tried saving the page source to a local file and messing around with the local file and with Firebug, deleting DOM elements and stuff. I even tried fixing the errors that The W3C Markup Validation Service found. But, I still couldn't get it to render correctly. How should I tell them to change their page so that the widget renders correctly? Or, how should I update the widget script I wrote?   • Swapping Function (Fn) and Control (Ctrl) Keys on Lenovo ThinkPad W500

    I'd like to swap the Fn and Ctrl keys on my ThinkPad W500 (like many others! See: How can I switch the function and control keys on my laptop? and Intercepting the Fn key on laptops) Numerous folks indicate that Windows doesn't register the Fn key as a keypress but using Mihov ASCII Master 2.0, that gives the ASCII value of a keypress, I see the Fn key returning FF (perhaps FF in this case means 'not registered'). I also see that keys like Ctrl register with one ASCII code when pressed alone and another when pressed in combo with another key. Fn will only register when pressed alone, so Windows definitely isn't seeing the combo. This took a solution like AutoHotKey off the table. I ran KeyTweak (which shows you the hardware scan codes of a keypress and the Fn key registerd as 57443). Using this program I remapped Fn to the Ctrl key; this worked perfectly. However, I suspect that because of the issue in #1, the combo of, for example, Fn + C did not execute a copy. Short of retraining my pinky I'm actually considering removing the keyboard and resoldering the connections to swap those keys. I'd love to get some input as to the root technical issue(s) and possible solutions here.

    I am trying to call Python's time.strftime() function using a Unicode format string: u'%d\u200f/%m\u200f/%Y %H:%M:%S' (\u200f is the "Right-To-Left Mark" (RLM).) However, I am getting an exception that the RLM character cannot be encoded into ascii: UnicodeEncodeError: 'ascii' codec can't encode character u'\u200f' in position 2: ordinal not in range(128) I have tried searching for an alternative but could not find a reasonable one. Is there an alternative to this function, or a way to make it work with Unicode characters?

    Ok, I have a hardcoded string I declare like this name = u"Par Catégorie" I have a # -- coding: utf-8 -- magic header, so I am guessing it's converted to utf-8 Down the road it's outputted to xml through xml_output.toprettyxml(indent='....', encoding='utf-8') And I get a UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 3: ordinal not in range(128) Most of my data is in French and is ouputted correctly in CDATA nodes, but that one harcoded string keep ... I don't see why an ascii codec is called. what's wrong ?

The obvious solution seems something like: load("-ascii","relative_directory/the_file.csv") or maybe renaming the file and trying: load("-ascii", "relative_directory/the_file.txt") Yet I keep getting the error: load: failed to read matrix from file "relative_directory/the_file.csv" or .txt without anymore details. Any tips are appreciated.

I know I can use HttpUtility.HtmlEncode and Decode, but this method for HI-ASCII characters goes out of the range of the field size in database and I dont want to change the size of data field column. Instead if I use HttpUtility.HtmlAttributeEncode, it works fine because it does not encode the HI-ASCII characters. Is it safe what can be the disadvantages of it.

  • Uneditable file and Unreadable(for further processing) file( WHY? ) after processing it through C++

    Hi...:) This might look to be a very long question to you I understand, but trust me on this its not long. I am not able to identify why after processing this text is not being able to be read and edited. I tried using the ord() function in python to check if the text contains any Unicode characters( non ascii characters) apart from the ascii ones.. I found quite a number of them. I have a strong feeling that this could be due to the original text itself( The INPUT ). Could you please help me on how to deal with this problem.. To tell you a bit about the statistics wrt the original input file "acle5v1.txt" file it has around 3441 lines in it and around 3 million characters in it. Keeping in mind the number of characters in the file you editor might/might not be able to manage to open the file.. I was able to open the file in gedit of Fedora 10 which I am currently using .. This is just to notify you that opening with a particular editor was not actually an issue at least in my case... Can I use scripting languages like Python and Perl to deal with this problem if Yes how? could please be specific on that regard as I am a novice to Perl and Python.
