  • Project Management Helps AmeriCares Deliver International Aid

On a mission to restore health and save lives during times of disaster, the nonprofit international relief and humanitarian aid organization delivers donated medicines, medical supplies, and humanitarian aid to people in the U.S. and around the globe. Founded in 1982 with the express mission of responding as quickly and efficiently as possible to help people in need, the Stamford, Connecticut-based AmeriCares has delivered more than US$10.5 billion in aid to 147 countries over the past three decades. Launch the Slideshow “It’s critically important to us that we steward all the donations and that the medical supplies and medicines get to people as quickly as possible with no loss,” says Kate Sears, senior vice president for finance and technology at AmeriCares. “Whether we’re shipping IV solutions to victims of cholera in Haiti or antibiotics to Somali famine victims, we need to get the medicines there sooner because it means more people will be helped and lives improved or even saved.” Ten years ago, the tracking systems used by AmeriCares associates were paper-based. In recent years, staff started using spreadsheets, but the tracking processes were not standardized between teams. “Every team was tracking completely different information,” says Megan McDermott, senior associate, Sub-Saharan Africa partnerships, at AmeriCares. “It was just a few key things. For example, we tracked the date a shipment was supposed to arrive and the date we got reports from our partner that a hospital received aid on their end.” While the data was accurate, much detail was being lost in the process. AmeriCares management knew it could do a better job of tracking this enterprise data and in 2011 took a significant step by implementing Oracle’s Primavera P6 Professional Project Management. “It’s a comprehensive solution that has helped us improve the monitoring and controlling processes. It has allowed us to do our distribution better,” says Sears. In addition, the implementation effort has been a change agent, helping AmeriCares leadership rethink project management across the entire organization. Initially, much of the focus was on standardizing processes, but staff members also learned the importance of thinking proactively to prevent possible problems and evaluating results to determine if goals and objectives are truly being met. Such data about process efficiency and overall results is critical not only to AmeriCares staff but also to the donors supporting the organization’s life-saving missions. Efficiency Saves Lives One of AmeriCares’ core operations is to gather product donations from the private sector, establish where the most-urgent needs are, and solicit monetary support to send the aid via ocean cargo or airlift to welfare- and health-oriented nongovernmental organizations, hospitals, health networks, and government ministries based in areas in need. In 2011 alone, AmeriCares sent more than 3,500 shipments to 95 countries in response to both ongoing humanitarian needs and more than two dozen emergencies, including deadly tornadoes and storms in the U.S. and the devastating tsunami in Japan. When it comes to nonprofits in general, donors want to know that the charitable organizations they support are using funds wisely. Typically, nonprofits are evaluated by donors in terms of efficiency, an area where AmeriCares has an excellent reputation: 98 percent of expenses go directly to supporting programs and less than 2 percent represent administrative and fundraising costs. Donors, however, should look at more than simple efficiency, says Peter York, senior partner and chief research and learning officer at TCC Group, a nonprofit consultancy headquartered in New York, New York. They should also look at whether organizations have the systems in place to sustain their missions and continue to thrive. An expert on nonprofit organizational management, York has spent years studying sustainable charitable organizations. He defines them as nonprofits that are able to achieve the ongoing financial support to stay relevant and continue doing core mission work. In his analysis of well over 2,500 larger nonprofits, York has found that many are not sustaining, and are actually scaling back in size. “One of the biggest challenges of nonprofit sustainability is the general public’s perception that every dollar donated has to go only to the delivery of service,” says York. “What our data shows is that there are some fundamental capacities that have to be there in order for organizations to sustain and grow.” York’s research highlights the importance of data-driven leadership at successful nonprofits. “You’ve got to have the tools, the systems, and the technologies to get objective information on what you do, the people you serve, and the results you’re achieving,” says York. “If leaders don’t have the knowledge and the data, they can’t make the strategic decisions about programs to take organizations to the next level.” Historically, AmeriCares associates have used time-tested and cost-effective strategies to ship and then track supplies from donation to delivery to their destinations in designated time frames. When disaster strikes, AmeriCares ships by air and generally pulls out all the stops to deliver the most urgently needed aid within the first few days and weeks. Then, as situations stabilize, AmeriCares turns to delivering sea containers for the postemergency and ongoing aid so often needed over the long term. According to McDermott, getting a shipment out the door is fairly complicated, requiring as many as five different AmeriCares teams collaborating together. The entire process can take months—from when products are received in the warehouse and deciding which recipients to allocate supplies to, to getting customs and governmental approvals in place, actually shipping products, and finally ensuring that the products are received in-country. Delivering that aid is no small affair. “Our volume exceeds half a billion dollars a year worth of donated medicines and medical supplies, so it’s a sizable logistical operation to bring these products in and get them out to the right place quickly to have the most impact,” says Sears. “We really pride ourselves on our controls and efficiencies.” Adding to that complexity is the fact that the longer it takes to deliver aid, the more dire the human need can be. Any time AmeriCares associates can shave off the complicated aid delivery process can translate into lives saved. “It’s really being able to track information consistently that will help us to see where are the bottlenecks and where can we work on improving our processes,” says McDermott. Setting a Standard Productivity and information management improvements were key objectives for AmeriCares when staff began the process of implementing Oracle’s Primavera solution. But before configuring the software, the staff needed to take the time to analyze the systems already in place. According to Greg Loop, manager of database systems at AmeriCares, the organization received guidance from several consultants, including Rich D’Addario, consulting project manager in the Primavera Global Business Unit at Oracle, who was instrumental in shepherding the critical requirements-gathering phase. D’Addario encouraged staff to begin documenting shipping processes by considering the order in which activities occur and which ones are dependent on others to get accomplished. This exercise helped everyone realize that to be more efficient, they needed to keep track of shipments in a more standard way. “The staff didn’t recognize formal project management methodology,” says D’Addario. “But they did understand what the most important things are and that if they go wrong, an entire project can go off course.” Before, if a boatload of supplies was being sent to Haiti and there was a problem somewhere, a lot of time was taken up finding out where the problem was—because staff was not tracking things in a standard way. As a result, even more time was needed to find possible solutions to the problem and alert recipients that the aid might be delayed. “For everyone to put on the project manager hat and standardize the way every single thing is done means that now the whole organization is on the same page as to what needs to occur from the time a hurricane hits Haiti and when a boat pulls in to unload supplies,” says D’Addario. With so much care taken to put a process foundation firmly in place, configuring the Primavera solution was actually quite simple. Specific templates were set up for different types of shipments, and dashboards were implemented to provide executives with clear overviews of every project in the system. AmeriCares’ Loop reports that system planning, refining, and testing, followed by writing up documentation and training, took approximately four months. The system went live in spring 2011 at AmeriCares’ Connecticut headquarters. While the nonprofit has an international presence, with warehouses in Europe and offices in Haiti, India, Japan, and Sri Lanka, most donated medicines come from U.S. entities and are shipped from the U.S. out to the rest of the world. In addition, all shipments are tracked from the U.S. office. AmeriCares doesn’t expect the Primavera system to take months off the shipping time, especially for sea containers. However, any time saved is still important because it will allow aid to be delivered to people more quickly at a lower overall cost. “If we can trim a day or two here or there, that can translate into lives that we’re saving, especially in emergency situations,” says Sears. A Cultural Change Beyond the measurable benefits that come with IT-driven process improvement, AmeriCares management is seeing a change in culture as a result of the Primavera project. One change has been treating every shipment of aid as a project, and everyone involved with facilitating shipments as a project manager. “This is a revolutionary concept for us,” says McDermott. “Before, we were used to thinking we were doing logistics—getting a container from point A to point B without looking at it as one project and really understanding what it meant to manage it.” AmeriCares staff is also happy to report that collaboration within the organization is much more efficient. When someone creates a shipment in the Primavera system, the same shared template is used, which means anyone can log in to the system to see the status of a shipment. Knowledgeable staff can access a shipment project to help troubleshoot a problem. Management can easily check the status of projects across the organization. “Dashboards are really useful,” says McDermott. “Instead of going into the details of each project, you can just see the high-level real-time information at a glance.” The new system is helping team members focus on proactively managing shipments rather than simply reacting when problems occur. For example, when a container is shipped, documents must be included for customs clearance. Now, the shipping template has built-in reminders to prompt team members to ask for copies of these documents from freight forwarders and to follow up with partners to discover if a shipment is on time. In the past, staff may not have worked on securing these documents until they’d been notified a shipment had arrived in-country. Another benefit of capturing and adopting best practices within the Primavera system is that staff training is easier. “Capturing the processes in documented steps and milestones allows us to teach new staff members how to do their jobs faster,” says Sears. “It provides them with the knowledge of their predecessors so they don’t have to keep reinventing the wheel.” With the Primavera system already generating positive results, management is eager to take advantage of advanced capabilities. Loop is working on integrating the company’s proprietary inventory management system with the Primavera system so that when logistics or warehousing operators input data, the information will automatically go into the Primavera system. In the past, this information had to be manually keyed into spreadsheets, often leading to errors. Mining Historical Data Another feature on the horizon for AmeriCares is utilizing Primavera P6 Professional Project Management reporting capabilities. As the system begins to include more historical data, management soon will be able to draw on this information to conduct analysis that has not been possible before and create customized reports. For example, at the beginning of the shipment process, staff will be able to use historical data to more accurately estimate how long the approval process should take for a particular country. This could help ensure that food and medicine with limited shelf lives do not get stuck in customs or used beyond their expiration dates. The historical data in the Primavera system will also help AmeriCares with better planning year to year. The nonprofit’s staff has always put together a plan at the beginning of the year, but this has been very challenging simply because it is impossible to predict disasters. Now, management will be able to look at historical data and see trends and statistics as they set current objectives and prepare for future need. In addition, this historical data will provide AmeriCares management with the ability to review year-end data and compare actual project results with goals set at the beginning of the year—to see if desired outcomes were achieved and if there are areas that need improvement. It’s this type of information that is so valuable to donors. And, according to York, project management software can play a critical role in generating the data to help nonprofits sustain and grow. “It is important to invest in systems to help replicate, expand, and deliver services,” says York. “Project management software can help because it encourages nonprofits to examine program or service changes and how to manage moving forward.” Sears believes that AmeriCares donors will support the return on investment the organization will achieve with the Primavera solution. “It won’t be financial returns, but rather how many more people we can help for a given dollar or how much more quickly we can respond to a need,” says Sears. “I think donors are receptive to such arguments.” And for AmeriCares, it is all about the future and increasing results. The project management environment currently may be quite simple, but IT staff plans to expand the complexity and functionality as the organization grows in its knowledge of project management and the goals it wants to achieve. “As we use the system over time, we’ll continue to refine our best practices and accumulate more data,” says Sears. “It will advance our ability to make better data-driven decisions.”

These are typically not described in product documentation, so you might miss references to them. The following five utilities may be run from the command line.(1) Deployment Report was introduced with EPM 11.1.2.2 (11 April 2012). It details logical web addresses, web servers, application ports, database connections, user directories, database repositories configured for the EPM system, data directories used by EPM system products, instance directories, FMW homes, deployment distory, et cetera. It also helps to keep you honest about whether you made changes to the system and at what times! Download Shared Services patch 13530721 to get the backported functionality in EPM 11.1.2.1. Run it from /Oracle/Middleware/user_projects/epmsystem1/bin/epmsys_registry.sh report deployment (on Unix/Linux)\Oracle\Middleware\user_projects\epmsystem1\bin\epmsys_registry.bat report deployment (on Microsoft Windows). The output is saved under \Oracle\Middleware\user_projects\epmsystem1\diagnostics\reports\deployment_report.html (2) Log Analysis has received more "press". It was released with EPM 11.1.2.3 and helps the user to slice and dice EPM logs. It has many parameters which are documented when run without parameters, when run with the -h parameter, or in the 'Readme' file. It has also been released as a standalone utility for EPM 11.1.2.3 and earlier versions. (Sign in to  My Oracle Support, click the 'Patches & Updates' tab, enter the patch number 17425397, and click the Search button. Download the appropriate platform-specific zip file, unzip, and read the 'Readme' file. Note that you must provide a proper value to a JAVA_HOME environment variable [pointer to the mother directory of the Java /bin subdirectory] in the loganalysis.bat | .sh file and use the -d parameter when running standalone.) Run it from /Oracle/Middleware/user_projects/epmsystem1/bin/loganalysis.sh -h (on Unix/Linux)\Oracle\Middleware\user_projects\epmsystem1\bin\loganalysis.bat -h (on Microsoft Windows). The output is saved under the \Oracle\Middleware\user_projects\epmsystem1\diagnostics\reports\ subdirectory. (3) The Registry Cleanup command may be used (without fear!) to clean up various corruptions which can  affect the Hyperion (database-based) Repository. Run it from /Oracle/Middleware/user_projects/epmsystem1/bin/registry-cleanup.sh (on Unix/Linux)\Oracle\Middleware\user_projects\epmsystem1\bin\registry-cleanup.bat (on Microsoft Windows). The actions are described on the command line. (4) The Remove Instance Command is only used if there are two or more instances configured on one computer and one of those should be deleted. Run it from /Oracle/Middleware/user_projects/epmsystem1/bin/remove-instance.sh (on Unix/Linux)\Oracle\Middleware\user_projects\epmsystem1\bin\remove-instance.bat (on Microsoft Windows). (5) The Reset Configuration Tool was introduced with EPM 11.1.2.2. It nullifies Shared Services Hyperion Registry settings so that a service may be reconfigured. You may locate the values to substitute for <product> or <task> by scanning registry.html (generated by running epmsys_registry.bat | .sh). Find productNAME in INSTANCE_TASKS_CONFIGURATION and SYSTEM_TASKS_CONFIGURATION nodes and identify tasks by property pairs that have values of 'Configurated' or 'Pending'. Run it from /Oracle/Middleware/user_projects/epmsystem1/bin/resetConfigTask.sh -product <product> -task <task> (on Unix/Linux)\Oracle\Middleware\user_projects\epmsystem1\bin\resetConfigTask.bat -product <product> -task <task> (on Microsoft Windows).   • Easy Made Easier - Networking

        In my last post, I highlighted the feature of the Appliance Manager Configurator to auto-fill some fields based on previous field values, including host names based on System Name and sequential IP addresses from the first IP address entered. This can make configuration a little faster and a little less subject to data entry errors, particularly if you are doing the configuration on the Oracle Database Appliance itself.     The Oracle Database Appliance Appliance Manager Configurator is available for download here. But why would you download it, if it comes pre-installed on the Oracle Database Appliance? A common reason for customers interested in this new Engineered System is to get a good idea of how easy it is to configure. Beyond that, you can save the resulting configuration as a file, and use it on an Oracle Database Appliance. This allows you to verify the data entered in advance, and in the comfort of your office. In addition, the topic of this post is another strong reason to download and use the Appliance Manager Configurator prior to deploying your Oracle Database Appliance.     The most common source of hiccups in deploying an Oracle Database Appliance, based on my experiences with a variety of customers, involves the network configuration. It is during Step 11, when network validation occurs, that these come to light, which is almost half way through the 24 total steps, and can be frustrating, whether it was a typo, DNS mis-configuration or IP address already in use. This is why I recommend as a best practice taking advantage of the Appliance Manager Configurator prior to deploying an Oracle Database Appliance.     Why? Not only do you get the benefit of being able to double check your entries before you even start on the Oracle Database Appliance, you can also take advantage of the Network Validation step. This is the final step before you review all the data and can save it to a text file. It can be skipped, if you aren't ready or are not connected to the network that the Oracle Database Appliance will be on. My recommendation, though, is to run the Appliance Manager Configurator on your laptop, enter the data or re-load a previously saved file of the data, and then connect to the network that the Oracle Database Appliance will be on. Now run the Network Validation. It will check to make sure that the host names you entered are in DNS and do resolve to the IP addresses you specifiied. It will also ping the IP Addresses you specified, so that you can verify that no other machine is already using them (yes, that has happened at customer sites).     After you have completed the validation, as seen in the screen shot below, you can review the results and move on to saving your settings to a file for use on your Oracle Database Appliance, or if there are errors, you can use the Back button to return to the appropriate screen and correct the data. Once you are satisfied with the Network Validation, just check the Skip/Ignore Network Validation checkbox at the top of the screen, then click Next. Is the Network Validation in the Appliance Manager Configurator required? No, but it can save you time later. I should also note that the Network Validation screen is not part of the Appliance Manager Configurator that currently ships on the Oracle Database Appliance, so this is the easiest way to verify your network configuration.     I hope you are finding this series of posts useful. My next post will cover some aspects of the windowing environment that gets run by the 'startx' command on the Oracle Database Appliance, since this is needed to run the Appliance Manager Configurator via a direct connected monitor, keyboard and mouse, or via the ILOM. These patterns are designed to work directly with Oracle’s Fusion Middleware, specifically, ADF Mobile.  The Oracle Application Development Framework for mobile users enables developers to build one application that can be deployed to multiple mobile device platforms. These same mobile design patterns provide the guidance for Oracle teams to develop Fusion Mobile expenses. Application developers can use Oracle’s mobile design patterns to design iPhone, Android, or browser-based smartphone applications. We are sharing our mobile design patterns and their baked-in, scientifically proven usability to enable Oracle customers and partners to build mobile applications quickly.A different way of thinking and designing. Lynn Rampoldi-Hnilo, Senior Manager of Mobile User Experiences for Apps UX, says mobile design has to be compelling. “It needs to be optimized for the device, and be visually rich and simple,” she said. “What is really key is that you are designing for a user’s most personal device, the device that they will have with them at all times of the day.”Katy Massucco, director of the overall design patterns site, said: “You need to start with a simplified task flow. Everything should be a natural interaction. The action should be relevant and leveraging the device.   • Finding the Right Solution to Source and Manage Your Contractors

    Many of our PeopleSoft Enterprise applications customers operate in service-based industries, and all of our customers have at least some internal service units, such as IT, marketing, and facilities. Employing the services of contractors, often referred to as "contingent labor," to deliver either or both internal and external services is common practice. As we've transitioned from an industrial age to a knowledge age, talent has become a primary competitive advantage for most organizations. Contingent labor offers talent on flexible terms; it offers the ability to scale up operations, close skill gaps, and manage risk in the process of delivering services. Talent comes from many sources and the rise in the contingent worker (contractor, consultant, temporary, part time) has increased significantly in the past decade and is expected to reach 40 percent in the next decade. Managing the total pool of talent in a seamless integrated fashion not only saves organizations money and increases efficiency, but creates a better place for workers of all kinds to work. Although the term "contingent labor" is frequently used to describe both contractors and employees who have flexible schedules and relationships with an organization, the remainder of this discussion focuses on contractors. The term "contingent labor" is used interchangeably with "contractor." Recognizing the importance of contingent labor, our PeopleSoft customers often ask our team, "What Oracle vendor management system (VMS) applications should I evaluate for managing contractors?" In response, I thought it would be useful to describe and compare the three most common Oracle-based options available to our customers. They are:   The enterprise licensed software model in which you implement and utilize the PeopleSoft Services Procurement (sPro) application and potentially other PeopleSoft applications;  The software-as-a-service model in which you gain access to a derivative of PeopleSoft sPro from an Oracle Business Process Outsourcing Partner; and  The managed service provider (MSP) model in which staffing industry professionals utilize either your enterprise licensed software or the software-as-a-service application to administer your contingent labor program. At this point, you may be asking yourself, "Why three options?" The answer is that since there is no "one size fits all" in terms of talent, there is also no "one size fits all" for effectively sourcing and managing contingent workers. Various factors influence how an organization thinks about and relates to its contractors, and each of the three Oracle-based options addresses an organization's needs and preferences differently. For the purposes of this discussion, I will describe the options with respect to (A) pricing and software provisioning models; (B) control and flexibility; (C) level of engagement with contractors; and (D) approach to sourcing, employment law, and financial settlement. Option 1:  Enterprise Licensed Software In this model, you purchase from Oracle the license and support for the applications you need. Typically, you license PeopleSoft sPro as your VMS tool for sourcing, monitoring, and paying your contract labor. In conjunction with sPro, you can also utilize PeopleSoft Human Capital Management (HCM) applications (if you do not already) to configure more advanced business processes for recruiting, training, and tracking your contractors. Many customers choose this enterprise license software model because of the functionality and natural integration of the PeopleSoft applications and because the cost for the PeopleSoft software is explicit. There is no fee per transaction to source each contractor under this model. Our customers that employ contractors to augment their permanent staff on billable client engagements often find this model appealing because there are no fees to affect their profit margins. With this model, you decide whether to have your own IT organization run the software or have the software hosted and managed by either Oracle or another application services provider. Your organization, perhaps with the assistance of consultants, configures, deploys, and operates the software for managing your contingent workforce. This model offers you the highest level of control and flexibility since your organization can configure the contractor process flow exactly to your business and security requirements and can extend the functionality with PeopleTools. This option has proven very valuable and applicable to our customers engaged in government contracting because their contingent labor management practices are subject to complex standards and regulations. Customers find a great deal of value in the application functionality and configurability the enterprise licensed software offers for managing contingent labor. Some examples of that functionality are... The ability to create a tiered network of preferred suppliers including competencies, pricing agreements, and elaborate candidate management capabilities. Configurable alerts and online collaboration for bid, resource requisition, timesheet, and deliverable entry, routing, and approval for both resource and deliverable-based services. The ability to manage contractors with the same PeopleSoft HCM and Projects applications that are used to manage the permanent workforce. Because it allows you to utilize much of the same PeopleSoft HCM and Projects application functionality for contractors that you use for permanent employees, the enterprise licensed software model supports the deepest level of engagement with the contingent workforce. For example, you can: fill job openings with contingent labor; guide contingent workers through essential safety and compliance training with PeopleSoft Enterprise Learning Management; and source contingent workers directly to project-based assignments in PeopleSoft Resource Management and PeopleSoft Program Management. This option enables contingent workers to collaborate closely with your permanent staff on complex, knowledge-based efforts - R&D projects, billable client contracts, architecture and engineering projects spanning multiple years, and so on. With the enterprise licensed software model, your organization maintains responsibility for the sourcing, onboarding (including adherence to employment laws), and financial settlement processes. This means your organization maintains on staff or hires the expertise in these domains to utilize the software and interact with suppliers and contractors. Option 2:  Software as a Service (SaaS) The effort involved in setting up and operating VMS software to handle a contingent workforce leads many organizations to seek a system that can be activated and configured within a few days and for which they can pay based on usage. Oracle's Business Process Outsourcing partner, Provade, Inc., provides exactly this option to our customers. Provade offers its vendor management software as a service over the Internet and usually charges your organization a fee that is a percentage of your total contingent labor spending processed through the Provade software. (Percentage of spend is the predominant fee model, although not the only one.) In addition to lower implementation costs, the effort of configuring and maintaining the software is largely upon Provade, not your organization. This can be very appealing to IT organizations that are thinly stretched supporting other important information technology initiatives. Built upon PeopleSoft sPro, the Provade solution is tailored for simple and quick deployment and administration. Provade has added capabilities to clone users rapidly and has simplified business documents, like work orders and change orders, to facilitate enterprise-wide, self-service adoption with little to no training. Provade also leverages Oracle Business Intelligence Enterprise Edition (OBIEE) to provide integrated spend analytics and dashboards. Although pure customization is more limited than with the enterprise licensed software model, Provade offers a very effective option for organizations that are regularly on-boarding and off-boarding high volumes of contingent staff hired to perform discrete support tasks (for example, order fulfillment during the holiday season, hourly clerical work, desktop technology repairs, and so on) or project tasks. The software is very configurable and at the same time very intuitive to even the most computer-phobic users. The level of contingent worker engagement your organization can achieve with the Provade option is generally the same as with the enterprise licensed software model since Provade can automatically establish contingent labor resources in your PeopleSoft applications. Provade has pre-built integrations to Oracle's PeopleSoft and the Oracle E-Business Suite procurement, projects, payables, and HCM applications, so that you can evaluate, train, assign, and track contingent workers like your permanent employees. Similar to the enterprise licensed software model, your organization is responsible for the contingent worker sourcing, administration, and financial settlement processes. This means your organization needs to maintain the staff expertise in these domains. Option 3:  Managed Services Provider (MSP) Whether you are using the enterprise licensed model or the SaaS model, you may want to engage the services of sourcing, employment, payroll, and financial settlement professionals to administer your contingent workforce program. Firms that offer this expertise are often referred to as "MSPs," and they are typically staffing companies that also offer permanent and temporary hiring services. (In fact, many of the major MSPs are Oracle applications customers themselves, and they utilize the PeopleSoft Solution for the Staffing Industry to run their own business operations.) Usually, MSPs place their staff on-site at your facilities, and they can utilize either your enterprise licensed PeopleSoft sPro application or the Provade VMS SaaS software to administer the network of suppliers providing contingent workers. When you utilize an MSP, there is a separate fee for the MSP's service that is typically funded by the participating suppliers of the contingent labor. Also in this model, the suppliers of the contingent labor (not the MSP) usually pay the contingent labor force. With an MSP, you are intentionally turning over business process control for the advantages associated with having someone else manage the processes. The software option you choose will to a certain extent affect your process flexibility; however, the MSPs are often able to adapt their processes to the unique demands of your business. When you engage an MSP, you will want to give some thought to the level of engagement and "partnering" you need with your contingent workforce. Because the MSP acts as an intermediary, it can be very valuable in handling high volume, routine contracting for which there is a relatively low need for "partnering" with the contingent workforce. However, if your organization (or part of your organization) engages contingent workers for high-profile client projects that require diplomacy, intensive amounts of interaction, and personal trust, introducing an MSP into the process may prove less effective than handling the process with your own staff. In fact, in many organizations, it is common to enlist an MSP to handle contractors working on internal projects and to have permanent employees handle the contractor relationships that affect the portion of the services portfolio focused on customer-facing, billable projects. One of the key advantages of enlisting an MSP is that you do not have to maintain the expertise required for orchestrating the sourcing, hiring, and paying of contingent workers.  These are the domain of the MSPs. If your own staff members are not prepared to manage the essential "overhead" processes associated with contingent labor, working with an MSP can make solid business sense. Proper administration of a contingent workforce can make the difference between project success and failure, operating profit and loss, and legal compliance and fines. Concluding Thoughts There is little doubt that thoughtfully and purposefully constructing a service delivery strategy that leverages the strengths of contingent workers can lead to better projects, deliverables, and business results. What requires a bit more thinking is determining the platform (or platforms) that will enable each part of your organization to best deliver on its mission.

    Hello, I'm struggling to find a way to connect my Asp .Net + C# application with my Oracle 10g Express Edition. Here's my scenario, I'm at Mac OS and I have 2 Virtual machines, one for Win 7 (VS 2010 app) and another with a Parallels Virtual Appliance with Oracle 10g Express Edition 1.1. Which provider (Oledb, ODP.NET, etc..) should I use? How to make the connection to the server in C#? Right now I have this: <appSettings> <add key="conn" value="Data Source=10.211.55.11;Persist Security Info=True;User ID=l3gion;Password=l3gion;" /> </appSettings> And at the .cs file: SqlCommand cmd = new SqlCommand("insert_thing", new SqlConnection(ConfigurationManager.AppSettings["conn"])); cmd.CommandType = CommandType.StoredProcedure; *insert_thing is a stored procedure Using this I got this error: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server) I've searched for some possible solutions. Tried some, including: firewall disabled, allow remote connection at oracle express edition using this cmd line ("EXEC DBMS_XDB.SETLISTENERLOCALACCESS(FALSE);").. The error persists.     I got an example how to call oracle SP in iBATIS 3 without a map file. And now I understand how to call it. But I got another problem that how to get a result from output parameter(Oracle cursor). A part of exception messages is "There is no setter for property named 'rs' in 'class java.lang.Class".     I'm running the lastest Ubuntu 12.04 AMI (ami-a29943cb) from Canonical on Amazon EC2 and quite often when I log in I get the message: *** /dev/xvda1 will be checked for errors at next reboot *** I have read a bunch of documentation on this and seem to understand that every so many reboots (around 37 see Mount count / Maximum mount count below) Ubuntu wants to check a disk for errors. I don't understand: If this is a virtual drive shouldn't it be less prone to errors? Was the image created with one of the flags set? If not what is triggering it? Why is fs_passno set to 0 on Amazon EC2 Ubuntu images? This is not the first one that is like this.

    Hello, I am upgrading a project from EntLib 4.1 to EntLib 5. I've skimmed through the Migration Guide, changed all the references and updated all the config files to point to EntLib 5. All worked fine accept Oracle database access. You must configure the container to supply this value. If I replace Oracle.DataAccess.Client with the Microsoft System.Data.Oracleclient it all works again, but is not full of ODP.net lovelyness.   • The new workflow management of Oracle´s Hyperion Planning: Define more details with Planning Unit Hierarchies and Promotional Paths

    After having been almost unchanged for several years, starting with the 11.1.2 release of Oracle´s Hyperion Planning the Process Management has not only got a new name: “Approvals” now is offering the possibility to further split Planning Units (comprised of a unique Scenario-Version-Entity combination) into more detailed combinations along additional secondary dimensions, a so called Planning Unit Hierarchy, and also to pre-define a path of planners, reviewers and approvers, called Promotional Path. I´d like to introduce you to changes and enhancements in this new process management and arouse your curiosity for checking out more details on it. One reason of using the former process management in Planning was to limit data entry rights to one person at a time based on the assignment of a planning unit. So the lowest level of granularity for this assignment was, for a given Scenario-Version combination, the individual entity. Even if in many cases one person wasn´t responsible for all data being entered into that entity, but for only part of it, it was not possible to split the ownership along another additional dimension, for example by assigning ownership to different accounts at the same time. By defining a so called Planning Unit Hierarchy (PUH) in Approvals this gap is now closed. Complementing new Shared Services roles for Planning have been created in order to manage set up and use of Approvals: The Approvals Administrator consisting of the following roles: Approvals Ownership Assigner, who assigns owners and reviewers to planning units for which Write access is assigned (including Planner responsibilities). Approvals Supervisor, who stops and starts planning units and takes any action on planning units for which Write access is assigned. Approvals Process Designer, who can modify planning unit hierarchy secondary dimensions and entity members for which Write access is assigned, can also modify scenarios and versions that are assigned to planning unit hierarchies and can edit validation rules on data forms for which access is assigned. (this includes as well Planner and Ownership Assigner responsibilities) Set up of a Planning Unit Hierarchy is done under the Administration menu, by selecting Approvals, then Planning Unit Hierarchy. Here you create new PUH´s or edit existing ones. The following window displays: After providing a name and an optional description, a pre-selection of entities can be made for which the PUH will be defined. Available options are: All, which pre-selects all entities to be included for the definitions on the subsequent tabs None, manual entity selections will be made subsequently Custom, which offers the selection for an ancestor and the relative generations, that should be included for further definitions. Finally a pattern needs to be selected, which will determine the general flow of ownership: Free-form, uses the flow/assignment of ownerships according to Planning releases prior to 11.1.2 In Bottom-up, data input is done at the leaf member level. Ownership follows the hierarchy of approval along the entity dimension, including refinements using a secondary dimension in the PUH, amended by defined additional reviewers in the promotional path. Distributed, uses data input at the leaf level, while ownership starts at the top level and then is distributed down the organizational hierarchy (entities). After ownership reaches the lower levels, budgets are submitted back to the top through the approval process. Proceeding to the next step, now a secondary dimension and the respective members from that dimension might be selected, in order to create more detailed combinations underneath each entity. After selecting the Dimension and a Parent Member, the definition of a Relative Generation below this member assists in populating the field for Selected Members, while the Count column shows the number of selected members. For refining this list, you might click on the icon right beside the selected member field and use the check-boxes in the appearing list for deselecting members. -------------------------------------------------------------------------------------------------------- TIP: In order to reduce maintenance of the PUH due to changes in the dimensions included (members added, moved or removed) you should consider to dynamically link those dimensions in the PUH with the dimension hierarchies in the planning application. For secondary dimensions this is done using the check-boxes in the Auto Include column. For the primary dimension, the respective selection criteria is applied by right-clicking the name of an entity activated as planning unit, then selecting an item of the shown list of include or exclude options (children, descendants, etc.). Anyway in order to apply dimension changes impacting the PUH a synchronization must be run. If this is really necessary or not is shown on the first screen after selecting from the menu Administration, then Approvals, then Planning Unit Hierarchy: under Synchronized you find the statuses Yes, No or Locked, where the last one indicates, that another user is just changing or synchronizing the PUH. Select one of the not synchronized PUH´s (status No) and click the Synchronize option in order to execute. -------------------------------------------------------------------------------------------------------- In the next step owners and reviewers are assigned to the PUH. Using the icons with the magnifying glass right besides the columns for Owner and Reviewer the respective assignments can be made in the ordermthat you want them to review the planning unit. While it is possible to assign only one owner per entity or combination of entity+ member of the secondary dimension, the selection for reviewers might consist of more than one person. The complete Promotional Path, including the defined owners and reviewers for the entity parents, can be shown by clicking the icon. In addition optional users might be defined for being notified about promotions for a planning unit. -------------------------------------------------------------------------------------------------------- TIP: Reviewers cannot change data, but can only review data according to their data access permissions and reject or promote planning units. -------------------------------------------------------------------------------------------------------- In order to complete your PUH definitions click Finish - this saves the PUH and closes the window. As a final step, before starting the approvals process, you need to assign the PUH to the Scenario-Version combination for which it should be used. From the Administration menu select Approvals, then Scenario and Version Assignment. Expand the PUH in order to see already existing assignments. Under Actions click the add icon and select scenarios and versions to be assigned. If needed, click the remove icon in order to delete entries. After these steps, set up is completed for starting the approvals process. Start, stop and control of the approvals process is now done under the Tools menu, and then Manage Approvals. The new PUH feature is complemented by various additional settings and features; some of them at least should be mentioned here: Export/Import of PUHs: Out of Office agent: Validation Rules changing promotional/approval path if violated (including the use of User-defined Attributes (UDAs)): And various new and helpful reviewer actions with corresponding approval states.   • Windows Azure Evolution &ndash; Welcome to VS2012

    When the Microsoft released the first preview version of Windows 8 and Visual Studio, many people in the community were asking if the windows azure tool is available to it. The answer was “NO”. Microsoft promised that the windows azure tool will only support the Visual Studio 2010 but when the 2012 was final released, windows azure tool should be work. But now alone with the new windows azure platform was published we got the latest Windows Azure SDK 1.7, which is compatible to the Visual Studio 2012 RC.   You can retrieve the latest version of the Windows Azure SDK through Web Platform Installer, which I think it’s the easiest and simplest way to download and install, since besides the SDK itself it also needs some other components. To download the latest windows azure SDK from Web Platform Installer, just go to the windows azure website and clicked the Develop, .NET and click the blue “install” button. Then you need to select which version of Visual Studio you want to use, Visual Studio 2010 or Visual Studio 2012 RC. After selected the current version you will download an EXE file. This file will lead you to install the Web Platform Installer 4.0 (if you haven’t installed) and the latest windows azure SDK. You can see the version name is June 2012, 1.7. Finally the WebPI will detect the dependent components you need to download and begin to install. But if you want to challenge yourself you can download the components and install them manually. The standalone installations are listed in this page with the instruction on how to install them with necessary pre-requirements.   Once you finished the installation you can open the Visual Studio 2012 RC and as usual, it need to be run as administrator. If you clicked the New Project link from the start page, navigated to Cloud category you will find that there no project template available. Is there anything wrong? So, if you changed the target framework from the default .NET 4.5 to .NET 4 you will see the azure project template. This is because, currently the windows azure instance does not support .NET 4.5. After clicked OK you will see the role creation window, which is similar as what you have seen before. But there are some new role templates in this SDK. Firstly you will have ASP.NET MVC 4 web role available, which means you can create ASP.NET MVC 4 applications for internet, intranet, mobile and WebAPI on the cloud. Then there are two new worker role templates, “Cache Worker Role” and “Worker Role with Service Bus Queue”. “Worker Role with Service Bus Queue” is a worker role which had added necessary references to access the Windows Azure Service Bus Queue. It also have some basic sample code in the worker role class which could read messages from the queue when started. The “Cache Worker Role” is a worker role which has the in-memory distributed cache feature enabled by default. This feature is different than the Windows Azure Caching. It allows the role instance to use its memory as a in-memory distributed cache clusters. By using this feature you can have one or more worker roles as some dedicate cache clusters. Alternatively, you can make part of your web role and worker role’s memory as the cache clusters as well. Let’s just create an ASP.NET MVC 4 Web Role, and click F5 to run it under the local emulator. If you have been working with azure for a while you should know that I need to setup the local storage emulator before running locally if it’s a fresh azure SDK installation. But in this version when we started our azure project the Visual Studio will check if the storage emulator had been initialized. If not, it will run the initializer automatically. And as you can see, in this version the storage emulator relies on the SQL Server 2012 Local DB feature. It will create the emulator database and tables in the default local database. You can set the storage emulator to use a standard SQL Server default instance by using the command “dsinit /instance:.”. The “dsinit” tool now is located at %PROGRAM FILES%\Microsoft SDKs\Windows Azure\Emulator\devstore After the Visual Studio complied and deployed the package our website should be shown in the browser. This is the MVC 4 Web Role home page on my Windows 8 machine in IE10. Another thing you might notice is that, in this version the compute emulator utilizes IIS Express to host the web roles instead of the full IIS. You can add breakpoint in the code and debug, and you can use the local storage emulator to test your code for accessing the storage service. All of them are same as what your are doing now on SDK 1.6. You can switch to use IIS to run your web role in local emulator. Just open the windows azure porject property windows, in the Web page select “Use IIS Web Server”. For more information about this please have a look on Nuno’s blog post. In the role property page in Visual Studio there’s no massive changes. You can configure your role settings such as the endpoints, certificates and local storage, etc.. One thing was added is the Caching tab. Here you can specify enable the caching feature or not, and how much memory you want to use as the cache cluster. I will introduce more details about it in the future posts. The publish and package feature are also no change. You can publish your project to azure directly through Visual Studio 2012, while you can create the package and upload manually. Below is the SDK version of my deployment which is 1.7.30602.1703 in the developer portal.   Summary In this post I introduced about the new Windows Azure SDK 1.7 especially on how it works on the latest Visual Studio 2012 RC.   • Debugging OWB generated SAP ABAP code executed through RFC

    Within OWB if you need to execute ABAP code using RFC you will have to use the SAP Function Module RFC_ABAP_INSTALL_AND_RUN. This function module is specified during the creation of the SAP source location. Usually in a Production environment a copy of this function module is used due to security restrictions. When you execute the mapping by using this Function Module you can’t see the actual ABAP code that is passed on to the SAP system. In case you want to take a look at the code that will be executed on the SAP system you need to use a custom Function Module in SAP. The easiest way to do this is to make a copy of the Function Module RFC_ABAP_INSTALL_AND_RUN and call it say Z_TEST_FM. Then edit the code of the Function Module in SAP as below FUNCTION Z_TEST_FM . DATA: BEGIN OF listobj OCCURS 20. INCLUDE STRUCTURE abaplist. DATA: END OF listobj. DATA: begin_of_line(72). DATA: line_end_char(1). DATA: line_length type I. DATA: lin(72). loop at program. append program-line to WRITES. endloop. ENDFUNCTION. Within OWB edit the SAP Location and use Z_TEST_FM as the “Execution Function Module” instead of  RFC_ABAP_INSTALL_AND_RUN. Then register this location. The Mapping you want to debug will have to be deployed. After deployment you can right click the mapping and click on “Start”.   After clicking start the “Input Parameters” screen will be displayed. You can make changes here if you need to. Check that the parameter BACKGROUND is set to “TRUE”. After Clicking “OK” the log for the execution will be displayed. The execution of Mappings will always fail when you use the above function module. Clicking on the icon “I” (information) the ABAP code will be displayed.   The ABAP code displayed is the code that is passed through the Function Module. You can also find the code by going through the log files on the server which hosts the OWB repository. The logs will be located under <OWB_HOME>/owb/log. Patch #12951045 is recommended while using the SAP Connector with OWB 11.2.0.2. For recommended patches for other releases please check with Oracle Support at http://support.oracle.com

There aren’t any reported breaking changes between VS 2012 SDK and VS 2013 SDK, the upgrade usually involves, rebuilding the extension against VS 2013 SDK and updating the vsix manifest file.              Walkthrough Download the Visual Studio 2013 SDK - You will need to download the Visual Studio 2013 SDK in order to open up the Visual Studio extension project in Visual Studio 2013. The SDK can be downloaded from here. Install the SDK before you proceed.                2. Once the VS 2013 SDK has been installed, open up your package project. For the purposes of this blog post, I’ll open up the Avanade Extension – Software Inventory in Visual Studio 2013. You will notice that Visual Studio doesn’t load the project but let’s you know that the project needs to be Migrated.                  3. Right click the project and choose the option ‘Reload Project’ from the Context Menu.                  4. Choosing the Reload Project option brings up an upgrade window, telling you that the upgrade is a one way only upgrade i.e. the project will be changed to work with Visual Studio 2013 and you will not be able to open the project up in Visual Studio 2012. My recommendation would be to create a Visual Studio 2013 branch and upgrading the project in that branch only, so if you need to go back to Visual Studio 2012 project at some point, you have a handy reference in a separate branch.             5. Upon clicking Ok, the project is updated. See below, the following changes are made at the time of upgrade,           - The runtime version is updated in the Resources.Designer.cs file                      - The Minimum version of Visual Studio in the package project file is changed from 11.0 to 12.0                    6. Reference VS 2013 dll’s rather than VS 2012 dll’s. So reference Microsoft.TeamFoundation.Client.dll and Microsoft.TeamFoundation.Controls.dll from C:\Program Files (x86)\Microsoft Visual Studio 12.0\Common7\IDE\ReferenceAssemblies\v2.0 and C:\Program Files (x86)\Microsoft Visual Studio 12.0\Common7\IDE\ReferenceAssemblies\v4.5. If you have any other API references, then change the references to point to VS 2013 instead of VS 2012.                          7. Rebuild your solution to ensure there are no breaking changes. Success!                8. Update VSIX Manifest file (the file source.extnsion.vsixmanifest contains the meta data for your VSIX).          - Update the Install Targets from 11.0 to 12.0. This basically enforces that the extension can be installed on Visual Studio 2013 version of Visual Studio.                         - Update the Dependencies from Visual Studio MPF 11.0 to Visual Studio MPF 12.0              9. Rebuild the solution and open up the bin folder for the Package project and look for the file *.vsix file [Microsoft Visual Studio Extension].         - This is basically the installer for your extension.                 - Double click the installer to launch the installer wizard. Viola! You can see the package installation wizard opens up and gives you the option to install the extension for Visual Studio 2013.                    - Click Install to Continue                    - Note – If you run into the exception “23/06/2013 10:42:18 - Install Error : Microsoft.VisualStudio.ExtensionManager.InstallByMsiException: The InstalledByMSI element in extension Avanade Extensions cannot be 'true' when installing an extension through the Extensions and Updates Installer.  The element can only be 'true' when an MSI lays down the extension manifest file.” Ensure you have the option “This VSIX is installed by Windows Installer” unchecked in the Install Targets tab.        10. Verifying that the extension has installed correctly.           - Open Extension Manager and verify that the installed extension shows up in the extension manager “list of installed VSIX”.                      11. First Look at the updated Extension                         - The links have now been moved to the context menu, so to see the navigation links, you’ll have to right click on the icon and select the option from the context menu.                                        Note – The Avanade Extension being used in the demo has been developed by Utkarsh and Tarun. The Software Inventory Extension for Visual Studio 2012…  allows you to see the list of Software installed on the hosted build server right from with in Visual Studio,  the extension also allows you to export this list to excel.   • Good Scoop: The PeopleSoft/IBM Backstory

    Sometimes you're searching for something online and you find an unrelated, bonus nugget. Last week I stumbled across an interesting blog post from Chris Heller of a PeopleSoft consulting shop in San Ramon, CA called Grey Sparling. I don't know these guys. But Chris, who apparently used to work on the PeopleTools team, wrote a great article on a pre-acquisition, would-be deal between IBM and PeopleSoft that would have standardized PeopleSoft on IBM technology. The behind-the-scenes perspective is interesting. His commentary on the challenges that the company and PeopleSoft customers would have encountered if the deal had gone through was also interesting: ·         "No common ownership. It's hard enough to get large groups of people to work together when they work for the same company, but with two separate companies it is much, much harder. Even within Oracle, progress on Fusion applications was slow until Thomas Kurian took over Fusion applications in addition to Fusion middleware." ·         "No customer buy-in. PeopleSoft customers weren't asking for a conversion to WebSphere, so the fact that doing that could have helped PeopleSoft stay independent wouldn't have meant much to them, especially since the cost of moving to whatever a "PeopleSoft built on WebSphere" would have been significant." ·         "No executive buy-in. This is related to the previous point, but it's worth calling out separately. If Oracle had walked away and the deal with IBM had gone through, and PeopleSoft customers got put through the wringer as part of WebSphere move, all of the PeopleSoft project teams would be put in the awkward position of explaining to their management why these additional costs and headaches were happening. Essentially they would need to "sell" the partnership internally to their own management team. That's not a fun conversation to have." I'm not surprised that something like this was in the works. But I did find the inside scoop and Heller's perspective on the challenges particularly interesting.   • SQL SERVER – Function: Is Function – SQL in Sixty Seconds #004 – Video

    Today is February 29th. An unique date which we only get to observe once every four year. Year 2012 is leap year and SQL Server 2012 is also releasing this year. Yesterday I wrote an article where we have seen observed how using four different function we can create another function which can accurately validate if any year is leap year or not. We will use three functions newly introduced in SQL Server 2012 and demonstrate how we can find if any year is leap year or not. This function uses three of the SQL Server 2012 functions - IIF, EOMONTH and CONCAT. When I wrote this function, this is the sortest function I ever wrote to find out leap year.
