  • Workaround for an Xcode/iOS SDK Issue...

    Hi, everyone: When you are doing ADF Mobile development, and you need to deploy the application to an iOS device, you would need to compile/deploy the app with iOS App Certificates and Provisioning Profile. This means you would need to "Deploy to Package" or "Deploy to iTunes" during deployment, and configure JDeveloper with the proper certificates/profiles. In some instances (exact combination is still not clear), deploy and signing the application to generate the ipa file may fail with similar error message at the end of the deployment log: [01:04:45 PM] Deployment failed due to one or more errors returned by '/usr/bin/xcrun'. The workaround is discussed in this article from StackOverflow. This article refers to the old location of Xcode, so you would need to adjust the paths accordingly. The path for Xcode 4.3 and above would be like: /Applications/Xcode.app/Contents//Developer/Platforms/iPhoneOS.platform/Developer/usr/bin/PackageApplication to this script file. We’ll use an inbound XML fact and a local RL fact as an example. Getting ready You’ll need access to a SOA composite containing an Oracle Business Rules component in JDeveloper to apply this recipe. We’ll assume you have an XSD schema with an input type RequestInput containing input and bonus String types, and output String value called output in a type ResponseOutput. These aren’t efficient but serve as an example. We’ll step through adding a rule to a composite and creating an RL fact. How to do it... Open a SOA composite. Right click on the Project and select Business Rules (Service Components), use the search box if it is not immediately available.   • Database Vault integration available

    One of the major features of Oracle Utilities Application Framework V4.1 is the provision of a base solution for integration to the Database Vault product. Database Vault is part of Oracle’s security portfolio of product and allows database user permissions to be locked down to only allow appropriate users appropriate access to the product data. By default, when you install the product database, administrators and SYSDBA users have full DML (SELECT, INSERT, UPDATE and DELETE access) to the schemas they own and in the case of the SYSDBA users, all schemas on the database. This can be perceived as an issue. Database Vault allows an additional layer of security to disable inappropriate access. In Oracle Utilities Application Framework, a prebuilt Database Vault solution has been provided to provide base DML access to product data for product users only. The solution is shipped with the database installation files and includes a set of SQL files to create, disable, enable and delete the Database Vault objects. The solution contains a Database Vault Realm, RuleSets, Rules and Command Rules that can be used as is or extended to meet site specific needs. The solution is consistent with other Database Vault solutions provided for other Oracle applications such as PeopleSoft, E-Business Suite, JD-Edwards and Siebel. Customers familiar with the database vault solutions for those products will recognize the similarities between the solutions.   • HTC Android device mounted as USB drive is read-only unless I'm root

    When I connect my HTC Incredible S to my Ubuntu 10.10 system as a USB drive, the device seems to mount OK, but is read-only unless I access it as root. For example, if I run nautilus, I can't drag and drop files to the SD-card in the phone, but if I run sudo nautilus I can. I have USB debug support set on the phone (Applications > Development > USB debugging) and I have added a rule for the device in /etc/udev/rules.d/51-android.rules on my Ubuntu system. Any suggestions as to how I can mount the drive so that I can copy content to the SD card without needing to sudo? Update Following advice from waltinator, I added the following line to my /etc/fstab: UUID=3537-3834 /media/usb1 vfat rw,user,noexec,nodev,nosuid,noauto However, the Android device is still being auto-mounted on /media/usb1 with uid and gid root.   • bluetooth daemon not running at startup

    I'm trying to connect a bluetooth mouse to my Xubuntu system using Blueman (v. 1.21) Problem seems to be bluetoothd not running at startup, so blueman refuses to start, only a dialog appears: "Bluez daemon is not running, blueman-manager cannot continue." On my system, bluetoothd will run only as root (sudo), so my current workaround is simply to sudo bluetoothd manually, which works fine but id like to have it run at startup so that my mouse is just working without any interaction from me, if possible. If i try to start bluetoothd as non-root it reports: Bluetooth deamon 4.91 Unable to get on D-Bus In the startup scripts i found the same bluetoothd script in all runlevels and init.d: DAEMON=/usr/sbin/bluetoothd test -f /usr/sbin/bluetoothd || exit 0 # bluetoothd normally starts up by udev rules. it needs dbus to function, log_progress_msg "bluetoothd" pkill -TERM bluetoothd || true log_progress_msg "bluetoothd" I looked in /etc/udev/rules.d/ but no reference to bluetoothd. Further i have already tried with no luck: Editing /etc/dbus-1/system.d/bluetooth.conf to include my user (essentially copying the part that was for root): I tried it while both keeping the root policy and without, still, no luck! Editing /etc/pam.d/common-session and /etc/pam.d/gdm to include the line: session optional pam_ck_connector.so In the case of common-session it was already there but with a "nox11" which i tried removing. No luck no luck. Btw, I'm confused as to which session manager I'm using, since i have both xfce4-session and gdm-session-worker running. Anyways, hope someone is savvy enough to figure it out or bring some hints, otherwise i sincerely apologize for wasting your time! All future questions pertaining to finding information that is that is covered by the question should be closed as a duplication of this question. As per this Meta question. Whats the point in this question? The idea while not perfect is catch the most commonly asked questions regarding redirects using the htaccess on the Apache platform either on some type of lamp or a live server. The type of answers should be generally those that you could imagine are used by 100,000’s of sites world-wide and are constantly asked here at Pro Webmasters repeatedly over and over in various forms. A few examples of the type of answers we are looking for: How can I redirect non-www to www? How can I redirect a sub domain to the main domain? How can I redirect a sub folder from domain to a root or a subdomain? How can I redirect an old URL to a new URL?   • mod_rewrite works within directory not on root

    I am having problem in my RewriteRule for the tags portion. What I am able to debug is that the rule is been triggered at least because the page "tags.php" is been rendered but without the URL parameters. This .htaccess file with the rules is within root for my sub-domain and has following content for tags postion. # Rewrite rule for tags RewriteRule ^tags/(\w+)/(\d+)/?$ tags.php?tag_name=$1&tag_id=$2 RewriteRule ^tags/(\w+)/?$ tags.php?tag_name=$1 RewriteRule ^tags/?$ tags.php?tag_name= Another problem that I ain't able to debug is that the similar .htaccess file exists for a directory within my sub domain and is working as expected with the necessary URL parameters also been available.   • When is the default storage rule not really the default storage rule?

    In 11g WebCenter Content (WCC) introduced dispersion rules in the vault and weblayout directory paths to better distribute content across the directories. The dispersion rule was based on dRevClassID. The only problem with this is that dRevClassID did not remain the same when you copied content from one WCC instance to another using Archiver like in a contribution-consumption scenario. This could cause problems because the web-viewable path would not be the same between the contribution and consumption instances. In the PS5 (11.1.1.6.0) release of WCC they addressed this by configuring the File Store Provider (FSP) so that all new content would use a storage rule with a dispersion rule based on dDocName, which would stay the same when content was copied to another WCC instance. To support migration from older versions of WCC they left the default storage rule unchanged and created a new storage rule called DispByContentId and made that the default storage rule for all new content. I only stumbled upon this a while back when I was trying to change the FSP configuration so that all content used a webless storage rule. I changed the default storage rule, restarted WCC, and checked in a new content item. To my surprise the new content was not created as webless. I struggled with this for a while until I noticed there were multiple storage rules defined in the FSP configuration. When I looked at the default value for the xStorageRule field in Configuration Manager, sure enough it was no longer default, but was now DispByContentId. Once I updated the DispByContentId storage rule to webless and restarted WCC all my new content was now created using the webless storage rule, just like I wanted. I noticed when I was creating this blog post that the default storage rule is also listed on the File Store Provider Information page, but I guess I didn't see that when I originally did this.

    I have a non-released game, and currently it's only possible to play with another human being. As the game rules are made up by me, I think it would be great if new players could learn basic game play by playing against an AI opponent. I mean it's not like Tennis, where the majority knows at least the fundamental rules. On the other hand, I'm a bit concerned that this AI implementation can be quite complex. I hope you can help me with an complexity estimation. I've tried to summarize the gameplay below. Is this defense AI very hard to do? Basic Defense Game Play Player Defender can move within his land, i.e. inside a random, non-convex, polygon. This land will also contain obstacles modeled as polygons, that Defender has to move around. Player Attacker has also a land, modeled as another such polygon. Assume that Defender shall defend against Attacker. Attacker will then throw a thingy towards Defender's land. To be rewarded, Attacker wants to hit Defender's land, and Defender will want to strike away the thingy from his land before it stops to prevent Attacker from scoring. To feint Defender, Attacker might run around within his land before the throw, and based on these attacker movements Defender shall then continuously move to the best defense position within his land.

  • Reusing Web Forms across BPM Roles

    Recently Varsha(another BPM Product Manager) approached me with a requirement where she wanted to reuse same Web Form for different task activity.We both knew this is easily achievable.The human task outcomes can differ to distinguish the submission based on roles.Her requirement was slightly more than this, she wanted to hide some data based on the logged in user. If you have worked on Web Form rules, dynamically showing and hiding data is common requirement and easily achievable using Form Rules. In this case the challenge was accessing BPM role inside the Web Form. Although, will be addressing this requirement in future release she wanted a immediate solution(Aha, after all customers are not the only one's who can not wait). Thankfully we managed to come-up with a solution and I hope this will be helpful to larger audience. Solution has 3 steps : Step 1: We added a hidden attribute in our form (Role). The purpose of this attribute is just to store the current logged in user's role and we pass the value during data association. Step 2 : In your data association step, pass the role value based on the Swimlane Step 3 : Now use this hidden attribute value in your Web Form rule for dynamic behavior Detailed steps and sample can be downloaded from Java.net.

  • Eclipse Java Code Formatter in NetBeans Plugin Manager

    Great news for Eclipse refugees everywhere. Benno Markiewicz forked the Eclipse formatter plugin that I blogged about sometime ago (here and here)... and he fixed many bugs, while also adding new features. It's a handy plugin when you're (a) switching from Eclipse to NetBeans and want to continue using your old formatting rules and (b) working in a polyglot IDE team, i.e., now the formatting rules defined in Eclipse can be imported into NetBeans IDE and everyone will happily be able to conform to the same set of formatting standards.   • How should I structure my database to gain maximum efficiently in this scenario?

    I'm developing a PHP script that analyzes the web traffic of my clients websites. By placing a link to a javascript on the clients website (think of Google Analyses), my script harvests information like: the visitors IP address, reference link, current page link, user agent, etc. Now my clients can view these statistics via a control panel that I have build. These clients can also adjust profile settings, set firewall rules, create support tickets and pay invoices. Currently all the the traffic is stored in one table. You can imagine that this tabel would become very large as some my clients receive thousands of pageviews per day. Furthermore, all the traffic data of each client would be stored in the same table, creating a mess. This is the same for the firewall rules currently, and the invoice and support system. I'm looking for way to structure my database in a more organized way to hold large amounts of data of multiple users. This is the first project that I'm developing that deals with so much data, and would like to hear suggestions and tips. I was thinking of using multiple databases to structure the data. The main database will store users data (email,pass,id,etc) admin/website settings. Than each client will have an unique database labeled prefix_userid, which carry tables holding their traffic, invoice, and support ticket data. Would this be a solution, and would it slow down or speed up overall performances (that is spreading the data over muliple databases). I have a solid VPS, but would like to safe and be as effient as possible.

  • Set up a GUI managed firewall for other machines?

    What ways are there of setting up a firewall for traffic routed for other machines whose rules can be managed by a GUI? Can GUFW do it? FireStarter? (or should that be avoided because it is supposedly no longer updated?) *By filtering, I'm mean the traffic I am setting rules up for is not destined for this computer. It is either from or to other computers on my LAN. Say, for (a simplified, hypothetical) example: I have an ethernet connection at my dorm that I have plugged into eth0. It gets an address of 192.168.1.185 and I also have 192.168.185.0/24 routed to me, so I don't have to do any NAT. I have a hub attached to my second ethernet port (eth1) with a few Windows computers and I give addresses out of my 192.168.185.0/24 block with DHCP. How can I use my Ubuntu box to block incoming connections from eth0 that are being routed to my Windows computers and let through just a few specific ports (so fellow students can't see what files my Windows boxes are sharing via SMB)?

    As I was walking to the elevator, I ran into Seamus Moran, our resident accounting expert. Me: “Hi Seamus, where have you been? You don’t write, you don’t call, and you don’t send me flowers. I’ve been hearing more and more about the Lease Accounting topic. It looks like Congress is weighing in on it too and putting heat on FASB. According to a recent article in Reuters  “representatives Brad Sherman, a Democrat, and Republican John Campbell, have written to the U.S. Financial Accounting Standards Board warning of dire economic fallout from a plan to have companies put leases on their balance sheets." Here’s what Seamus had to say: Yes, but there have been some recent developments. The FASB and IASB cleared a logjam, resolved a final “content of the standard” issue, and articulated a way to move forward on Leases last Wednesday.  It looks like the Lease Standard Train is back on track.   We’ve just had a briefing from PwC. The Lease timeline now looks like this: Now to June 2012: The staff will write up the decisions June 2012: Boards will meet on “logistical” issues (glossed over) Oct, Nov, most likely December 2012: A New Lease Exposure Draft will be crafted January – April 2013: Public Comment period begins April to September 2013: Everyone to digest the comments and draft the final standard End of 2013 (Probably more like Early 2014): Publish the new Lease Accounting Standards 2015: Retroactive reporting 2017: New standard is effective It seems that leases under one year will be treated as “rent expense”. If it doesn’t cross two (annual) balance sheets, it doesn’t really matter. This is good news in terms of clarity, resolution, and moving forward on one of the last remaining items to converge the IFRS and U.S. GAAP standards. There are ambiguities, issues, concerns, et cetera, of course, and there are bright lines (“rules”) that bother the “no rules, please” people and ambiguities (“judgments”) that bother the “clarity, please” people, but at least the train isn’t falling off the tracks.

  • Compiz: How can I pin osd-lyrics to the Desktop?

    Hey ya, I have certain applications pinned to my desktop. such as Rainlendar (1), which offers this option in the settings window conky (2), with "own_window_type normal" in my ~/.conkyrc Rhythmbox's Desktop Cover Art plugin (3), a python plugin sticked to the desktop. They all hide nicely below all other Windows. I set Compiz to not minimize them on "show desktop" command using "window rules". I also use [osd-lyrics][1] to display music lyrics. It's default behaviour is to stick always on top, which is irritating sometimes and, in my case, looks rather fugly. (4) See screenshot at: http://i.imgur.com/ie16K.jpg Now how can I tell Compiz to pin the osd-lyrics bar to the desktop below all other windows and not minimize it? I tried all sorts of window rules and exceptions, e.g. using "class=osd-lyrics", "title=osd-lyrics" but the OSD doesn't seem to match any of these. Any ideas?   • How to customize web-app (pages and UI) for different customers

    We have an ASP.NET web-application which has become difficult to maintain, and I'm looking for ideas on how to redesign it. It's an employee administration system which can be highly customized for each of our customers. Let me explain how it works now: On the default page we have a menu where a user can select a task, such as Create Employee or View Timesheet. I'll use Create Employee as an example. When a user selects Create Employee from the menu, an ASPX page is loaded which contains a dynamically loaded usercontrol for the selected menuitem, e.g. for Create Employee this would be AddEmployee.ascx If the user clicks Save on the control, it navigates to the default page. Some menuitems involve multiple steps, so if the user clicks Next on a multi-step flow then it will navigate to the next page in the flow, and so on until it reaches the final step, where clicking Save navigates to the default page. Some customers may require an extra step in the Create Employee flow (e.g. SecurityClearance.ascx) but others may not. Different customers may use the same ASCX usercontrol, so in the AddEmployee.OnInit we can customize the fields for that customer, i.e. making certain fields hidden or readonly or mandatory. The following things are customizable per customer: Menu items Steps in each flow (ascx control names) Hidden fields in each ascx Mandatory fields in each ascx Rules relating to each ascx, which allows certain logic to be used in the code for that customer The customizations are held in a huge XML file per customer, which could be 7500 lines long. Is there any framework or rules-engine that we could use to customize our application in this way? How do other applications manage customizations per customer?

  • WordPress mod_rewrite redirect specific folders

    As a new user, I'm not allowed to post more than two hyperlinks here. So I have added a space after every http (ignore them and read as full URLs). System: Debian Etch, Apache 2.2 I have a WordPress instance with multiple blogs. I would like to redirect some of the folders based on the year and month, while leaving other folders go to the actual locations. Example: I have archives for a few years, like 2010, 2011 and 2012: http ://mydomain.com/wordpress/myblog/2010/02 http ://mydomain.com/wordpress/myblog/2011/01 http ://mydomain.com/wordpress/myblog/2012/01 I would like to redirect all 2010 and 2011 posts to another blog with the same folder structure: http ://mydomain.com/wordpress/myotherblog/2010/02 http ://mydomain.com/wordpress/myotherblog/2011/01 and so on. I would like to have 2012 and beyond to go to the actual site (http ://mydomain.com/wordpress/myblog/2012/01). I tried mod_rewrite with the following, one rule at a time to test redirection for just one year (and to expand later for other years), and none of them worked! * RewriteEngine is already on since there are some default WordPress rewrites. * RewriteBase is set to http://mydomain.com/wordpress/ . * I put my rule before all the other default WordPress rules are processed. The rewrite log, with log level set to 9, did not provide any useful information. It shows that it looks at the pattern specified against the URL (as mentioned in the rule), but finally what happens is a passthrough to http ://mydomain.com/myblog/ for all URLs or a 500 Internal Server Error. Any ideas on where I could be going wrong or any alternative solutions?

    We have ASP.NET application that has sub-folder with .aspx pages and separate web.config file in it. The .aspx pages in that sub-folder behave as separate site.   • Guidelines for creating referentially transparent callables

    In some cases, I want to use referentially transparent callables while coding in Python. My goals are to help with handling concurrency, memoization, unit testing, and verification of code correctness. I want to write down clear rules for myself and other developers to follow that would ensure referential transparency. I don't mind that Python won't enforce any rules - we trust ourselves to follow them. Note that we never modify functions or methods in place (i.e., by hacking into the bytecode). Would the following make sense? A callable object c of class C will be referentially transparent if: Whenever the returned value of c(...) depends on any instance attributes, global variables, or disk files, such attributes, variables, and files must not change for the duration of the program execution; the only exception is that instance attributes may be changed during instance initialization. When c(...) is executed, no modifications to the program state occur that may affect the behavior of any object accessed through its "public interface" (as defined by us). If we don't put any restrictions on what "public interface" includes, then rule #2 becomes: When c(...) is executed, no objects are modified that are visible outside the scope of c.__call__. Note: I unsuccessfully tried to ask this question on SO, but I'm hoping it's more appropriate to this site.

  • Facebook contest policy no-no?

    I would like to post a link on a Facebook page where it will exit Facebook entirely and go to a client's website, where people will be on a page (client's) where they can enter their e-mail address to be entered in a temporary database file with rules and disclosures etc., for a draw once the number of entries reaches 100 for instance. Once the number of entries reaches 100, a random winner is picked and notified via E-mail. The functionality is as follows: A link is place on a Facebook page leading to an external page The page is a form to merely enter their email address for a contest The email is placed in a temporary file An automatic E-mail is sent to the address used for confirmation using SHAH-256 hash The person receives the Email saying something to the affect "Please confirm your Email address etc. - If you did not authorize this, simply ignore this message and no further action will be taken". If the person clicks on the confirmation link, the Email is then stored in the database and the person is again notified saying "Thank you for signing up etc." Once others do the same process and the database reaches a certain number, the form is no longer accessible and automatically picks a random Email. Once picked, an Email is automatically sent to the winner stating the instructions, and notifying me also. Once that person clicks yet another confirmation link, the database is then automatically deleted. I have built this myself and have no intentions of breaking any rules, nor jeopardize the work/time/energy I have put into this project. Is this allowed?

  • Allow (and correct the URL) when there is a special character such as %26 using IIS and the rewrite module

    I'm struggling with a legacy app that uses special characters like %26 in the URL. The characters don't affect the app but can't be changed, so I'm trying to get IIS to deal with them. I've tried to ignore them using multiple methods, but nothing seems to work. So now I installed the IIS rewrite module and added a rewrite rule to web.config to replace the characters %26 with _, for example: <rewrite> <rules> <rule name="ampersand" patternSyntax="Wildcard" stopProcessing="true"> <match url="*%26*" /> <action type="Redirect" url="{R:1}_{R:2}" /> </rule> </rules> </rewrite> The problem is that IIS responds with "Bad Request" before the rewrite rule ever gets called. So my question is this: how can I change the order of precedence so that the mod rewrite filter will be called before IIS puts the ban hammer down on that URL?

  • High-level description of how experimental C++ features are developed?

    Herb Sutter in a video answers a question about the concepts proposal considered for C++11 and from his remarks it sounds like multiple groups offered prototype implementations but all of them left concerns about slow compile times. The comment surprised me because it suggests that, at least in some cases, the prototypes being developed are not just proofs of concept -- they're even expected to perform. All the work that must take has me curious. For mature languages, especially C++, how are experimental language features developed? Is it much different from developing a compiler that implements a standard? Does a developer have a sense of if it will work and perform or even if it ever could? What are the most time consuming parts and are any parts surprisingly easier than one might expect? The question is not what does the C++ standards committee do, but rather the part that comes before. When an experimental implementation for a proposal is being put together and there aren't any completely solidified rules, how is the sausage made? I'm not a professional compiler developer nor do I expect answers with step by step accounts. I'd like a high-level idea of how this would be done or if there are any general patterns at all. I don't know what to expect from the answers but even if there are no rules to the process and the small number of people who do this just cowboy it and then, for stuff that worked out, write up the "official version" as a proposal, that answer would still be informative.

  • Form, function and complexity in rule processing

    Tim Bass posted on ‘Orwellian Event Processing’. I was involved in a heated exchange in the comments, and he has more recently published a post entitled ‘Disadvantages of Rule-Based Systems (Part 1)’. Whatever the rights and wrongs of our exchange, it clearly failed to generate any agreement or understanding of our different positions. I don't particularly want to promote further argument of that kind, but I do want to take the opportunity of offering a different perspective on rule-processing and an explanation of my comments. For me, the ‘red rag’ lay in Tim’s claim that “...rules alone are highly inefficient for most classes of (not simple) problems” and a later paragraph that appears to equate the simplicity of form (‘IF-THEN-ELSE’) with simplicity of function.   It is not the first time Tim has expressed these views and not the first time I have responded to his assertions.   Indeed, Tim has a long history of commenting on the subject of complex event processing (CEP) and, less often, rule processing in ‘robust’ terms, often asserting that very many other people’s opinions on this subject are mistaken.   In turn, I am of the opinion that, certainly in terms of rule processing, which is an area in which I have a specific interest and knowledge, he is often mistaken. There is no simple answer to the fundamental question ‘what is a rule?’ We use the word in a very fluid fashion in English. Likewise, the term ‘rule processing’, as used widely in IT, is equally difficult to define simplistically. The best way to envisage the term is as a ‘centre of gravity’ within a wider domain. That domain contains many other ‘centres of gravity’, including CEP, statistical analytics, neural networks, natural language processing and so much more. Whole communities tend to gravitate towards and build themselves around some of these centres. The term 'rule processing' is associated with many different technology types, various software products, different architectural patterns, the functional capability of many applications and services, etc. There is considerable variation amongst these different technologies, techniques and products. Very broadly, a common theme is their ability to manage certain types of processing and problem solving through declarative, or semi-declarative, statements of propositional logic bound to action-based consequences. It is generally important to be able to decouple these statements from other parts of an overall system or architecture so that they can be managed and deployed independently.  As a centre of gravity, ‘rule processing’ is no island. It exists in the context of a domain of discourse that is, itself, highly interconnected and continuous.   Rule processing does not, for example, exist in splendid isolation to natural language processing.   On the contrary, an on-going theme of rule processing is to find better ways to express rules in natural language and map these to executable forms.   Rule processing does not exist in splendid isolation to CEP.   On the contrary, an event processing agent can reasonably be considered as a rule engine (a theme in ‘Power of Events’ by David Luckham).   Rule processing does not live in splendid isolation to statistical approaches such as Bayesian analytics. On the contrary, rule processing and statistical analytics are highly synergistic.   Rule processing does not even live in splendid isolation to neural networks. For example, significant research has centred on finding ways to translate trained nets into explicit rule sets in order to support forms of validation and facilitate insight into the knowledge stored in those nets. What about simplicity of form?   Many rule processing technologies do indeed use a very simple form (‘If...Then’, ‘When...Do’, etc.)   However, it is a fundamental mistake to equate simplicity of form with simplicity of function.   It is absolutely mistaken to suggest that simplicity of form is a barrier to the efficient handling of complexity.   There are countless real-world examples which serve to disprove that notion.   Indeed, simplicity of form is often the key to handling complexity. Does rule processing offer a ‘one size fits all’. No, of course not.   No serious commentator suggests it does.   Does the design and management of large knowledge bases, expressed as rules, become difficult?   Yes, it can do, but that is true of any large knowledge base, regardless of the form in which knowledge is expressed.   The measure of complexity is not a function of rule set size or rule form.  It tends to be correlated more strongly with the size of the ‘problem space’ (‘search space’) which is something quite different.   Analysis of the problem space and the algorithms we use to search through that space are, of course, the very things we use to derive objective measures of the complexity of a given problem. This is basic computer science and common practice. Sailing a Dreadnaught through the sea of information technology and lobbing shells at some of the islands we encounter along the way does no one any good.   Building bridges and causeways between islands so that the inhabitants can collaborate in open discourse offers hope of real progress.

  • What’s Your Tax Strategy? Automate the Tax Transfer Pricing Process!

    Does your business operate in multiple countries? Well, whether you like it or not, many local and international tax authorities inspect your tax strategy.  Legal, effective tax planning is perceived as a “moral” issue. CEOs are being asked to testify on their process of tax transfer pricing between multinational legal entities.  Marc Seewald, Senior Director of Product Management for EPM Applications specializing in all tax subjects and Product Manager for Oracle Hyperion Tax Provisioning, and Bart Stoehr, Senior Director of Product Strategy for Oracle Hyperion Profitability and Cost Management joined me for a discussion/podcast on this interesting subject.  So what exactly is “tax transfer pricing”? Marc defined it this way. “Tax transfer pricing is a profit allocation methodology required to be used by multinational corporations. Specifically, the ultimate goal of the transfer pricing is to ensure that the global multinational pays their fair share of income tax in each of their local markets. Specifically, it prevents companies from unfairly moving profit from ‘high tax’ countries to ‘low tax’ countries.” According to Marc, in today’s global economy, profitability can be significantly impacted by goods and services exchanged between the related divisions within a single multinational company.  To ensure that these cost allocations are done fairly, there are rules that govern the process. These rules ensure that intercompany allocations fairly represent the actual nature of the businesses activity- as if two divisions were unrelated - and provide a clear audit trail of how the costs have been allocated to prove that allocations fall within reasonable ranges.  What are the repercussions of improper tax transfer pricing? How important is it? Tax transfer pricing allocations can materially impact the amount of overall corporate income taxes paid by a company worldwide, in some cases by hundreds of millions of dollars!  Since so much tax revenue is at stake, revenue agencies like the IRS, and international regulatory bodies like the Organization for Economic Cooperation and Development (OECD) are pushing to reform and clarify reporting for tax transfer pricing. Most recently the OECD announced an “Action Plan for Base Erosion and Profit Shifting”. As Marc explained, the times are changing and companies need to be responsive to this issue. “It feels like every other week there is another company being accused of avoiding taxes,” said Marc. Most recently, Caterpillar was accused of avoiding billions of dollars in taxes. In the last couple of years, Apple, GE, Ikea, and Starbucks, have all been accused of tax avoidance. It’s imperative that companies like these have a clear and auditable tax transfer process that enables them to justify tax transfer pricing allocations and avoid steep penalties and bad publicity. Transparency and efficiency are what is needed when it comes to the tax transfer pricing process. Bart explained that tax transfer pricing is driving a deeper inspection of profit recognition specifically focused on the tax element of profit.  However, allocations needed to support tax profitability are nearly identical in process to allocations taking place in other parts of the finance organization. For example, the methods and processes necessary to arrive at tax profitability by legal entity are no different than those used to arrive at fully loaded profitability for a product line. In fact, there is a great opportunity for alignment across these two different functions.So it seems that tax transfer pricing should be reflected in profitability in general. Bart agreed and told us more about some of the critical sub-processes of an overall tax transfer pricing process within the Oracle solution for tax transfer pricing.  “First, there is a ton of data preparation, enrichment and pre-allocation data analysis that is managed in the Oracle Hyperion solution. This serves as the “data staging” to the next, critical sub-processes.  From here, we leverage the Oracle EPM platform’s ability to re-use dimensions and legal entity driver data and financial data with Oracle Hyperion Profitability and Cost Management (HPCM).  Within HPCM, we manage the driver data, define the legal entity to legal entity allocation rules (like cost plus), and have the option to test out multiple, simultaneous tax transfer pricing what-if scenarios.  Once processed, a tax expert can evaluate the effectiveness of any one scenario result versus another via a variance analysis configured with HPCM’s pre-packaged reporting capability known as Oracle Hyperion SmartView for Office.”   Further, Bart explained that the ability to visibly demonstrate how a cost or revenue has been allocated is really helpful and auditable.  “HPCM’s Traceability Maps are that visual representation of all allocation flows that have been executed and is the tax transfer analyst’s best friend in maintaining clear documentation for tax transfer pricing audits. Simply click and drill as you inspect the chain of allocation definitions and results. Once final, the post-allocated tax data can be compared to the GL to create invoices and journal entries for posting to your GL system of choice.  Of course, there is a framework for overall governance of the journal entries, allocation percentages, and reporting to include necessary approvals.” Lastly, Marc explained that the key value in using the Oracle Hyperion solution for tax transfer pricing is that it keeps everything in alignment in one single place. Specifically, Oracle Hyperion effectively becomes the single book of record for the GAAP, management, and the tax set of books. There are many benefits to having one source of the truth.
