  • How do software projects go over budget and under-deliver?

    I've come across this story quite a few times here in the UK: NHS Computer System Summary: We're spunking £12 Billion on some health software with barely anything working. I was sitting the office discussing this with my colleagues, and we had a little think about. From what I can see, all the NHS needs is a database + middle tier of drugs/hospitals/patients/prescriptions objects, and various GUIs for doctors and nurses to look at. You'd also need to think about security and scalability. And you'd need to sit around a hospital/pharmacy/GPs office for a bit to figure out what they need. But, all told, I'd say I could knock together something with that kind of structure in a couple of days, and maybe throw in a month or two to make it work in scale. * If I had a few million quid, I could probably hire some really excellent designers to make a maintainable codebase, and also buy appropriate hardware to run the system on. I hate to trivialize something that seems to have caused to much trouble, but to me it looks like just a big distributed CRUD + UI system. So how on earth did this project bloat to £12B without producing much useful software? As I don't think the software sounds so complicated, I can only imagine that something about how it was organised caused this mess. Is it outsourcing that's the problem? Is it not getting the software designers to understand the medical business that caused it? What are your experiences with projects gone over budget, under delivered? What are best practices for large projects? Have you ever worked on such a project? EDIT *This bit seemed to get a lot of attention. What I mean is I could probably do this for say, 30 users, spending a few tens of thousands of pounds. I'm not including stuff I don't know about the medical industry and government, but I think most people who've been around programming are familiar with that kind of database/front end kind of design. My point is the NHS project looks like a BIG version of this, with bells and whistles, notably security. But surely a budget millions of times larger than mine could provide this?

  • The challenge of giving a positive No

    I find it ironic that the more I am involved in the software industry, the more apparent it becomes that soft skills are just as if not more important than the technical abilities of a developer. One of the biggest challenges I have faced in my career is in managing client expectations to what one can deliver and being able to work with multiple clients. If I look at where things commonly go pear shaped, one area features a lot is where I should have said "No" to a request, but because of the way the request was made I ended up saying yes. Time and time again this has caused immense pain. Thus, when I saw on Amazon that they had a book titled "The power of a positive no" by William Ury I had to buy it and read it. In William's book he explains an approach to saying No that while extremely simple does change the way a No is presented. In essence he talks of a pattern the Yes! > No > Yes? Pattern. 1. Yes! -> positively and concretely describing your core interests and values 2. No. -> explicitly link your no to this YES! 3. Yes? -> suggest another positive outcome or agreement to the other person Let me explain how I understood it. If you are working on a really important project and someone asks you to do add a quick feature to another project, your Yes! would be to the more important project, which would mean a No to the quick feature, and an option for your Yes? may be an alternative time when you can look at it.. An example of an appropriate response would be... It is really important that I keep to the commitment that I made to this customer to finish his project on time so I cannot work on your feature right now but I am available to help you in a weeks time. William then goes on to explain the type of behaviour a person may display when the no is received. He illustrates this with a diagram called the curve of acceptance. William points out that if you are aware of the type of behaviour you can expect it empowers you to stay true to your no. Personally I think reading and having an understanding of the “soft” side of things like saying no is invaluable to a developer.

At Cisco, the user profile was already available to IT before the platform consolidation started. There is a dedicated business team that manages the user profiles. Q. What is the current version of Oracle Identity Manager in the market?A. Oracle Identity Manager 11gR1 is the latest version of our industry leading user provisioning/identity administration solution. Q. Is data resource segmentation part of the overall strategy at Cisco?A. It is but it is managed by the business teams and not at the IT level. Q. Does Cisco also have an Active Directoy LDAP? Do they sync AD from OID or do the provision to AD as another resource?[A. Yes, we do. AD is provisioned using in-house tools and not via Oracle Identity Manager (OIM). Q. If we already have a point IDM solution in place (SSO), can the platform approach still work?A. Yes, the platform approach calls for a seamless, standardized framework for identity management to support the enterprise’s entire infrastructure, both on-premise or in the cloud. Oracle Identity Management solutions are standards based so they can easily integrate and interoperate with existing Oracle or non-Oracle solutions.   • Stop Saying "Multi-Channel!"

    I keep hearing the term "multi-channel" in our industry, but its time to move on. It kinda reminds me of the term "ECR" or electronic cash register. Long ago ECR was a leading-edge term, but nowadays its rarely used because its table-stakes. After all, what cash register today isn't electronic? The same logic applies to multi-channel, at least when we're talking about tier-1 and tier-2 retailers. If you're still talking about multi-channel retailing, you're in big trouble. Some have switched over to the term "cross-channel," and that's a step in the right direction but still falls short. Its kinda like saying, "I upgraded my ECR to accept debit cards!" Yawn. Who hasn't? Today's retailers need to focus on omni-channel, which I first heard from my friends over at RSR but was originally coined at IDC. First retailers added e-commerce to their store and catalog channels yielding multi-channel retailing. Consumers could use the channel that worked best for them. Then some consumers wanted to combine channels with features like buy-on-the-Web, pickup-in-the-store. Thus began the cross-channel initiatives to breakdown the silos and enable the channels to communicate with each other. But the multi-channel architecture is full of duplication that thwarts efforts of providing a consistent experience. Each has its own cart, its own pricing, and often its own CRM. This was an outcrop of trying to bring the independent channels to market quickly. Rather than reusing and rebuilding existing components to meet the new demands, silos were created that continue to exist today. Today's consumers want omni-channel retailing. They want to interact with brands in a consistent manner that is channel transparent, yet optimized for that particular interaction. The diagram below, from the soon-to-be-released NRF Mobile Blueprint v2, shows this progression. For retailers to provide an omni-channel experience, there needs to be one logical representation of products, prices, promotions, and customers across all channels. The only thing that varies is the presentation of the content based on the delivery mechanism (e.g. shelf labels, mobile phone, web site, print, etc.) and often these mechanisms can be combined in various ways. I'm looking forward to the day in which I can use my phone to scan QR-codes in a catalog to create a shopping cart of items. Then do some further research on the retailer's Web site and be told about related items that might interest me. Be able to easily solicit opinions and reviews from social sites, and finally enter the store to pickup my items, knowing that any applicable coupons have been applied. In this scenario, I the consumer are dealing with a single brand that is aware of me and my needs throughout the entire transaction. Nirvana.

  • Chargeback and showback...both a 'throw back'

    Been getting asked again by customers and partners about chargeback and showback in the cloud so thought I would blog on my response to this question. Charge Back background, information and industry analysis: Cloud computing is all about shared resources. These shared resources are computer servers (including memory and CPU), network devices, hard disk storage, database servers, application servers, cooling, floor space, electricity and more. These resources are shared by departments within a company, or by a number of companies, when resources are hosted in the public or hybrid cloud. Currently, hosting providers that run other companies on their cloud platforms do not have an accurate way to measure the shared computing resources used by a specific user let alone used by a specific customer. Additionally, companies running their own cloud data centers, for private or hybrid clouds, have no way of measure and charging back the departments in the company that are using these shared cloud resources. In both cases, the lack of determine shared resource costs and to charge them back to the company, department or user that is using this resources is limited a clear measure of business benefit and impacting company’s ability to measure the Return on Investment (ROI). An IT chargeback system is an accounting strategy that applies the costs of IT services, hardware or software to the business unit in which they are used. This system contrasts with traditional IT accounting models in which a centralized department bears all of the IT costs in an organization and those costs are treated simply as corporate overhead. Showback involves showing the IT costs to a department or customer but not actually charging them for their IT usage. Showback is a gradual method of introducing chargeback into an enterprise. Most companies implement a show back mechanism before a full chargeback system is put in place. Oracle chargeback product: Oracle Enterprise Manager provides tools for defining detailed Chargeback plans spanning different metrics collected for each type of resources as well as defining Cost Centers for grouping costs across multiple developers. Chargeback plans can use not only usage based costs, but also configuration based costs (e.g. version of the platform) or fixed costs (e.g. flat-rate management fee). Chargeback has rich out of the box reports. Trending reports show how charge and resource consumption varies over time, while Summary reports show the breakdown of charges or usage by different dimensions such as Cost Center or Target Type. These reports help consumers in understanding how their charges relate to their consumption and also assist the IT department with budgeting and planning activities. With BI Publisher, the reports can be made available in a variety of formats such as PDF, HTML, Word, Excel or PowerPoint.

  • The Case for Complimentary Software Copies

    As the Geriatric Geek you can understand that I’ve been writing and studying for over 60 years. That means that I’ve seen insane changes in the computer software industry. I’ve made the joke that I get a new college education every 6 months or so. Of course that’s an exaggeration but it doesn’t make the feeling go away. I have a long standing and strong relationship with Microsoft so I’m armed with virtually every tool they make. It also means that I have access to tons of training material. But here’s the rub… Last year I started a definitive read of Professional Visual Basic 2008. The purpose was to fill in holes in my understanding of various things. I’m currently on page 1119 of some 1400 pages. During this sojourn I’ve decided that the future is web related which is to say that the future of “thick client” applications running as Windows applications is likely to slowly disappear. To that end I’ve taken a side trip or two into the world of ASP (including XML), Silverlight and cloud development. After carefully avoiding (that’s tongue in cheek) XML for years I finally had to bite the bullet, so to speak, and start learning XML in earnest. The most recent result of that was trail downloads of Altova’s MissionKit 2010 for Software Architects and Liquid Technologies Liquid XML Studio Developer Edition. These are both beautiful products and I want to learn them and write about them. Now comes the rub… While 30 day evaluations are generous in allowing casual users to assess these technologies for purchase they are NOT long enough to allow an author to evaluate, learn and ultimately write about them. Even if I devoted the full 30 days to learning, using and writing about say Altova’s suite I wouldn’t have enough time. Liquid XML may be a little easier to learn (one product as opposed to 8).  Add to that the fact that I frequently get sidetracked to add to my kit and it really blows out. It can be extremely frustrating when I’ve devoted hours to a project and suddenly discover that to complete it I will either need to purchase a license or abandon the project. Since my life blood does not depend on the product I end up abandoning the project and moving on. So to the folks from whom I request complimentary copies… I guarantee that if I convert your product to doing paid development work I will purchase a license to do that but as long as I am using your product to study for the purpose of writing samples, teaching use or otherwise promoting your product to other paying customers I will ask that you give me a license so that I can do that without facing the dread expiration of a 30 day trial.

  • A Hot Topic - Profitability and Cost Management

    Maybe it's due to the recent recession, or current economic recovery but a hot topic and area of focus for many organizations these days is profitability and cost management.  For most organizations, aggressive cost-cutting and cost management were critical to remaining profitable while top line revenue was flat or shrinking.  However, now we are seeing many organizations taking a more "surgical" approach to profitability and cost management, by accurately allocating revenue and costs to individual product lines, services, customer segments, locations, channels and other lines of business to understand which ones are truly profitable and which ones are not.  Based on these insights, managers can make more informed decisions about which products or services to invest in or retire, how to price their products or services for different customer segments, and where to focus their marketing and customer service resources. The most common industries where this product, service and customer-focused costing and profitability analysis is being adopted include financial services, consumer packaged goods, retail and manufacturing.  However we are seeing adoption of profitability and cost management applications in other industries and use cases.  Here are a few examples: Telecommunications Industry:  Network Costing and Management to identify the most cost effective and/or profitable network areas, to optimize existing resources, infrastructure and network capacity.  Regulatory Cost Accounting to perform more accurate allocations of revenue and costs across services and customer segments, improve ability to set billing rates for future periods, for various products and customer segments and more easily develop analysis needed for rate case proposals. Healthcare Insurance:  Visually, justifiable Medical Loss Ratio results, better knowledge of the cost to service healthcare plans and members, accurate understanding of member segment and plan profitability, improved marketing programs through better member segmentation. Public Sector:  Statutory / Regulatory Compliance:  A variety of statutory and regulatory documents state explicitly or implicitly that the use of government resources must be properly tracked and tied to performance goals.  Managerial costing methods implemented through Cost Management applications provide unparalleled visibility into costs and shared services usage throughout a Public Sector agency. Funding Support:  Regulations require public sector funding requests to be evaluated based upon the ability to achieve performance goals against the associated cost.   Improved visibility and understanding of costs of different programs/services means that organizations can demonstrably monitor performance and the associated resource costs improve the chances of having their funding requests granted.     My name is Mohammad Raad and I started in the One Year Training program with Oracle on March 1, 2012. I graduated on September 2011 and started searching for a job. Starting your career, as you all know, is hard because some companies see you as a fresh graduate lacking experience and no one is willing to invest in you. I used to check the recruitment websites daily to see if there were openings to apply to, but unfortunately no one wanted to hire a zero year experience fresh graduate. One day I saw Oracle’s 1 year internship program advertised and that was what I needed. I applied but expected nothing to happen because I was used to applying and getting no replies, but they called and that was the start! I had my first interview over the phone and decided to go to Qatar and to continue to search for a job. Two weeks after arriving at Qatar, Oracle called me for a second interview in Lebanon so I booked a ticket on the same day because my interview was the next day I had my interview and went back to Qatar. On January 2012, I heard from Oracle that I was accepted and they choose me for this program, it was a day I will not forget! Starting on 1st March 2012, I was full of energy, willing to do anything to gain experience and prove that I can do it. What really give me a big push is my colleagues’ motivation and support especially from Youssef Halawi, my mentor and Rami Mattar because they believe in me and track my progress day-by-day. At Oracle, I meet customers, attend meetings, demos and presentations, partners’ events and online trainings. Now I’m focusing on a specific product that I really liked and aim to master by the end of my internship. So dear readers wish me good luck!   • Principles of an extensible data proxy

    There is a growing industry now with more than 30 companies playing in the Backend-As-A-Service (BaaS) market. The principle is simple: give companies a secure way of exposing data housed on premises and behind the firewall publicly. This can include database data, as well as Legacy PC data through established connectors; SAP for example provides a connector for transacting with their legacy systems. Early attempts were fixed providers for specific systems like SAP, IBM or Oracle, but the new breed is extensible, allowing Channel Partners and Consultants to build robust integration applications that can consume whatever data sources the client wants to expose. I just happen to be close to finishing a Cloud Based HTML5 application platform that provides robust integration services, and I would like to break ground on an extensible data proxy to complete the system. From what I can gather, I need to provide either an installable web service of some kind, or a Cloud service which the client can configure with VPN for interactions. Then I can build in connectors, which can be activated with a service account, and expose those transactions via web services of some kind (JSON, SOAP, etc). I can also provide a framework that allows people to build in their own connectors, and use some kind of schema to hook those connectors into the proxy. The end result is some kind of public facing web service that could securely be consumed by applications to show data through HTML5 on any device. My gut is, this isn't as hard as it sounds. Almost all of the 30+ companies (With more popping up almost weekly) have all come into existence in the last 18 months or so, which tells me either the root technology, or the skillset to create the technology is in abundance right now. Where should I start on this? Are there some open source projects I can leverage? A specific group of developers I can hire? I'm confident someone here can set me on the right path and save me some time. It is important to note that Integrated Capture does not replace our classic Capture process. Both are available on the Oracle Database platform. The Integrated Capture mechanism relies on Oracle’s internal log parsing and processing to capture DML transactions. By moving closer to the Oracle Database engine, Oracle GoldenGate can take advantage of new Oracle Database features and functionality more quickly. For example, this new mechanism allows GoldenGate to support advanced features such as compression. Integrated Capture provides support for all flavors of Oracle compression, including hybrid columnar compression (EHCC) on Exadata, where as our “Classic” capture would not. Integrated Capture supports two different deployment configurations; On-Source and Downstream. The on-source deployment model is what most customers are familiar with. Oracle GoldenGate is executing on the database server capturing changes in real time. This is the default deployment method. The other option is downstream, where the source database and the Oracle GoldenGate Capture process are on different machines. This method effectively off-loads the processing requirements to a second machine.   • Commerce, Anyway You Want It

    I believe our industry is finally starting to realize the importance of letting consumers determine how, when, and where to interact with retailers.  Over the last few months I've seen several articles discussing the importance of removing the barriers between existing channels. Paula Rosenblum of RSR first brought the term omni-channel to my attention back in September. She stated, "omni-channel retail isn’t the merging of channels – rather, it’s the use of all possible channels (present and future) to enhance the customer experience in a profitable way." I added to her thoughts in this blog posting in which I said, "For retailers to provide an omni-channel experience, there needs to be one logical representation of products, prices, promotions, and customers across all channels. The only thing that varies is the presentation of the content based on the delivery mechanism (e.g. shelf labels, mobile phone, web site, print, etc.) and often these mechanisms can be combined in various ways." More recently Brian Walker of Gartner suggested we stop using the term multi-channel and begin thinking more about consumer touch-points. "It is time for organizations to leave their channel-oriented ways behind, and enter the era of agile commerce--optimizing their people, processes and technology to serve today's empowered, ever-connected customers across this rapidly evolving set of customer touch points." Now Jason Goldberg, better known as RetailGeek, says we should start breaking down the channel silos by re-casting the VP of E-Commerce as the VP of Digital Marketing, and change his/her focus to driving sales across all channels using digital media. This logic is based on the fact that consumers switch between channels, or touch-points as Brian prefers, as part of their larger buying process. Today's smart consumer leverages the Web, mobile, and stores to provide the best shopping experience, so retailers need to make this easier. Regardless of what we call it, the key take-away is that "multi-channel" is not only an antiquated term but also an idea who's time has passed.  Today, retailers must look at e-commerce, m-commerce, f-commerce, catalogs, and traditional store sales collectively and through the consumers' eyes.  The goal is not to drive sales through each channel but rather to just drive sales -- using whatever method the customer prefers.  There really should be just one cart.

Basically the new drag and drop designer tool allows you to tailor your own dictionary collection of components and then simply select and position those into your resulting exchange structure. This is true global reuse enabled from a canonical domain dictionary collection. So instead of grappling with XSD Schema syntax, or UML model nuances – this is straightforward direct WYSIWYG visual engineering – using familiar sets of business components. Then the toolkit writes the complex XSD Schema for you, along with test samples, documentation, XMI/UML models, Mindmaps and more. So how do you get a set of business components? The toolkit allows you to harvest these from existing schema collections or enterprise data models, or as in the case of NIEM, existing domain dictionary collections. I’ve been using this for the latest IEEE/OASIS/NIST initiative on a Common Data Format (CDF) for elections management systems. We still have a raft of work to do to integrate this into SOA best practices and extend the dictionary capabilities to assist true community development. Answering questions such as: - How good is my canonical component collection? - How much reuse is really occurring? - What inconsistencies and extensions are there in the dictionary components? Expect us to begin tackling these areas now that the foundation is in place.     Hi all I'm currently learning Python. I want to know what should I learn next out of these programming langauages: PHP Actionscript 3 Objective-C (iPhone applications) I work in the Multimedia industry and have decided to learn Python as a first programming language seriously because I would like to learn the basics of programming, to mainly write scripts at work that Automate task (eg. Edit multiple XML files quickly) At work we have a senior developer who knows Actionscript and PHP very well (although knows PHP better). We also have been developing iPhone applications for 2 weeks, Our senior developer could learn it although we have lots of work currently with PHP and Actionscript 3 type work and haven't had time or reason to pick up iOS development. Here are the reasons I want to learn each language, But I cannot decide what I'll learn next: PHP: I want to learn PHP because it will help with Web Development. PHP is very wanted by employers. Senior developer at work writes everything in it web sites, CMS etc. (including XML checks and scripts), I will learn a lot from him (once I learn the basics). However, I don't want to learn Web because you have to deal with lots of cross-browser problems. Actionscript 3: At work we are looking to put on another developer to help with online activities and very small games (using Actionscript 3.0 and Flash CS5) for (eg. First Aid Activities etc) I would like to do things that have a element of design as I'm better at Photoshop then developing. I want to be creative, I like to interact with users in a fun way. Objective-C (iPhone applications): We are a all mac office, we may get more iPhone, iPad application work(jobs) that need to be created. Work has found it nearly impossible to find good iPhone developers. I like apple products (Macs and iPhones), I would like to make my own games, applications in my spare time(if I knew how). Should I learn Actionscript first because it would be easier to learn then Objective-C? Should I learn PHP because it is very widely used? Should I learn Objective-C because it is really wanted by employers now?
