  • Windows Azure Root CAs and SSL Client Certificates

    I ran into some problems while trying to make SSL client certificates work for StarterSTS 1.5. In theory you have to do two things (via startup tasks): Unlock the SSL section in IIS Install all the root certificates for the client certs you want to accept I did that. But it still does not work. While inspecting the event log, I stumbled over an schannel error message that I’ve never seen before: “When asking for client authentication, this server sends a list of trusted certificate authorities to the client. The client uses this list to choose a client certificate that is trusted by the server. Currently, this server trusts so many certificate authorities that the list has grown too long. This list has thus been truncated. The administrator of this machine should review the certificate authorities trusted for client authentication and remove those that do not really need to be trusted.” WTF? And indeed standard Azure (web role) VMs trust 275 root CAs (see attached list). Including kinda obscure ones. I don’t really know why MS made this design decision. It seems just wrong (including breaking the SSL client cert functionality). Deleting like 60% of them made SSL client certs from my CA work.   • What Gets Measured Gets Managed

    OK, so if I were to claim credit for inventing that expression, I guess I could share the mantle with Al Gore, creator of the Internet. But here's the point: How many of us acquire CRM systems without specifically benchmarking several key performance indicators across sales, marketing and service BEFORE and AFTER deployment of said system? Yes, this may sound obvious and it might provoke the, "Well of course, Diamond!" response, but is YOUR company doing this? Can you define in quantitative terms the delta across multiple parameters? I just trolled the Web site of one of my favorite sales consultancy firms, The Alexander Group. Right on their home page is a brief appeal citing the importance of benchmarking. The corresponding landing page states, "The fact that hundreds of sales executives now track how their sales forces spend time means they attach great value to understanding how much time sellers actually devote to selling." The opportunity is to extend this conversation to benchmarking the success that companies derive from the investment they make in CRM systems, i.e., to the automation side of the equation. To a certain extent, the 'game' is analogous to achieving optimal physical fitness. One may never quite get there, but beyond the 95% threshold of "excellence," she/he may be entering the realm of splitting infinitives. But at the very start, and to quote verbiage from the aforementioned Alexander Group Web page, what gets measured gets managed. And getting to that 95% level along several key indicators would be a high quality problem indeed, don't you think? Yes, this could be a "That's so 90's" conversation, but is it really?

    This How-To Geek School class is intended for people who want to learn more about security when using Windows operating systems. You will learn many principles that will help you have a more secure computing experience and will get the chance to use all the important security tools and features that are bundled with Windows. Obviously, we will share everything you need to know about using them effectively. In this first lesson, we will talk about password security; the different ways of logging into Windows and how secure they are. In the proceeding lesson, we will explain where Windows stores all the user names and passwords you enter while working in this operating systems, how safe they are, and how to manage this data. Moving on in the series, we will talk about User Account Control, its role in improving the security of your system, and how to use Windows Defender in order to protect your system from malware. Then, we will talk about the Windows Firewall, how to use it in order to manage the apps that get access to the network and the Internet, and how to create your own filtering rules. After that, we will discuss the SmartScreen Filter – a security feature that gets more and more attention from Microsoft and is now widely used in its Windows 8.x operating systems. Moving on, we will discuss ways to keep your software and apps up-to-date, why this is important and which tools you can use to automate this process as much as possible. Last but not least, we will discuss the Action Center and its role in keeping you informed about what’s going on with your system and share several tips and tricks about how to stay safe when using your computer and the Internet. Let’s get started by discussing everyone’s favorite subject: passwords. The Types of Passwords Found in Windows In Windows 7, you have only local user accounts, which may or may not have a password. For example, you can easily set a blank password for any user account, even if that one is an administrator. The only exception to this rule are business networks where domain policies force all user accounts to use a non-blank password. In Windows 8.x, you have both local accounts and Microsoft accounts. If you would like to learn more about them, don’t hesitate to read the lesson on User Accounts, Groups, Permissions & Their Role in Sharing, in our Windows Networking series. Microsoft accounts are obliged to use a non-blank password due to the fact that a Microsoft account gives you access to Microsoft services. Using a blank password would mean exposing yourself to lots of problems. Local accounts in Windows 8.1 however, can use a blank password. On top of traditional passwords, any user account can create and use a 4-digit PIN or a picture password. These concepts were introduced by Microsoft to speed up the sign in process for the Windows 8.x operating system. However, they do not replace the use of a traditional password and can be used only in conjunction with a traditional user account password. Another type of password that you encounter in Windows operating systems is the Homegroup password. In a typical home network, users can use the Homegroup to easily share resources. A Homegroup can be joined by a Windows device only by using the Homegroup password. If you would like to learn more about the Homegroup and how to use it for network sharing, don’t hesitate to read our Windows Networking series. What to Keep in Mind When Creating Passwords, PINs and Picture Passwords When creating passwords, a PIN, or a picture password for your user account, we would like you keep in mind the following recommendations: Do not use blank passwords, even on the desktop computers in your home. You never know who may gain unwanted access to them. Also, malware can run more easily as administrator because you do not have a password. Trading your security for convenience when logging in is never a good idea. When creating a password, make it at least eight characters long. Make sure that it includes a random mix of upper and lowercase letters, numbers, and symbols. Ideally, it should not be related in any way to your name, username, or company name. Make sure that your passwords do not include complete words from any dictionary. Dictionaries are the first thing crackers use to hack passwords. Do not use the same password for more than one account. All of your passwords should be unique and you should use a system like LastPass, KeePass, Roboform or something similar to keep track of them. When creating a PIN use four different digits to make things slightly harder to crack. When creating a picture password, pick a photo that has at least 10 “points of interests”. Points of interests are areas that serve as a landmark for your gestures. Use a random mixture of gesture types and sequence and make sure that you do not repeat the same gesture twice. Be aware that smudges on the screen could potentially reveal your gestures to others. The Security of Your Password vs. the PIN and the Picture Password Any kind of password can be cracked with enough effort and the appropriate tools. There is no such thing as a completely secure password. However, passwords created using only a few security principles are much harder to crack than others. If you respect the recommendations shared in the previous section of this lesson, you will end up having reasonably secure passwords. Out of all the log in methods in Windows 8.x, the PIN is the easiest to brute force because PINs are restricted to four digits and there are only 10,000 possible unique combinations available. The picture password is more secure than the PIN because it provides many more opportunities for creating unique combinations of gestures. Microsoft have compared the two login options from a security perspective in this post: Signing in with a picture password. In order to discourage brute force attacks against picture passwords and PINs, Windows defaults to your traditional text password after five failed attempts. The PIN and the picture password function only as alternative login methods to Windows 8.x. Therefore, if someone cracks them, he or she doesn’t have access to your user account password. However, that person can use all the apps installed on your Windows 8.x device, access your files, data, and so on. How to Create a PIN in Windows 8.x If you log in to a Windows 8.x device with a user account that has a non-blank password, then you can create a 4-digit PIN for it, to use it as a complementary login method. In order to create one, you need to go to “PC Settings”. If you don’t know how, then press Windows + C on your keyboard or flick from the right edge of the screen, on a touch-enabled device, then press “Settings”. The Settings charm is now open. Click or tap the link that says “Change PC settings”, on the bottom of the charm. In PC settings, go to Accounts and then to “Sign-in options”. Here you will find all the necessary options for changing your existing password, creating a PIN, or a picture password. To create a PIN, press the “Add” button in the PIN section. The “Create a PIN” wizard is started and you are asked to enter the password of your user account. Type it and press “OK”. Now you are asked to enter a 4-digit pin in the “Enter PIN” and “Confirm PIN” fields. The PIN has been created and you can now use it to log in to Windows. How to Create a Picture Password in Windows 8.x If you log in to a Windows 8.x device with a user account that has a non-blank password, then you can also create a picture password and use it as a complementary login method. In order to create one, you need to go to “PC settings”. In PC Settings, go to Accounts and then to “Sign-in options”. Here you will find all the necessary options for changing your existing password, creating a PIN, or a picture password. To create a picture password, press the “Add” button in the “Picture password” section. The “Create a picture password” wizard is started and you are asked to enter the password of your user account. You are shown a guide on how the picture password works. Take a few seconds to watch it and learn the gestures that can be used for your picture password. You will learn that you can create a combination of circles, straight lines, and taps. When ready, press “Choose picture”. Browse your Windows 8.x device and select the picture you want to use for your password and press “Open”. Now you can drag the picture to position it the way you want. When you like how the picture is positioned, press “Use this picture” on the left. If you are not happy with the picture, press “Choose new picture” and select a new one, as shown during the previous step. After you have confirmed that you want to use this picture, you are asked to set up your gestures for the picture password. Draw three gestures on the picture, any combination you wish. Please remember that you can use only three gestures: circles, straight lines, and taps. Once you have drawn those three gestures, you are asked to confirm. Draw the same gestures one more time. If everything goes well, you are informed that you have created your picture password and that you can use it the next time you sign in to Windows. If you don’t confirm the gestures correctly, you will be asked to try again, until you draw the same gestures twice. To close the picture password wizard, press “Finish”. Where Does Windows Store Your Passwords? Are They Safe? All the passwords that you enter in Windows and save for future use are stored in the Credential Manager. This tool is a vault with the usernames and passwords that you use to log on to your computer, to other computers on the network, to apps from the Windows Store, or to websites using Internet Explorer. By storing these credentials, Windows can automatically log you the next time you access the same app, network share, or website. Everything that is stored in the Credential Manager is encrypted for your protection.

    Oracle recently provided Five Point Partners, Research and Analysis Division's Warren B. Causey and Bart Thielbar a one-hour briefing of Oracle Utilities Mobile Workforce Management 2.0. Based on that briefing, Warren and Bart provided an evaluation of the new software. The review notes that this is the first major rewrite of a mobile system. Oracle Utilities has made numerous updates in structure, architecture and functionality to the software that should well-position Oracle Utilities Mobile Workforce Management 2.0 for the current utility market. Additionally, the reviewers noted that one of the most significant improvements in the new version of Oracle Utilities Mobile Workforce Management is that it has moved to the same Java technical stack of other Oracle Utilities products. Utilities can deploy the software in multiple environments including Linux, Unix and Windows. This will simplify integration with existing Oracle products, as well as with other systems, thus potentially lowering cost of installation and ownership for utilities. Overall, Warren and Bart note that Oracle Utilities now has an impressive, state-of-the-art mobile workforce management system that utilities can readily deploy in a bundle with other Oracle solutions, or use as a stand-alone system with relatively easy integration to other utility systems. They state that Oracle Utilities Mobile Workforce Management 2.0 should significantly strengthen Oracle's competitive position in the mobile workforce management solution space.   • The Other "C" in CRM

    Folks who know me know that I rarely, if ever, talk politics. And I never talk politicians. Having grown up in a household with one parent leaning left and the other leaning to the right it was the best way to keep the peace. This isn't about politics. It's about "constituents" and the need to improve the services and service levels for people--at the city, county, state/province, etc. level all the way up to national governments. As a citizen and tax payer it's also important to me that these services be provided at a reasonable cost. If there's a better and more efficient way to do something then it's my hope that a public sector organization takes advantage of technology the same way private sector companies do. Social services organizations have a complex job. They provide the services that people need, from healthcare and children's assistance to helping people find jobs. But many of these organizations are still managing these processes manually or outdated, home-grown applications that could have been written up to 30 years ago. A lot has changed in technology. On the (this is as political as I'm going to get) political front, stakeholders like you and me are expecting greater transparency on where and how funds are spent. I'll admit that most of the time, when I think about CRM systems, I think about my experience as a customer of my bank, utilities company or cable operator. But now that I'm older, have children and a house--I find myself interacting more and more with agencies and services organizations. My experiences are sometimes good and sometimes not so good. Along those lines, last week's announcement of Siebel CRM 8.2 for Public Sector caught my eye. You may not work in the public sector, but you are a constituent of some--actually a lot--of public sector organizations. I don't know which CRM systems city and county utilize but I'm going to start paying closer attention.

Martin spoke about Policy-Based Management and the Enterprise Policy Management Framework – something which is remarkably under-used, and yet which can really impact your ability to look after environments. If you have policies set up, then you can easily test each of your SQL instances to see if they are still satisfying a set of policies as defined. Automation (the topic of this month’s T-SQL Tuesday) should mean that your life is made easier, thereby enabling to you to do more. It shouldn’t remove the human element, but should remove (most of) the human errors. People still need to manage the situation, and work out what needs to be done, etc. We haven’t reached a point where computers can replace people, but they are very good at replace the mundaneness and monotony of our jobs. They’ve made our lives more interesting (although many would rightly argue that they have also made our lives more complex) by letting us focus on the stuff that changes. Martin named his talk Put Your Feet Up, which nicely expresses the fact that managing systems shouldn’t be about running around checking things all the time. It must be about having systems in place which tell you when things aren’t going well. It’s never quite as simple as being able to actually put your feet up, but certainly no system should require constant attention. It’s definitely a policy we at LobsterPot adhere to, whether it’s an alert to let us know that an ETL package has run successfully, or a script that generates some code for a report. If things can be automated, it reduces the chance of error, reduces the repetitive nature of work, and in general, keeps both consultants and clients much happier.

  • A BYOD World in Mobile Enterprise Brings the Need to Adapt

    Yesterday brought a lot of news coverage that Cisco has stopped funding and planning its Cius enterprise-grade tablet.  Citing “market transitions” in which an increasing number of people b ring their own smartphones and tablets to work, Cisco General Manager OJ Winge said in a post on the company's official blog that “Cisco will no longer invest in the Cisco Cius tablet form factor, and no further enhancements will be made to the current Cius endpoint beyond what’s available today.”  Employees are “bringing their preferences to work” and collaboration “has to happen beyond a walled garden,” he said.The blog post also cited a recently released Cisco study which found that 95% of organizations surveyed allow employee-owned devices in some way, shape or form in the office, and, 36% of surveyed enterprises provide full support for employee-owned devices.   How is Cisco planning to move forward to adapt to this changing business environment?  Instead of focusing on tablets for enterprise customers, Cisco will instead "double down" on software that works across a variety of operating systems and smart phones and tablets, Winge said.See the post from the Cisco blog here - http://blogs.cisco.com/collaboration/empowering-choice-in-collaboration/ We at Gizmox recognize this need to adapt to the changing environment.  Our Enterprise Mobile solution is designed and built for that post-PC, BYOD business world.  We recognized the importance of providing a cross-platform solution that can easily target different devices and operating systems.   • Ameristar Wins with Oracle GoldenGate’s Heterogeneous Real-Time Data Integration

    Today we announced a press release about another successful project with Oracle GoldenGate. This time at Ameristar. Ameristar is a casino gaming company and needed a single data integration solution to connect multiple heterogeneous systems to its Teradata data warehouse. The project involves integration of Ameristar’s promotional and gaming data from 14 data sources across its 7 casino hotel properties in real time into a central Teradata data warehouse. The source systems include the Aristocrat gaming and MGT promotional management platforms running on Microsoft SQL Server 2000 databases. As you can notice, there was no Oracle Database involved in this project, but Ameristar’s IT leadership knew that  GoldenGate’s strong heterogeneous and real-time data integration capabilities is the right technology for their data warehousing project. With GoldenGate Ameristar was able to reduce data latency to the enterprise data warehouse, and use this real-time customer information for marketing teams in improving overall customer experience. Ameristar customers receive more targeted and timely campaign offers, and the company has more up-to-date visibility into financial metrics of the company. One other key benefit the company experienced with GoldenGate is in operational costs. The previous data capture solution Ameristar used was trigger based and required a lot of effort to manage.   • Optimizing Solaris 11 SHA-1 on Intel Processors

    SHA-1 is a "hash" or "digest" operation that produces a 160 bit (20 byte) checksum value on arbitrary data, such as a file. It is intended to uniquely identify text and to verify it hasn't been modified. Max Locktyukhin and others at Intel have improved the performance of the SHA-1 digest algorithm using multiple techniques. This code has been incorporated into Solaris 11 and is available in the Solaris Crypto Framework via the libmd(3LIB), the industry-standard libpkcs11(3LIB) library, and Solaris kernel module sha1. The optimized code is used automatically on systems with a x86 CPU supporting SSSE3 (Intel Supplemental SSSE3). Intel microprocessor architectures that support SSSE3 include Nehalem, Westmere, Sandy Bridge microprocessor families. Further optimizations are available for microprocessors that support AVX (such as Sandy Bridge). Although SHA-1 is considered obsolete because of weaknesses found in the SHA-1 algorithm—NIST recommends using at least SHA-256, SHA-1 is still widely used and will be with us for awhile more. Collisions (the same SHA-1 result for two different inputs) can be found with moderate effort. SHA-1 is used heavily though in SSL/TLS, for example. And SHA-1 is stronger than the older MD5 digest algorithm, another digest option defined in SSL/TLS. Optimizations Review SHA-1 operates by reading an arbitrary amount of data. The data is read in 512 bit (64 byte) blocks (the last block is padded in a specific way to ensure it's a full 64 bytes). Each 64 byte block has 80 "rounds" of calculations (consisting of a mixture of "ROTATE-LEFT", "AND", and "XOR") applied to the block. Each round produces a 32-bit intermediate result, called W[i]. Here's what each round operates: The first 16 rounds, rounds 0 to 15, read the 512 bit block 32 bits at-a-time. These 32 bits is used as input to the round. The remaining rounds, rounds 16 to 79, use the results from the previous rounds as input. Specifically for round i it XORs the results of rounds i-3, i-8, i-14, and i-16 and rotates the result left 1 bit. The remaining calculations for the round is a series of AND, XOR, and ROTATE-LEFT operators on the 32-bit input and some constants. The 32-bit result is saved as W[i] for round i. The 32-bit result of the final round, W[79], is the SHA-1 checksum. Optimization: Vectorization The first 16 rounds can be vectorized (computed in parallel) because they don't depend on the output of a previous round. As for the remaining rounds, because of step 2 above, computing round i depends on the results of round i-3, W[i-3], one can vectorize 3 rounds at-a-time. Max Locktyukhin found through simple factoring, explained in detail in his article referenced below, that the dependencies of round i on the results of rounds i-3, i-8, i-14, and i-16 can be replaced instead with dependencies on the results of rounds i-6, i-16, i-28, and i-32. That is, instead of initializing intermediate result W[i] with: W[i] = (W[i-3] XOR W[i-8] XOR W[i-14] XOR W[i-16]) ROTATE-LEFT 1 Initialize W[i] as follows: W[i] = (W[i-6] XOR W[i-16] XOR W[i-28] XOR W[i-32]) ROTATE-LEFT 2 That means that 6 rounds could be vectorized at once, with no additional calculations, instead of just 3! This optimization is independent of Intel or any other microprocessor architecture, although the microprocessor has to support vectorization to use it, and exploits one of the weaknesses of SHA-1. Optimization: SSSE3 Intel SSSE3 makes use of 16 %xmm registers, each 128 bits wide. The 4 32-bit inputs to a round, W[i-6], W[i-16], W[i-28], W[i-32], all fit in one %xmm register. This is best illustrated with a chart. Without vectorization, computing the rounds is like this (each "R" represents 1 round of SHA-1 computation): RRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRRR With vectorization, 4 rounds can be computed in parallel: RRRRRRRRRRRRRRRRRRRR RRRRRRRRRRRRRRRRRRRR RRRRRRRRRRRRRRRRRRRR RRRRRRRRRRRRRRRRRRRR Optimization: AVX The new "Sandy Bridge" microprocessor architecture, which supports AVX, allows another interesting optimization. SSSE3 instructions have two operands, a input and an output. AVX allows three operands, two inputs and an output. In many cases two SSSE3 instructions can be combined into one AVX instruction. The difference is best illustrated with an example. Consider these two instructions from the snippet above: pxor W_minus_16, W // W = (W[i-32:i-29] ^ W[i-28:i-25]) ^ W[i-16:i-13] pxor W_TMP, W // W = (W[i-32:i-29] ^ W[i-28:i-25] ^ W[i-16:i-13]) ^ W[i-6:i-3]) With AVX they can be combined in one instruction: vpxor W_minus_16, W, W_TMP // W = (W[i-32:i-29] ^ W[i-28:i-25] ^ W[i-16:i-13]) ^ W[i-6:i-3]) This optimization is also in Solaris, although Sandy Bridge-based systems aren't widely available yet. As an exercise for the reader, AVX also has 256-bit media registers, %ymm0 - %ymm15 (a superset of 128-bit %xmm0 - %xmm15). Can %ymm registers be used to parallelize the code even more? Optimization: Solaris-specific In addition to using the Intel code described above, I performed other minor optimizations to the Solaris SHA-1 code: Increased the digest(1) and mac(1) command's buffer size from 4K to 64K, as previously done for decrypt(1) and encrypt(1). This size is well suited for ZFS file systems, but helps for other file systems as well. Optimized encode functions, which byte swap the input and output data, to copy/byte-swap 4 or 8 bytes at-a-time instead of 1 byte-at-a-time. Enhanced the Solaris mdb(1) and kmdb(1) debuggers to display all 16 %xmm and %ymm registers (mdb "$x" command). Previously they only displayed the first 8 that are available in 32-bit mode. Can't optimize if you can't debug :-). Changed the SHA-1 code to allow processing in "chunks" greater than 2 Gigabytes (64-bits) Performance I measured performance on a Sun Ultra 27 (which has a Nehalem-class Xeon 5500 Intel W3570 microprocessor @3.2GHz). Turbo mode is disabled for consistent performance measurement. Graphs are better than words and numbers, so here they are: The first graph shows the Solaris digest(1) command before and after the optimizations discussed here, contained in libmd(3LIB). I ran the digest command on a half GByte file in swapfs (/tmp) and execution time decreased from 1.35 seconds to 0.98 seconds. The second graph shows the the results of an internal microbenchmark that uses the Solaris libpkcs11(3LIB) library. The operations are on a 128 byte buffer with 10,000 iterations. The results show operations increased from 320,000 to 416,000 operations per second. Finally the third graph shows the results of an internal kernel microbenchmark that uses the Solaris /kernel/crypto/amd64/sha1 module. The operations are on a 64Kbyte buffer with 100 iterations. third graph shows the results of an internal kernel microbenchmark that uses the Solaris /kernel/crypto/amd64/sha1 module. The operations are on a 64Kbyte buffer with 100 iterations. The results show for 1 kernel thread, operations increased from 410 to 600 MBytes/second. For 8 kernel threads, operations increase from 1540 to 1940 MBytes/second. Availability This code is in Solaris 11 FCS. It is available in the 64-bit libmd(3LIB) library for 64-bit programs and is in the Solaris kernel. You must be running hardware that supports Intel's SSSE3 instructions (for example, Intel Nehalem, Westmere, or Sandy Bridge microprocessor architectures). The easiest way to determine if SSSE3 is available is with the isainfo(1) command. Solaris libraries and kernel automatically determine if it's running on SSSE3 or AVX-capable machines and execute the correctly-tuned code for that microprocessor. Summary The Solaris 11 Crypto Framework, via the sha1 kernel module and libmd(3LIB) and libpkcs11(3LIB) libraries, incorporated a useful SHA-1 optimization from Intel for SSSE3-capable microprocessors. As with other Solaris optimizations, they come automatically "under the hood" with the current Solaris release.   • Tuning Red Gate: #5 of Multiple

    In the Tuning Red Gate series I've shown you how to look at a current load on the system and how to drill down to look at historical analysis of the system. I've also shown how you can see the top queries and other information from the current status of the system. I have one more thing I can show you before we need to start fixing things and showing how that affects the data collected, historical moments in time. For example, back in Post #3 I was looking at some spikes in some of the monitored resources that were taking place a couple of weeks back in time. Once I identify a moment in time that I'm interested in, I can go back to the first page of Monitor, Global Overview, and click on the icon: From this you can select the date and time you're interested in. For example, I saw some serious CPU queues last week: This then rolls back the time for all the information that's available to the Global Overview and the drill down to the server and the SQL Server instance there. This then allows me to look at the Top Queries running at this point, sort them by CPU and identify what was potentially the query that was causing the problem right when I saw the CPU queuing This ability to correlate a moment in time with the information available to you in the Analysis window makes for an excellent tool to investigate your systems going backwards in time. It really makes a huge difference in your knowledge. It's not enough to know that something happened at a particular time. You need to know what it was that was occurring. Remember, the key to tuning your systems is having enough knowledge about them. I'll post more on Tuning Red Gate as soon as I can get some queries rewritten. I'm working on that.

    Last month, AIIM, the global community of information professionals, announced the winners of the 2012 Carl E. Nelson Best Practices Awards. And San Joaquin County, California won in the small company category for 1-100 employees. The Carl E. Nelson Best Practices Award was established to recognize excellence in the area of information management. "Best practice" denotes a standard of excellence that has been achieved with an organization and refers to a process that can be quantified, adapted and repeated. Like many counties, San Joaquin County, California, was faced with huge challenges due to decreasing funds and staff, including decreased cost of building capability. It needed to streamline processes, cut costs per activity, modernize and strengthen the infrastructure, and adopt new technology and standards such as the National Information Exchange Model (NIEM). The Integrated Justice Information System (IJIS) provides a Web-based system to link more than 650,000 residents, 18 agencies countywide and other law enforcement systems nationwide. The county’s modernization initiative focused on replacing its outdated warrant system, implementing service-oriented architecture (SOA) to simplify integration between county law and justice systems, deploying Business Process Management (BPM), Case Management with content management, and Web technologies from Oracle.
