  • The Virtues and Challenges of Implementing Basel III: What Every CFO and CRO Needs To Know

    The Basel Committee on Banking Supervision (BCBS) is a group tasked with providing thought-leadership to the global banking industry.  Over the years, the BCBS has released volumes of guidance in an effort to promote stability within the financial sector.  By effectively communicating best-practices, the Basel Committee has influenced financial regulations worldwide.  Basel regulations are intended to help banks: More easily absorb shocks due to various forms of financial-economic stress Improve risk management and governance Enhance regulatory reporting and transparency In June 2011, the BCBS released Basel III: A global regulatory framework for more resilient banks and banking systems.  This new set of regulations included many enhancements to previous rules and will have both short and long term impacts on the banking industry.  Some of the key features of Basel III include: A stronger capital base More stringent capital standards and higher capital requirements Introduction of capital buffers  Additional risk coverage Enhanced quantification of counterparty credit risk Credit valuation adjustments  Wrong  way risk  Asset Value Correlation Multiplier for large financial institutions Liquidity management and monitoring Introduction of leverage ratio Even more rigorous data requirements To implement these features banks need to embark on a journey replete with challenges. These can be categorized into three key areas: Data, Models and Compliance. Data Challenges Data quality - All standard dimensions of Data Quality (DQ) have to be demonstrated.  Manual approaches are now considered too cumbersome and automation has become the norm. Data lineage - Data lineage has to be documented and demonstrated.  The PPT / Excel approach to documentation is being replaced by metadata tools.  Data lineage has become dynamic due to a variety of factors, making static documentation out-dated quickly.  Data dictionaries - A strong and clean business glossary is needed with proper identification of business owners for the data.  Data integrity - A strong, scalable architecture with work flow tools helps demonstrate data integrity.  Manual touch points have to be minimized.   Data relevance/coverage - Data must be relevant to all portfolios and storage devices must allow for sufficient data retention.  Coverage of both on and off balance sheet exposures is critical.   Model Challenges Model development - Requires highly trained resources with both quantitative and subject matter expertise. Model validation - All Basel models need to be validated. This requires additional resources with skills that may not be readily available in the marketplace.  Model documentation - All models need to be adequately documented.  Creation of document templates and model development processes/procedures is key. Risk and finance integration - This integration is necessary for Basel as the Allowance for Loan and Lease Losses (ALLL) is calculated by Finance, yet Expected Loss (EL) is calculated by Risk Management – and they need to somehow be equal.  This is tricky at best from an implementation perspective.  Compliance Challenges Rules interpretation - Some Basel III requirements leave room for interpretation.  A misinterpretation of regulations can lead to delays in Basel compliance and undesired reprimands from supervisory authorities. Gap identification and remediation - Internal identification and remediation of gaps ensures smoother Basel compliance and audit processes.  However business lines are challenged by the competing priorities which arise from regulatory compliance and business as usual work.  Qualification readiness - Providing internal and external auditors with robust evidence of a thorough examination of the readiness to proceed to parallel run and Basel qualification  In light of new regulations like Basel III and local variations such as the Dodd Frank Act (DFA) and Comprehensive Capital Analysis and Review (CCAR) in the US, banks are now forced to ask themselves many difficult questions.  For example, executives must consider: How will Basel III play into their Risk Appetite? How will they create project plans for Basel III when they haven’t yet finished implementing Basel II? How will new regulations impact capital structure including profitability and capital distributions to shareholders? After all, new regulations often lead to diminished profitability as well as an assortment of implementation problems as we discussed earlier in this note.  However, by requiring banks to focus on premium growth, regulators increase the potential for long-term profitability and sustainability.  And a more stable banking system: Increases consumer confidence which in turn supports banking activity  Ensures that adequate funding is available for individuals and companies Puts regulators at ease, allowing bankers to focus on banking Stability is intended to bring long-term profitability to banks.  Therefore, it is important that every banking institution takes the steps necessary to properly manage, monitor and disclose its risks.  This can be done with the assistance and oversight of an independent regulatory authority.  A spectrum of banks exist today wherein some continue to debate and negotiate with regulators over the implementation of new requirements, while others are simply choosing to embrace them for the benefits I highlighted above.   • Several appdomains calling the same unmanged dll

    Our .NET 3.5 C# application creates multiple appdomains. Each appdomain loads the same unmanaged 3rd party dll. This dll reads a configuration file upon initialization. If the configuration changes during runtime, the dll must be unloaded and loaded again. This dll is not in our scope to rewrite correctly. Does each appdomain have access to a separtate copy of this unmanaged dll, or does Windows keep one copy of the dll and maintain a usage count? If the latter is is the case, how do we get each instance of the unmanaged dll to reflect its unique configuration?

  • How can I reuse my javascript code between client and server?

    I have some javascript code that includes an ANTLR-generated lexer and parser, and some associated syntax tree evaluation functionality. This code runs in the browser in my web app to support users who author code snippets which process scientific data. Now I'd like to do some additional background processing on the server using the same generated parser. I would prefer not to have to re-implement this stuff in C# and have multiple bits of code that did the exact same thing. Performance isn't as critical to me as eliminating duplication, since this is a background process. So, how can I call into my javascript code from C#? And how can I format my script so that it plays nicely with my .NET web app?

  • null object reference in ScrollPane/endDrag() when scrollDrag=true

    Hello there. In my flash application, I've got multiple windows which use Scrollpanes. The scrollDrag property is set to true on these because I want that functionality. If I close (within my application) one of these 'windows' and open another, I seem to get a whole lot of this error showing up in my logs: TypeError: Error #1009: Cannot access a property or method of a null object reference. at fl.containers::ScrollPane/endDrag() Sometimes I get thousands of these, which I'm guessing is probably slowing my app down a bit, but otherwise is not causing a problem. Looking through the adobe code for scrollpane, endDrag is really simple: protected function endDrag(event:MouseEvent):void { stage.removeEventListener(MouseEvent.MOUSE_MOVE, doDrag); } The stage var is the only thing that could be null here. The only thing I can think to do is set scrollDrag=false before the window in my application closes so that nothing is listening for the event. Any other suggestions?

  • Erlang: How to view output of io:format/2 calls in processes spawned on remote nodes.

    Hello, I am working on a decentralized Erlang application. I am currently working on a single PC and creating multiple nodes by initializing erl with the -sname flag. When I spawn a process using spawn/4 on its home node, I can see output generated by calls io:format/2 within that process in its home erl instance. When I spawn a process remotely by using spawn/4 in combination with register_name, output of io:format/2 is sometimes redirected back to the erl instance where the remote spawn/4 call was made, and sometimes remains completely invisible. Similarly, when I use rpc:call/4, output of io:format/2 calls is redirected back to the erl instance where the `rpc:call/4' call is made. How do you get a process to emit debugging output back to its parent erl instance?

  • How can I make datagridview can only select the cells in the same column at a time?

    I am using winforms to develop my application. And I set my datagridview control's selectionmode to "CellSelect", and this allow the user to select as many cells as he want which spread over several columns; but I want to constraint my user can only select cells in single column at a time, and there isn't any such kind of selectionmode for me. So If I want to implement this, how can I extend the datagridview class ? I also think that I can check in eventhandler whenever the selection cells are changed, through which I might make the user can not select cells spread over multiple columns, but this is not that good, I think. Can any other people help me to find out a better solution ?

    How to get reference count for an object Is it possible to determine if a javascript object has multiple references to it? Or if it has references besides the one I'm accessing it with? Or even just to get the reference count itself? Can I find this information from javascript itself, or will I need to keep track of my own reference counters. Obviously, there must be at least one reference to it for my code access the object. But what I want to know is if there are any other references to it, or if my code is the only place it is accessed. I'd like to be able to delete the object if nothing else is referencing it. If you know the answer, there is no need to read the rest of this question. Below is just an example to make things more clear. Use Case In my application, I have a Repository object instance called contacts that contains an array of ALL my contacts. There are also multiple Collection object instances, such as friends collection and a coworkers collection. Each collection contains an array with a different set of items from the contacts Repository. Sample Code To make this concept more concrete, consider the code below. Each instance of the Repository object contains a list of all items of a particular type. You might have a repository of Contacts and a separate repository of Events. This is because it was still referenced from friends.items. However, friends.remove(4) causes id 4 to be removed from contactRepo, because no other collection is referring to it. Summary The above is what I want to do. I'm sure there are ways I can do this by keeping track of my own reference counters and such. But if there is a way to do it using javascript's built-in reference management, I'd like to hear about how to use it.

    I'm working on a basic garden logging application which consists of gardens, plants and planted plants. Each user has one or many gardens, plants are master definitions, and a planted plant can be thought of as an instance of a plant in a specific user's garden. In my routes.rb file I have the following: map.resources :gardens do |gardens| gardens.resources :planted_plants, :has_many => :plant_log_entries, :collection => { :filter => :post, :choose_garden => :post} gardens.resources :garden_log_entries end map.resources :plants This makes sense to me when retrieving a list of planted_plants in a user's garden, but I'd like to create a planted_plant record from the index of plant. The problem is, a user can have multiple gardens. How can I create a new form for a planted_plant that allows the user to specify which garden should be used? The current route requires a garden_id - which makes sense for retrieval, but I'd like to supply that as a parameter for creation. Thanks in advance for any help!

  • Using SQLLite transactions I/O Error

    I currently have a client / server setup where the client sends data to the server and then the server saves the data to a SQLite database file. To do this I am using transactions which works fine in windows 7 when I run around 30 clients (each client sending data back between 5 - 30 seconds). When using the same software in Windows XP, I can get/set data multiple times with no problems until I run around 20 clients I start to get Windows Delayed wrote failed errors: This fires an exception on the server: I'm assuming this is either something to do with XP or a hardware issue on the machine i'm running XP. Does anyone have any advice to avoid this? Or if I should just catch the exception and retry saving the data? Thanks

    I am using Java NIO's SocketChannel to write : int n = socketChannel.write(byteBuffer); Most of the times the data is sent in one or two parts; i.e. if the data could not be sent in one attemmpt, remaining data is retried. The issue here is, sometimes, the data is not being sent completely in one attempt, rest of the data when tried to send multiple times, it occurs that even after trying several times, not a single character is being written to channel, finally after some time the remaning data is sent. What could be the cause of such behaviour? Could external factors such as RAM, etc cause the hindarance? Please help me solve this issue. If any other information is required please let me know.     Given multi-tenant application, How are vendors implementing email notifications from an email account setup and programming perspective: Sending emails could come from a generic account: eg [email protected] or [email protected], this seems reasonable considering reply addresses and lilnks can be contained within the email contents. Receiving Emails: How would an application receive email, for instance; to generate support tickets or assign comments in an email to a project/task. I have seen ID's within the subject and some reply to addresses containing the account name eg: [email protected] I realise one can programatically connect to a pop3 server and receive emails and look for the IDs with the subject, but is there a way of setting up and receiving email to a single pop3 account from multiple sub-host name email addresses (not sure on terminology there) eg: [email protected] or [email protected] and check the Account Name from the address? (similar to checking subdomains on a URL) Any practices, experience, comments or sughestions? (not sure its relevant, but using C# asp.net-mvc and services etc)

However some extensions have multiple mimetypes, for example; midi[] = "application/x-midi" midi[] = "audio/midi" midi[] = "audio/x-mid" midi[] = "audio/x-midi" midi[] = "music/crescendo" midi[] = "x-music/x-midi" 6 (possible) mimetypes for 1 extension. Whats common practice to determine the correct mimetype? (e.g. i need to set a HTTP content-type header). I know its not ideal; determining mimetypes based on extension.. but i need consistent (cross-server) results (e.g. fileinfo extension in PHP is making terrible guesses*). * Some fileinfo results for example; js - text/plain css - text/c-h

  • A better way of switching between Android source versions

    I would like to be able to switch between various android releases (1.0, 1.5, 2.0, etc.) and then access them via the file system to copy all files for that version into a tarball. Currently I am just running repo init -u <source URL> -b release-1. to get each version (changing the tag for each version I need). If this was a single git, I could check out the branch/tag I needed and the prject directory would "morph" to reflect then and I could just tar that folder. since the android source is split into multiple git repositories controlled by repo I have not yet found a way to change this other then the method mentioned above. any suggestions are appreciated.

This table is simple 3 column table : name, product and price. What I wanna do is: Put all records belonging to one customer together (I've done it) and just after these rows add one new extra row which would just show total price of all the products each customer has purchased. This row would have empty cell in name and product column. And would have total in price column.

  • How to make strtotime parse dates in Australian (i.e. UK) format: dd/mm/yyyy?

    I can't beleive I've never come across this one before. Basically, I'm parsing the text in human-created text documents and one of the fields I need to parse is a date and time. Because I'm in Australia, dates are formatted like dd/mm/yyyy but strtotime only wants to parse it as a US formatted date. Also, exploding by / isn't going to work because, as I mentioned, these documents are hand-typed and some of them take the form of d M yy. I've tried multiple combinations of setlocale but no matter what I try, the language is always set to US English. I'm fairly sure setlocale is the key here, but I don't seem to be able to strike upon the right code. Tried these: au au-en en_AU australia aus Anything else I can try?   • How can I unbind JQZOOM in my JQuery Script?

    Hello, I have this script at the moment, which changes an image when a thumbnail has been changed. I then want JQZOOM to be added to that new image. However, if I put it inside the Onclick event, it gets slower and slower the more times you click on it... I guess because its running multiple instances. Is there anyway to unbind the JQZOOM from something then rebind it to something else?     I have two functions for GNU bc in a Bash script. BC_CEIL="define ceil(x) { if (x>0) { if (x%1>0) return x+(1-(x%1)) else return x } else return -1*floor(-1*x) }\n" BC_FLOOR="define floor(x) { if (x>0) return x-(x%1) else return -1*ceil(-1*x) }\n" echo -e "scale=2"$BC_CEIL$BC_FLOOR"ceil(2.5)" | bc Both functions work fine in interactive bc. bc does not seem to allow multiple functions on one line separated by ; though, so I have to echo -n | bc with newlines at the end of each function. The above output is 2.5, not the expected 3.0 that I get if I type it into bc -i myself. It seems that bash calls bc for each line of echo output, rather than echo'ing it all to a single instance. Is there any workaround for this?

On a licensed machine, a Licenses.licx is created - with what appears to be just the assembly full name/identifiers. This file has to be included when the client assembly is built. How does this model work? Both from component-vendors' and users' perspective. What is the .licx file used for? Should it be checked in? We've had a number of issues with the wrong/right .licx file being checked in and what not

    In mysql, you can insert multiple rows to a table in one query for n 0: INSERT INTO tbl_name (a,b,c) VALUES(1,2,3),(4,5,6),(7,8,9), ..., (n-2, n-1, n); Is there a way to achieve the above with Django queryset methods? Here's an example: values = [(1, 2, 3), (4, 5, 6), ...] for value in values: SomeModel.objects.create(first=value[0], second=value[1], third=value[2]) I believe the above is calling an insert query for each iteration of the for loop. I'm looking for a single query, is that possible in Django?

  • deciding between subprocess, multiprocesser and thread in Python?

    I'd like to parallelize my Python program so that it can make use of multiple processors on the machine that it runs on. My parallelization is very simple, in that all the parallel "threads" of the program are independent and write their output to separate files. I don't need the threads to exchange information but it is imperative that I know when the threads finish since some steps of my pipeline depend on their output. Portability is important, in that I'd like this to run on any Python version on Mac, Linux and Windows. Given these constraints, which is the most appropriate Python module for implementing this? I am tryign to decide between thread, subprocess and multiprocessing, which all seem to provide related functionality. Any thoughts on this? I'd like the simplest solution that's portable. Thanks.

  • Surgical slave reads for Ruby on Rails, mulitple databases.

    Greetings, I'm currently working on a multiple database rails application. I want to off load the SELECT queries on to the slave databases for only SOME of the databases or specific models. The issue is that in places, we swap out the current database connection and put in a different one for a short time; to load fixtures or to handle sharding. Does anyone have any recommendations on a ruby gem that 1. will split select/(sql writes) with a considerable amount of control. We want to handle just some models and we are looking for a neat surgical fix. 2. does not monkey around with activerecord. 3. is still being maintained. TIA -daniel

  • How to convert thousands of PDF files to a single Postscript file in a specified order

    I've discovered multiple options for convert a few to serveral PDFs into Postscript, but many are command-line programs with command-line limitations (this application lives on .NET). Our application generates tens-of-thousands of PDFs that we need to send to a printer, except BEFORE the Postscript is printed we need to edit the Postscript to insert print command instructions (duplex, tray-pulls, highlight color, etc.) I think a perfect solution might allow us to write the PDFs to a stream, and simultaneously allow us to read the output stream so we may edit the Postscript before writing it to a file. Of course, if I must create the file first containing all 10,000 PDFs and edit it in an additional pass, I'm OK with that, too. I should mention that speed is important. I need to print 10,000 at a time, but need to keep the printers busy 24-hours/day.

    Following is from pylint docs: --ignore=<file> Add <file or directory> to the black list. It should be a base name, not a path. You may set this option multiple times. [current: %default] Yet I'm not having luck getting the directory part work. I have directory called migrations, which has django-south migration files. As I enter --ignore=migrations it still keeps giving me the errors/warnings in files inside migrations directory. Could it be that --ignore is not working for directories? If I could even use regexp to match the ignored files it would work, since django-south files are all named 0001_something, 0002_something...
