• Selling Federal Enterprise Architecture (EA)

  Selling Federal Enterprise Architecture A taxonomy of subject areas, from which to develop a prioritized marketing and communications plan to evangelize EA activities within and among US Federal Government organizations and constituents. Any and all feedback is appreciated, particularly in developing and extending this discussion as a tool for use – more information and details are also available. "Selling" the discipline of Enterprise Architecture (EA) in the Federal Government (particularly in non-DoD agencies) is difficult, notwithstanding the general availability and use of the Federal Enterprise Architecture Framework (FEAF) for some time now, and the relatively mature use of the reference models in the OMB Capital Planning and Investment (CPIC) cycles. EA in the Federal Government also tends to be a very esoteric and hard to decipher conversation – early apologies to those who agree to continue reading this somewhat lengthy article. Alignment to the FEAF and OMB compliance mandates is long underway across the Federal Departments and Agencies (and visible via tools like PortfolioStat and ITDashboard.gov – but there is still a gap between the top-down compliance directives and enablement programs, and the bottom-up awareness and effective use of EA for either IT investment management or actual mission effectiveness. "EA isn't getting deep enough penetration into programs, components, sub-agencies, etc.", verified a panelist at the most recent EA Government Conference in DC. Newer guidance from OMB may be especially difficult to handle, where bottom-up input can't be accurately aligned, analyzed and reported via standardized EA discipline at the Agency level – for example in addressing the new (for FY13) Exhibit 53D "Agency IT Reductions and Reinvestments" and the information required for "Cloud Computing Alternatives Evaluation" (supporting the new Exhibit 53C, "Agency Cloud Computing Portfolio"). Therefore, EA must be "sold" directly to the communities that matter, from a coordinated, proactive messaging perspective that takes BOTH the Program-level value drivers AND the broader Agency mission and IT maturity context into consideration. Selling EA means persuading others to take additional time and possibly assign additional resources, for a mix of direct and indirect benefits – many of which aren't likely to be realized in the short-term. This means there's probably little current, allocated budget to work with; ergo the challenge of trying to sell an "unfunded mandate". Also, the concept of "Enterprise" in large Departments like Homeland Security tends to cross all kinds of organizational boundaries – as Richard Spires recently indicated by commenting that "...organizational boundaries still trump functional similarities. Most people understand what we're trying to do internally, and at a high level they get it. The problem, of course, is when you get down to them and their system and the fact that you're going to be touching them...there's always that fear factor," Spires said. It is quite clear to the Federal IT Investment community that for EA to meet its objective, understandable, relevant value must be measured and reported using a repeatable method – as described by GAO's recent report "Enterprise Architecture Value Needs To Be Measured and Reported". What's not clear is the method or guidance to sell this value. In fact, the current GAO "Framework for Assessing and Improving Enterprise Architecture Management (Version 2.0)", a.k.a. the "EAMMF", does not include words like "sell", "persuade", "market", etc., except in reference ("within Core Element 19: Organization business owner and CXO representatives are actively engaged in architecture development") to a brief section in the CIO Council's 2001 "Practical Guide to Federal Enterprise Architecture", entitled "3.3.1. Develop an EA Marketing Strategy and Communications Plan." Furthermore, Core Element 19 of the EAMMF is advised to be applied in "Stage 3: Developing Initial EA Versions". This kind of EA sales campaign truly should start much earlier in the maturity progress, i.e. in Stages 0 or 1. So, what are the understandable, relevant benefits (or value) to sell, that can find an agreeable, participatory audience, and can pave the way towards success of a longer-term, funded set of EA mechanisms that can be methodically measured and reported? Pragmatic benefits from a useful EA that can help overcome the fear of change? And how should they be sold? Following is a brief taxonomy (it's a taxonomy, to help organize SME support) of benefit-related subjects that might make the most sense, in creating the messages and organizing an initial "engagement plan" for evangelizing EA "from within". An EA "Sales Taxonomy" of sorts. We're not boiling the ocean here; the subjects that are included are ones that currently appear to be urgently relevant to the current Federal IT Investment landscape. Note that successful dialogue in these topics is directly usable as input or guidance for actually developing early-stage, "Fit-for-Purpose" (a DoDAF term) Enterprise Architecture artifacts, as prescribed by common methods found in most EA methodologies, including FEAF, TOGAF, DoDAF and our own Oracle Enterprise Architecture Framework (OEAF). The taxonomy below is organized by (1) Target Community, (2) Benefit or Value, and (3) EA Program Facet - as in: "Let's talk to (1: Community Member) about how and why (3: EA Facet) the EA program can help with (2: Benefit/Value)". Once the initial discussion targets and subjects are approved (that can be measured and reported), a "marketing and communications plan" can be created. A working example follows the Taxonomy. Traceability might be from the IRM to the ARM (that identifies reusable services invoking the elastic storage), and then to the PRM with performance measures (such as % utilization of purchased storage allocation) included in the OMB Exhibits; and b. Schedule a meeting with the Program Owners, timed during their Acquisition Strategy meetings in response to the mandate, to use the "Consequence Model" for advising them to organize a rapid and relevant RFI solicitation for this cloud capability (regarding alternatives for sourcing elastic operational storage); and c. Schedule a series of short "Discovery" meetings with the system architecture leads (as agreed by the Program Owners), to further populate/validate the "As-Is" models and frame the "To Be" models (via scenarios), to better inform the RFI, obtain the best feedback from the vendor community, and provide potential value for and avoid impact to all other programs and systems. --end example -- Note that communications with the intended audience should take a page out of the standard "Search Engine Optimization" (SEO) playbook, using keywords and phrases relating to "value" and "outcome" vs. "compliance" and "output". Searches in email boxes, internal and external search engines for phrases like "cost avoidance strategies", "mission performance metrics" and "innovation funding" should yield messages and content from the EA team. This targeted, informed, practical sales approach should result in additional buy-in and participation, additional EA information contribution and model validation, development of more SMEs and quick "proof points" (with real-life testing) to bolster the case for EA. The proof point here is a successful, timely procurement that satisfies not only the external mandate and external oversight review, but also meets internal EA compliance/conformance goals and therefore is more transparently useful across the community. In short, if sold effectively, the EA will perform and be recognized. EA won’t therefore be used only for compliance, but also (according to a validated, stated purpose) to directly influence decisions and outcomes.   Hello, I am going to develop a content rich application that ideally should have been an iPhone-app, but since I'm short on time, I will stick with technologies that I can, such as JQuery, CSS and HTML. The more mobile devices my site runs on besides iPhone, the better. A brief search on the web leaves me with the impression that there are three tools I may use: iWebkit, JQTouch and iUI. I have toyed about with JQTouch, which I find impressive and simple to use. With simplicity comes lack of customizability; I would very much like to have sliders and other cool features in my GUI. Any comments on which of these three to go for?

  I'm starting a new project now. I have to choose technologies. I need something light, so no EJB or Seam. On the other hand I need JPA(Hibernate or alternative) and JSF with IceFaces. Do you think that such stack on Spring 3 deployed on Tomcat is a good choice? Or a JEE6 web application could be better? I'm afraid that JEE6 is a new technology, not well docummented yet. Tomcat seems to be easier to mantain than Glassfish 3. What's your opinion? Do you have any experiences ?

  I replaced ActivePerl with Strawberry Perl on my WinXP last week. I found I must run my Perl script with the command of perl myperl.pl; otherwise I only need run myperl.pl before install Strawberry. How can I only run myperl.pl as before?   I replaced ActivePerl with Strawberry Perl on my WinXP last week. I found I must run my Perl script with the command of perl myperl.pl; otherwise I only need run myperl.pl before install Strawberry. How can I only run myperl.pl as before? I attended Juval Löwy's presentation on the .NET Service Bus earlier today and he stated that the .NET Service Bus could be used as a poor man's version of an ESB, so I would take that to mean that the .NET Service Bus is NOT an ESB, are any of the others a true ESB? If any of the others are a true ESB what would make them a true ESB as opposed to the .NET Service Bus?

  I tried to be the most descriptive I could. Ok, so since I've never done anything like this before, I guess it's better to ask before starting at all to just don't get the whole process wrong. We have a report that has to be called from an ASP.NET application, it could be a simple button. Through the code-behind, I gotta pass in a paramater, render the report, and don't save it anywhere, just open it to the user, as a .pdf file so he could save or print it. So please, give me links or tips, I'm reading MSDN documentation right now... If you have any suggestion on other technologies, as for the report, I'd like to hear it, but it has to be called from ASP.NET. Thanks in advance!

• What version of the .NET framework ahould I target?

  I'm a desktop C# developer (that is not ASP) and am wondering about version targeting for small personal projects. These are, of course, trying to reach as wide an audience as possible, and so I've been targeting .NET 3.0 (which is the latest version on a Windows Vista system without any service packs) and 2.0 (which is simply the most compatible version compatible with VS2008). Unfortunately, this precludes me from learning any technologies such as LINQ introduced post 3.0, and, with an upcoming switch to VS2010, I'm wondering if I should target the new 4.0 platform at the expense of uses without the latest and greatest, or should I just stick to trying to reach as wide a userbase as possible?

  The browser on the iPhone is capable of using advanced web technologies introduced in HTML5. One of these is the app cache that allows web pages to run on the client, from the cache, without a connection to the internet. Together with Local Storage you can also save data permanently "in" the page. My question is, would it then be possible to make a website that when visited and set as a web clip (bookmark on the home screen), could be accessed again, at any moment. Using HTML5, Javascript and css, you can make some very good apps and at the same time avoid the pricey developer fee, the harsh app approval and the single platform development platform? Or am I just dreaming?

My first choice would be to get a junior asp.net MVC developer but I don't any companies in my area use MVC yet or if they do they are not hiring. So my second choice would be a junior asp.net Webforms developer. My other choices after that would be forms applications, mobile applications using .Net and C#. As you can see I am looking for something with .Net. To me it sounds like it is QA job. I don't have anything against QA jobs but alot of them seems to be your just clicking buttons and running scripts. Is this what a typical software developer does? Like I am so on the fence to apply for this job. On one side I am not sure how much programming I would be doing. Like I want to be at least half the time programming otherwise my skills will never improve since I will never be programming in teams and stuff. At the same time I have no experience in the industry so on the other side I am thinking just go for it and then maybe a year later try to get a full programming job(provided that I got the job). Yet if I am not programming in that job then that experience will not help me for the next job I find as I will be back a square one.

• win32 API vs Linux Kernel API

  Is there anything that can be done using Win32 API that cannot be done using Linux kernel API. I'm asking this, because back in Lab where I work we use Ixia and Agilent Technologies H/W. and these H/W (Signal processes or Packet generator) worth 10s of thousand of Dollars run windows as their OS. Why didn't they choose Linux. I've seen Linux in routers and firewall but not in real Heavy duty H/W like Ixia. This preference of windows over Linux made me think is there any limitation in Linux API or its just licensing thing.

The client has two "web developers" who are more comfortable with Lotus Domino than more mainstream tools and technologies and are not enthusiastic about making a switch. I have been asked to provide an assessment of why it may be prudent to migrate to a different web application platform. I would be particularly interested in understanding deficiencies related to the platform as I have very little knowledge of Domino but am very familiar with other platforms. In addition to the fact that Apache has over 70% of web server market, IIS over 21%, and Lotus almost 0%, what other reasons would you give for moving away from this platform? I see all around searching on the web - in articles from 2008 and 2009 - that they were adding Silverlight support in WinMo 6.1, for example: Internet Explorer Mobile The new version of Internet Explorer Mobile adds the ability to easily view full-screen Web pages and multimedia on the Web with a smartphone. Microsoft's press release states the new version takes advantage of "Internet Explorer 6 technologies" and supports industry standards such as H.264, Adobe Flash and Microsoft Silverlight. The update will be available to mobile phone partners in the third quarter of 2008, with the first Windows Mobile phones using the new version expected to be available by the end of 2008. But I have found an SL app supposedly geared for mobile devices (as much as I hate weatherbug), but when i try going there in PIE on my WinMo 6.1 device, it shows me the little "get silverlight" image button, but clicking it doesn't do anything. So, what is the story? Is SL/WinMo development possible, or ?

  I have an MVC2 app I developed with the VS2010 RC and the .NET 4.0 RC. My production server and my client's production server have .NET 4.0 RC. Can the RTM of .NET 4.0 on a server support an app developed with the RC technologies? What about the other way around? Can I use VS2010 RTM and deploy an app to production if the prod server is still no the .NET 4.0 RC? Obviously it would be ideal to synch everything up to RTM but I don't have that option right now because the client doesn't have access to VS2010 RTM yet, and they would like to be able to open and build the project.

• Pair programming tools that are not remote

  I am currently in a job where we practice serious pair programming on windows machines. We both have a set of keyboards, mice, and we have two monitors, which works well for switching who's the driver really easy, but there are some points in the session that I would like to start writing tests at the same time that my pair is writing implementation. I am wondering if there is any program that would allow me to have effectively two cursors and keyboard focuses on the same computer. If they don't exist then I am willing to experiment with my own solution, but I would like input as to how to best accomplish this. I am most familiar with .Net 3.5 technologies, but I also know Java and am willing to learn C++ to solve this problem. If I was creating the solution myself I would go down the road of being able to grab the input of one hardware device (i.e. a specific mouse that's installed) and prevent Windows from moving the pointer, and instead move my own programs pointer independently.

• Building an XML editor in java and RichFaces

  Hello I'm building an XML editor using the above technologies. In essence, I want to read in a whole XML file to a java object, and refer using this object to each element in the XML node tree (grouped into entries) to display the content locked, have separate padlocks for the user to click to 'unlock' an entry allow overwriting of the data, and to submit this entry. 'Add entry', 'Duplicate entry', 'Delete entry' are also functions I'd like to add. I already use dom4j and XPath to access areas of the XML file so some of the work in theory is already done. Given the above, I was going to use these two together with inplaceInputs to allow the user to edit the XML and JSF validators to check the data coming in. Is this the best way to approach this problem, or is there a more straightforward route than XPathing a whole record? I started looking at jaxb but I'm new at java and jsf but I've got the feeling I won't be by the end.. Thanks

• What makes MVVM uniquely suited to WPF?

  The Model-View-ViewModel is very popular with WPF and Silverlight. I've been using this for my most recent projects, and am a very large fan. I understand that it's a refinement of MVP. However, I am wondering exactly what unique characteristics of WPF (and Silverlight) allow MVVM to work, and prevent (or at least make difficult) this pattern from working using other frameworks or technologies. I know MVVM has a strong dependency on the powerful data binding technology within WPF. This is the one feature which many articles and blogs seem to mention as being the key to WPF providing the means of the strong separation of View from ViewModel. However, data binding exists in many forms in other UI frameworks. There are even projects like Truss that provide WPF-style databinding to POCO in .NET. What features, other than data binding, make WPF and Silverlight uniquely suited to Model-View-ViewModel?
