• Product Development Investment: A Measure of Vendor Performance

  The relationship between a large, complex organization and its key suppliers of information technology is normally more than just "strategic". Expectations about the duration of the relationship typically exceed 20 years. Enterprise applications and technology infrastructure are not expected to be changed out like petunias. So how would you rate the due diligence processes as performed in Higher Education when selecting critical, transformational information technology? My observation: I see a lot of effort put into elaborate demonstration of basic software functionality. I see a lot of attention paid to the cost element of technology acquisition, including the contracted cost of implementation consulting services. But the factor that receives only cursory analysis and due diligence is long-term performance--the ability of a vendor to grow, expand, and develop, and bring its customers along with it. So what should you look for in a long-term IT supplier? Oracle has a public track record for product development. The annual investment has been on a run rate of almost $3 Billion organic product development. Oracle's well-publicized acquisitions and mergers have been supplemental to its R&D. This is important for Higher Education. Another meaningful way to evaluate a company is to look at the tangible track record of enhancement. Consider the Oracle-PeopleSoft enterprise business platform since acquired by Oracle 6 years ago: Product or Technology Enhancement Customer or User Impact Service Oriented Architecture (SOA) 300+ new web services delivered in versions 9.0 & 9.1 provide flexibility, so that customers can integrate PeopleSoft with other applications. Campus Solutions has added Admissions and Constituent Web Services. Constituent Relationship Management PeopleSoft CRM 9.1 for Higher Education introduced new process flows for student recruiting and retention to support "Student Success" initiatives. A 360 view of the constituent is now delivered, and the concept of a single-stop Student Services Center is now in CRM 9.1 with tight integration to PeopleSoft Campus Solutions. Human Capital Management Contract Pay for Education, with flexibility for configuration and calculation, has been extended in HCM 9.1. New chartfield integration among Project Costing - Time & Labor - Payroll to serve the labor distribution requirements for Grants / Sponsored Research. Talent Management PeopleSoft 9.0 and 9.1 feature an integrated talent management approach centered on definitions in "Profile Manager", with all new usability improvements. PeopleSoft supports employee-based career planning, which ultimately increases the integrity of the succession planning process (identify their career needs, plans, preferences, and interests). Dashboards / Oracle Business Intelligence Application Suite Oracle Human Resources Analytics provides the workforce information foundation that integrates data from HR functional areas and Finance. Oracle Human Resources Analytics delivers 9 dashboards and over 200 reports. Provide your HR professionals and front-line managers the tools to analyze workforce staffing, retention, productivity, to better source high-quality applicants, and to reduce absence costs. Multi-year Planning and Commitment Control External funding sources, especially Grants, require a multi-year encumbrance business process. PeopleSoft HCM 9.1 adds multi-year funding and commitment control, including budget checking. The newly designed Real Time Budget Checking will provide the customer with an updated snapshot of their budget and encumbrances at any given time. Oracle's aggressive enhancement plans within the "Applications Unlimited" program continue, as new functionality is under development for a new version of a PeopleSoft release planned for 2012. Meanwhile, new capabilities are planned on an annual basis in Feature Packs. PeopleSoft just delivered the HCM 2010 Feature Pack and another is planned for 2011.   Unlocking Productivity in Life Sciences with Consolidated Content Management by Joe Golemba, Vice President, Product Management, Oracle WebCenter As life sciences organizations look to become more operationally efficient, the ability to effectively leverage information is a competitive advantage. Whether data mining at the drug discovery phase or prepping the sales team before a product launch, content management can play a key role in developing, organizing, and disseminating vital information. The goal of content management is relatively straightforward: put the information that people need where they can find it. A number of issues can complicate this; information sits in many different systems, each of those systems has its own security, and the information in those systems exists in many different formats. Identifying and extracting pertinent information from mountains of farflung data is no simple job, but the alternative—wasted effort or even regulatory compliance issues—is worse. An integrated information architecture can enable health sciences organizations to make better decisions, accelerate clinical operations, and be more competitive. Unstructured data matters Often when we think of drug development data, we think of structured data that fits neatly into one or more research databases. But structured data is often directly supported by unstructured data such as experimental protocols, reaction conditions, lot numbers, run times, analyses, and research notes. As life sciences companies seek integrated views of data, they are typically finding diverse islands of data that seemingly have no relationship to other data in the organization. Information like sales reports or call center reports can be locked into siloed systems, and unavailable to the discovery process. Additionally, in the increasingly networked clinical environment, Web pages, instant messages, videos, scientific imaging, sales and marketing data, collaborative workspaces, and predictive modeling data are likely to be present within an organization, and each source potentially possesses information that can help to better inform specific efforts. Historically, content management solutions that had 21CFR Part 11 capabilities—electronic records and signatures—were focused mainly on content-enabling manufacturing-related processes. Today, life sciences companies have many standalone repositories, requiring different skills, service level agreements, and vendor support costs to manage them. With the amount of content doubling every three to six months, companies have recognized the need to manage unstructured content from the beginning, in order to increase employee productivity and operational efficiency. Using scalable and secure enterprise content management (ECM) solutions, organizations can better manage their unstructured content. These solutions can also be integrated with enterprise resource planning (ERP) systems or research systems, making content available immediately, in the context of the application and within the flow of the employee’s typical business activity. Administrative safeguards—such as content de-duplication—can also be applied within ECM systems, so documents are never recreated, eliminating redundant efforts, ensuring one source of truth, and maintaining content standards in the organization. Putting it in context Consolidating structured and unstructured information in a single system can greatly simplify access to relevant information when it is needed through contextual search. Using contextual filters, results can include therapeutic area, position in the value chain, semantic commonalities, technology-specific factors, specific researchers involved, or potential business impact. The use of taxonomies is essential to organizing information and enabling contextual searches. Taxonomy solutions are composed of a hierarchical tree that defines the relationship between different life science terms. When overlaid with additional indexing related to research and/or business processes, it becomes possible to effectively narrow down the amount of data that is returned during searches, as well as prioritize results based on specific criteria and/or prior search history. Thus, search results are more accurate and relevant to an employee’s day-to-day work. For example, a search for the word "tissue" by a lab researcher would return significantly different results than a search for the same word performed by someone in procurement. Of course, diverse data repositories, combined with the immense amounts of data present in an organization, necessitate that the data elements be regularly indexed and cached beforehand to enable reasonable search response times. In its simplest form, indexing of a single, consolidated data warehouse can be expected to be a relatively straightforward effort. However, organizations require the ability to index multiple data repositories, enabling a single search to reference multiple data sources and provide an integrated results listing. Security and compliance Beyond yielding efficiencies and supporting new insight, an enterprise search environment can support important security considerations as well as compliance initiatives. For example, the systems enable organizations to retain the relevance and the security of the indexed systems, so users can only see the results to which they are granted access. This is especially important as life sciences companies are working in an increasingly networked environment and need to provide secure, role-based access to information across multiple partners. Although not officially required by the 21 CFR Part 11 regulation, the U.S. Food and Drug Administraiton has begun to extend the type of content considered when performing relevant audits and discoveries. Having an ECM infrastructure that provides centralized management of all content enterprise-wide—with the ability to consistently apply records and retention policies along with the appropriate controls, validations, audit trails, and electronic signatures—is becoming increasingly critical for life sciences companies. Making the move Creating an enterprise-wide ECM environment requires moving large amounts of content into a single enterprise repository, a daunting and risk-laden initiative. The first key is to focus on data taxonomy, allowing content to be mapped across systems. The second is to take advantage new tools which can dramatically speed and reduce the cost of the data migration process through automation. Additional content need not be frozen while it is migrated, enabling productivity throughout the process. The ability to effectively leverage information into success has been gaining importance in the life sciences industry for years. The rapid adoption of enterprise content management, both in operational processes as well as in scientific management, are clear indicators that the companies are looking to use all available data to be better informed, improve decision making, minimize risk, and increase time to market, to maintain profitability and be more competitive. As more and more varieties and sources of information are brought under the strategic management umbrella, the ability to divine knowledge from the vast pool of information is increasingly difficult. Simple search engines and basic content management are increasingly unable to effectively extract the right information from the mountains of data available. By bringing these tools into context and integrating them with business processes and applications, we can effectively focus on the right decisions that make our organizations more profitable. • Configure TFS portal afterwards

URL of Team Project Collection. /teamproject Required. Specifies the name of the team project. /processtemplate Required. Specifies that name of the process template. /webapplication The name of the SharePoint Web Application. Must also specify relativepath. /relativepath The path for the site relative to the root URL for the SharePoint Web Application. Must also specify webapplication. /validate Specifies that the user inputs are to be validated. If specified, only validation will be done and no portal setting will be changed. /verbose Switches on the verbose mode. I created a new Team Project in TFS 2010 Beta 1 and choose not to configure SharePoint during the creation of the Team Project. Of course I found out fairly quickly that a portal for TFS is very useful, especially the Iteration and the Product backlog workbooks and the dashboard reports. This blog describes how you can configure the sharepoint portal afterwards. Update: September 9th, 2009 Adding the portal afterwards is much easier as described below. Here are the steps Step 1: Create a new temporary project (with a SharePoint site for it). Open the Team Explorer Right click in the Team Explorer the root node (i.e. the project collection) Select "New team project" from the menu Walk throught he wizard and make sure you check the option to create the portal (which is by default checked) Step 2: Disable the site for the new project Open the Team Explorer Select the team project you created in step 1 In the menu click on Team -> Show Project Portal. In the menu click on Team -> Team Project Settings -> Portal Settings... The following dialog pops up Uncheck the option "Enable team project portal" Confirm the dialog with OK Step 3: Enable the site for the original one. Point it to the newly created site. Open the Team Explorer Select the team project you want to add the portal to In the menu open Team -> Team Project Settings -> Portal Settings... The same dialog as in step 2 pops up Check the option "Enable team project portal" Click on the "Configure URL" button The following dialog pops up   In the dialog select in the combobox of the web application the TFS server Enter in the Relative site path the text "sites/[Project Collection Name]/[Team Project Name created in step 1]" Confirm the "Specify an existing SharePoint Site" with OK Check the "Reports and dashboards refer to data for this team project" option Confirm the dialog "Project Portal Settings" with OK Step 4: Delete the temporary project you created. In Beta 1, I have found no way to delete a team project. Maybe it will be available in TFS 2010 Beta 2. Original post Step 1: Create new portal site Go to the sharepoint site of your project collection (/sites//default.aspx">/sites//default.aspx">http://<servername>/sites/<project_collection_name>/default.aspx) Click on the Site Actions at the left side of the screen and choose the option Site Settings In the site settings, choose the Sites and workspaces option Create a new site Enter the values for the Title, the description, the site address. And choose for the TFS2010 Agile Dashboard as template. Create the site, by clicking on the Create button Step 2: Integrate portal site with team project Open Visual Studio Open the Team Explorer (View -> Team Explorer) Select in the Team Explorer tool window the Team Project for which you are create a new portal Open the Project Portal Settings (Team -> Team Project Settings -> Portal Setings...) Check the Enable team project portal checkbox Click on Configure URL... You will get a new dialog as below Enter the url to the TFS server in the web application combobox And specify the relative site path: sites/<project collection>/<site name> Confirm with OK Check in the Project Portal Settings dialog the checkbox "Reports and dashboards refer to data for this team project" Confirm the settings with OK (this takes a while...) When you now browse to the portal, you will see that the dashboards are now showing up with the data for the current team project. Step 3: Download process template To get a copy of the documents that are default in a team project, we need to have a fresh set of files that are not attached to a team project yet. You can do that with the following steps. Start the Process Template Manager (Team -> Team Project Collection Settings -> Process Template Manager...) Choose the Agile process template and click on download Choose a folder to download Step 4: Add Product and Iteration backlog Go to the Team Explorer in Visual Studio Make sure the team project is in the list of team projects, and expand the team project Right click the Documents node, and choose New Document Library Enter "Shared Documents", and click on Add Right click the Shared Documents node and choose Upload Document Go the the file location where you stored the process template from step 3 and then navigate to the subdirectory "Agile Process Template 5.0\MSF for Agile Software Development v5.0\Windows SharePoint Services\Shared Documents\Project Management" Select in the Open Dialog the files "Iteration Backlog" and "Product Backlog", and click Open Step 5: Bind Iteration backlog workbook to the team project Right click on the "Iteration Backlog" file and select Edit, and confirm any warning messages Place your cursor in cell A1 of the Iteration backlog worksheet Switch to the Team ribbon and click New List. Select your Team Project and click Connect From the New List dialog, select the Iteration Backlog query in the Workbook Queries folder. The final step is to add a set of document properties that allow the workbook to communicate with the TFS reporting warehouse. Before we create the properties we need to collect some information about your project. The first piece of information comes from the table created in the previous step.  As you collect these properties, copy them into notepad so they can be used in later steps. Property How to retrieve the value? [Table name] Switch to the Design ribbon and select the Table Name value in the Properties portion of the ribbon [Project GUID] In the Visual Studio Team Explorer, right click your Team Project and select Properties.  Select the URL value and copy the GUID (long value with lots of characters) at the end of the URL [Team Project name] In the Properties dialog, select the Name field and copy the value [TFS server name] In the Properties dialog, select the Server Name field and copy the value [UPDATE] I have found that this is not correct: you need to specify the instance of your SQL Server. The value is used to create a connection to the TFS cube. Switch back to the Iteration Backlog workbook. Click the Office button and select Prepare – Properties. Click the Document Properties – Server drop down and select Advanced Properties. Switch to the Custom tab and add the following properties using the values you collected above. Variable name Value [Table name]_ASServerName [TFS server name] [Table name]_ASDatabase tfs_warehouse [Table name]_TeamProjectName [Team Project name] [Table name]_TeamProjectId [Project GUID] Click OK to close the properties dialog. It is possible that the Estimated Work (Hours) is showing the #REF! value. • Hosted bug tracking system with mercurial repositories (Summary of options & request for opinions)

  The Question What hosted mercurial repository/bug tracking system or systems have you used? Would you recommend it to others? Are there serious flaws, either in the repository hosting or the bug tracking features that would make it difficult to recommend it? Do you have any other experiences with it or opinions of it that you would like to share? If you have used other non mercurial hosted repository/bug tracking systems, how does it compare? (If I understand correctly, the best format for this type of community-wiki style question is one answer per option, if you have experienced if several) Background I have been looking into options for setting up a bug/issue tracking database and found some valuable advice in this thread and this. But then I got to thinking that a hosted solution might not only solve the problem of tracking bugs, but might also solve the problem we have accessing our mercurial source code repositories while at customer sites around the world. Since we currently have no way to serve mercurial repositories over ssl, when I am at a customer site I have to connect my laptop via VPN to my work network and access the mercurial repositories over a samba share (even if it is just to synce twice a day). This is excruciatingly slow on high latency networks and can be impossible with some customers' firewalls. Even if we could run a TRAC or Redmine server here (thanks turnkey), I'm not sure it would be much quicker as our internet connection is over-stretched as it is. What I would like is for developers to be able to be able to push/pull to/from a remote repository, servicing engineers to be able to pull from a remote repository and for customers (both internal and external) to be able to submit bug/issue reports. Initial options The two options I found were Assembla and Jira. Looking at Assembla I thought the 'group' price looked reasonable, but after enquiring, found that each workspace could only contain a single repository. Since each of our products might have up to a dozen repositories (mostly for libraries) which need to be managed seperately for each product, I could see it getting expensive really quickly. On the plus side, it appears that 'users' are just workspace members, so you can have as many client users (people who can only submit support tickets and track their own tickets) without using up your user allocation. Jira only charges based on the number of users, unfortunately client users also count towards this, if you want them to be able to track their tickets. If you only want clients to be able to submit untracked issues, you can let them submit anonymously, but that doesn't feel very professional to me. More options Looking through MercurialHosting page that @Paidhi suggested, I've added the options which appear to offer private repositories, along with another that I found with a web search. Prices are as per their website today (29th March 2010). Corrections welcome in the future. Anyway, here is my summary, according to the information given on their websites: Assembla, http://www.assembla.com/, looks to be a reasonable price, but suffers only one repository per workspace, so three projects with 6 repos each would use up most of the spaces associated with a $99/month professional account (20 spaces). Bug tracking is based on Trac. Mercurial+Trac support was announced in a blog entry in 2007, but they only list SVN and Git on their Features web page. Cost: $24, $49, $99 & $249/month for 40, 40, unlimited, unlimited users and 1, 10, 20, 100 workspaces. SSL based push/pull? Website https login. BitBucket, http://bitbucket.org/plans/, is primarily a mercurial hosting site for open source projects, with SSL support, but they have an integrated bug tracker and they are cheap for private repositories. It has it’s own issues tracker, but also integrates with Lighthouse & FogBugz. Cost: $0, $5, $12, $50 & $100/month for 1, 5, 15, 25 & 150 private repositories. SSL based push/pull. No https on website login, but supports OpenID, so you can chose an OpenID provider with https login. Codebase HQ, http://www.codebasehq.com/, supports Hg and is almost as cheap as BitBucket. Cost: £5, £13, £21 & £40/month for 3, 15, 30 & 60 active projects, unlimited repositories, unlimited users (except 10 users at £5/month) and 0.5, 2, 4 & 10GB. SSL based push/pull? Website https login? Firefly, http://www.activestate.com/firefly/, by ActiveState looks interesting, but the website is a little light on details, such as whether you can only have one repository per project or not. Cost: $9, $19, & £39/month for 1, 5 & 30 private projects, with a 0.5, 1.5 & 3 GB storage limit. SSL based push/pull? Website https login. Jira, http://www.atlassian.com/software/jira/, isn’t limited by the number of repositories you can have, but by ‘user’. It could work out quite expensive if we want client users to be able to track their issues, since they would need a full user account to be created for them. Also, while there is a Mercurial extension to support jira, there is no ‘Advanced integration’ for Mercurial from Atlassian Fisheye. Cost: $150, $300, $400, $500, $700/month for 10, 25, 50, 100, 100+ users. SSL based push/pull? Website https login. Kiln & FogBugz On Demand, http://fogcreek.com/Kiln/IntrotoOnDemand.html, integrates Kilns mercurial DVCS features with FogBugz, where the combined package is much cheaper than the component parts. Also, the Fogbugz integration is supposedly excellent. *8’) Cost: £30/developer/month ($5/d/m more than either on their own). SSL based push/pull? SourceRepo, http://sourcerepo.com/, also supports HG and is even cheaper than BitBucket & Codebase. Cost: $4, $7 & $13/month for 1, unlimited & unlimited repositories/trac/redmine instances and 500MB, 1GB & 3GB storage. SSL based push/pull. Website https login.
