Is the tap-to-click issue solved

I'm just an average Joe when it comes to computing (maybe less then the average Joe) but I hate tap-to-click.
In system and settings there is no touchpad tab?
Is it true that this has been fixed?
I'm using Dell inspiron N5110
xinput list:
? Virtual core pointer id=2 [master pointer (3)]
? ? Virtual core XTEST pointer id=4 [slave pointer (2)]
? ? PS/2 Generic Mouse id=13 [slave pointer (2)]
This is really strange because Dell is one of the top manufacturers in laptops and Ubuntu one of the top distros in Linux and Canonical claims that they are working closely with Dell.
