It’s time to wrap up the series that I started back in April, “The Growing IT Labor Shortage: Are You Feeling It?” Even in a time of relatively high unemployment, labor shortages exist depending on many factors, including location, industry, IT requirements, and company size. According to Manpower Groups 2013 Talent Shortage Survey, 35% of hiring managers globally are having difficulty filling jobs. Their top three challenges in filling jobs are: 1. lack of technical competencies (hard skills) 2. Lack of available applicants 3. Lack of experience The same report listed Technicians as the most difficult position to fill in the United States For most companies, Human Capital and Talent Management have never been more strategic and they are striving for ways streamline processes, reduce turnover, and lower costs (see this Oracle whitepaper, “ Simplify Workforce Management and Increase Global Agility”). Everyone I spoke to—partner, customer, and Oracle experts—agreed that it can be extremely challenging to hire and retain IT talent in today’s labor market. And they generally agreed on the causes: a. IT is so pervasive that there are myriad moving parts requiring support and expertise, b. thus, it’s hard for university graduates to step in and contribute immediately without experience and specialization, c. big IT companies generally aren’t the talent incubators that they were in the freewheeling 90’s due to bottom line pressures that require hiring talent that can hit the ground running, and d. it’s often too expensive for resource-strapped midsize companies to invest the time and money required to get graduates up to speed. Here are my top lessons learned from my conversations with the experts. 1. A Better Title Would Have Been, “The Challenges of Finding and Retaining IT Talent That Matches Your Requirements” There are more applicants than jobs but it’s getting tougher and tougher to find individuals that perfectly fit each and every role. Top performing companies are increasingly looking to hire the “almost ready”, striving to keep their existing talent more engaged, and leveraging their employee’s social and professional networks to quickly narrow down candidate searches (here’s another whitepaper, “A Strategic Approach to Talent Management”). 2. Size Matters—But So Does Location Midsize companies must strive to build cultures that compete favorably with what large enterprises can offer, especially when they aren’t within commuting distance of IT talent strongholds. They can’t always match the compensation and benefits offered by large enterprises so it's paramount to offer candidates high quality of life and opportunities to build their resumes in alignment with their long term career aspirations. 3. Get By With a Little Help From Your Friends It doesn’t always make sense to invest time and money in training an employee on a task they will not perform frequently. Or get in a bidding war for talent with skills that are rare and in high demand. Many midsize companies are finding that it makes good economic sense to contract with partners for remote support rather than trying to divvy up each and every role amongst their lean staff. Internal staff can be assigned to roles that will have the highest positive impact on achieving organizational goals. 4. It’s Actually Both “What You Know” AND “Who You Know” If I was hiring someone today I would absolutely leverage the social and professional networks of my co-workers. Period. Most research shows that hiring in this manner is less expensive and time consuming AND produces better results. There is also some evidence that suggests new hires from employees’ networks have higher job performance and retention rates. 5. I Have New Respect for Recruiters and Hiring Managers My hats off to them—it’s not easy hiring and retaining top talent with today’s challenges.   • Copy machine security issues.

    I am involved on a project to talk to communities about the risks of posting online content is social networks. But this time I was really impressed how far security concerns can go. This video from CBS news talks about security risks related to corporate fax/printers and scanners. It was very clear that when they got the machines they selected the machines by previous owner and they were not random machines, but still, I will never scan from my company machine again.   • Nautilus is really slow

    Nautilus used to be lightning fast.Now it's dead slow. I have tried upgrading the video card but that does not seem to be the problem. Also I found that there was a problem with the Dropbox uninstall, finally I replace it with pcmanfm which appears to be much faster but the down side is that I no longer have the gwibber social client and a lot of stuff don't work like they use to. Also I completely removed nautilus and couldn't even login to ubuntu to install again nautilus.How can I remove or repair nautilus, and use pcmanfm instead? I have a dell inspiron 1440 3gb ram / disk 300gb / Additionally, why does nautilus run fast when I run it as root? There are no USB devices attached to my computer. Thanks in advance

I thought I would start out today by talking about one of the most popular services, Twitter.   • Books and stories on programming culture, specifically in the 80's / early 90's

    I've enjoyed a number of (fiction/non-fiction books) about hacker culture and running a software business in the 80's, 90's. For some reason things seemed so much more exciting back then. Examples are: Microserfs (Douglas Coupland) Accidental Empires (Robert X. Cringely Almost Pefect (W.E. Peterson, online!) Coders at Work (Peter Seibel) Today I'm an entrepeneur and programmer. Back in the 80's a I was a young geek hacking DOS TSR's and coding GWBasic / QBasic. In the 90's I was a C.S. university student, experiencing the rise of the Internet world wide. When reading these books running a software business seemed so much more fun than it is nowadays. Things used to be so much simpler, opportunities seemed to be everywhere and the startups seemed to work with much more real problems (inventing spreadsheets, writing word processors in assembly on 6 different platforms) than all our current web 2.0 social networking toys. Does anyone share these feelings? Does anyone have any good (personal) stories from back then or know of other good books to read?

  • Oracle ETPM is renamed Oracle Public Sector Revenue Management (PSRM)

    We are excited to announce to that with the upcoming release of v2.4, we are renaming ETPM to Oracle Public Sector Revenue Management (Oracle PSRM).  This is a pure name change, and all terms and conditions for existing customer licensing remain unchanged.  We feel that this updated naming is a better reflection of our current customer base, which includes tax revenue for many Departments of Revenue, as well as agencies that at manage non-tax revenue, such as regulatory fees, loans, and social benefits.    Please note, as part of this name change, related products in the Oracle ETPM family, such as Oracle Tax Analytics, and Oracle ETPM Self Service, will be renamed at their next major product release to align to the Oracle PSRM theme.

  • How can we stop GitHub from emailing too many people too much? [migrated]

    I recently joined a research team that uses R and Git/GitHub. The team includes 4 full-time R programmers and 10 social scientists who only run simple analyses. I was told by one of the more experienced programmers on the project that they haven't found a way to use many of GitHub's tools for collaboration (bug reports, to-do lists, code comments, etc.) because they generate emails to everyone who is a contributor to the repo every time. This is incredibly puzzling to me, so I'd love to hear from someone that there are ways to adjust the email settings. I'd expect there would be multiple ways, so that individuals could opt-in or opt-out of certain emails, and also so contributors could explicitly choose whether certain people get certain emails or not. Is it possible to adjust these settings?

  • How to get paid and figure out if I want to keep this client [migrated]

    I have a client who is not paying on time, but it looks like the specifics don't match similar questions on this SE site. I got a call from a client I did website work for years ago. I had not done this kind of work for many years and frankly I'm not sure I want to now, but nevertheless about a month ago I agreed to bring his website, SEO, social media, and overall marketing for his small business up to speed. Why? He has told me many times how I'm the most honest, most well-informed contractor he's had experience with. And I personally kind of like him too. So I started working on an hourly basis. I sent one very small invoice and got paid. Then we talked a whole lot about all sorts of feature he would like me to implement. I started that work, and sent a second invoice on the first of the month (one of my two stated billing days). I didn't get paid. On every invoice it states that I charge a whopping ten percent per week late. I sent many voicemails and emails asking to please let me know what's going on with payment, and didn't get replies. Then the 15th of the month rolled around (which I stated initially as one of my invoicing dates). Since I hadn't been paid for the last invoice, I simply didn't send him an invoice at that time but emailed him and said that I will combine it with the next scheduled invoice for this reason (probably a bad idea I realize). Eventually he sent a portion of the invoice payment. I emailed back to let him know that he's three weeks late and what the remaining balance is. Finally we got in touch via phone. He basically told me that he thought I hadn't done all of the work I said I did. He looked at the page source code and it didn't look complete to him. I explained why his perception would be different and what work I had done as specified. He accepted this and said that part of the reason he didn't pay in full is that he's been swamped with personal family stuff, and part of the reason is that he didn't think I did all the work. That struck me as pretty weird. He also expressed concern that he has no idea now how much all the changes he has asked for are going to cost. And once again, he told me how honest and high-quality my services are compared to others he has dealt with. He also said he would pay me more (but not all) of the now three weeks overdue invoice that day. I didn't receive any payment. Basically this is how the client relationship strikes me: He's not good at communication. He's very busy and English isn't his first language. He almost never replies to emails but phone calls are fine. He's asked me to avoid emails for communication and I've asked him to please use email. He might not have enough money to afford all the things he has asked for. But so far I have been working for an hourly fee (which is quite high). He also has started paying monthly for hosting and social media services from me. What seems very abnormal is for a client to be so overdue on payments and to actually withhold payment of an invoice without any communication because he didn't think the work was done. I told him that I will send dollar estimates of each module of remaining work so that we can decide which ones are the highest priority if he cannot afford them all. I also reiterated that in the future if he has doubts about the work or an inability to pay, he must contact me immediately to say so. I basically plan to state the following to him: I would like to work for him and help his business. I also have sympathy for his recent family difficulties. I am happy to figure out payment plans that would work better for him, but first I need to be paid in full for all outstanding invoices, especially given that I skipped one of them just to be nice. The most crucial thing I need is communication about any problems with my work or his ability to pay. Once again, he heeds to pay in full immediately before we negotiate anything else. Does the above seem like an appropriate communication? Is anything missing from it? Is anything I'm doing here really abnormal?

  • Unity Gwibber lens doesn't work 12.10

    Is there something Specific I am needing to do to get the unity Gwibber/Social lens to work. I have gone into system settings and added google account, twitter account and facebook account. When I go to the lens however nothing is displayed at all its blank. I search any term including my name and it states nothing to display. So it remains blank. If I start gwibber itself it has found and does see my accounts new messages and posts. Any hints on what to try?

    Hi, I'm the webmaster for a small social network and have noticed that images uploaded by users are taking a big portion of the capacity available. These are mostly JPEGs. What solutions could I apply to reduce storage needs? Is there a way to reduce the size of images without affecting quality too much?     Social media has created an Always Connected World for us. Recently I enrolled myself to learn new technologies as a student. I had decided to focus on learning and decided not to stay connected on the internet while I am in the learning session. On the second day of the event after the learning was over, I noticed lots of notification from my friend on my various social media handle. He had connected with me on Twitter, Facebook, Google+, LinkedIn, YouTube as well SMS, WhatsApp on the phone, Skype messages and not to forget with a few emails. I right away called him up. The problem was very unique – let us hear the problem in his own words. “Pinal – we are in big trouble we are not able to figure out what is going on. Our product details table is continuously loosing rows. Lots of rows have disappeared since morning and we are unable to find why the rows are getting deleted. We have made sure that there is no DELETE command executed on the table as well. The matter of the fact, we have removed every single place the code which is referencing the table. We have done so many crazy things out of desperation but no luck. The rows are continuously deleted in a random pattern. Do you think we have problems with intrusion or virus?” After describing the problems he had pasted few rants about why I was not available during the day. I think it will be not smart to post those exact words here (due to many reasons). Well, my immediate reaction was to get online with him. His problem was unique to him and his team was all out to fix the issue since morning. As he said he has done quite a lot out in desperation. I started asking questions from audit, policy management and profiling the data. Very soon I realize that I think this problem was not as advanced as it looked. There was no intrusion, SQL Injection or virus issue. Well, long story short first - It was a very simple issue of foreign key created with ON UPDATE CASCADE and ON DELETE CASCADE.  CASCADE allows deletions or updates of key values to cascade through the tables defined to have foreign key relationships that can be traced back to the table on which the modification is performed. ON DELETE CASCADE specifies that if an attempt is made to delete a row with a key referenced by foreign keys in existing rows in other tables, all rows containing those foreign keys are also deleted. ON UPDATE CASCADE specifies that if an attempt is made to update a key value in a row, where the key value is referenced by foreign keys in existing rows in other tables, all of the foreign key values are also updated to the new value specified for the key. (Reference: BOL) In simple words – due to ON DELETE CASCASE whenever is specified when the data from Table A is deleted and if it is referenced in another table using foreign key it will be deleted as well. In my friend’s case, they had two tables, Products and ProductDetails. They had created foreign key referential integrity of the product id between the table. Now the as fall was up they were updating their catalogue. When they were updating the catalogue they were deleting products which are no more available. As the changes were cascading the corresponding rows were also deleted from another table. This is CORRECT. The matter of the fact, there is no error or anything and SQL Server is behaving how it should be behaving. The problem was in the understanding and inappropriate implementations of business logic.  What they needed was Product Master Table, Current Product Catalogue, and Product Order Details History tables. However, they were using only two tables and without proper understanding the relation between them was build using foreign keys. If there were only two table, they should have used soft delete which will not actually delete the record but just hide it from the original product table. This workaround could have got them saved from cascading delete issues. I will be writing a detailed post on the design implications etc in my future post as in above three lines I cannot cover every issue related to designing and it is also not the scope of the blog post. More about designing in future blog posts. Once they learn their mistake, they were happy as there was no intrusion but trust me sometime we are our own enemy and this is a great example of it.
