• College Ratings via the Federal Government

  A few weeks back you might remember news about a higher education rating system proposal from the Obama administration. As I've discussed previously, political and stakeholder pressures to improve outcomes and increase transparency are stronger than ever before. The executive branch proposal is intended to make progress in this area. Quoting from the proposal itself, "The ratings will be based upon such measures as: Access, such as percentage of students receiving Pell grants; Affordability, such as average tuition, scholarships, and loan debt; and Outcomes, such as graduation and transfer rates, graduate earnings, and advanced degrees of college graduates.” This is going to be quite complex, to say the least. Most notably, higher ed is not monolithic. From community and other 2-year colleges, to small private 4-year, to professional schools, to large public research institutions…the many walks of higher ed life are, well, many. Designing a ratings system that doesn't wind up with lots of unintended consequences and collateral damage will be difficult. At best you would end up potentially tarnishing the reputation of certain institutions that were actually performing well against the metrics and outcome measures that make sense in their "context" of education. At worst you could spend a lot of time and resources designing a system that would lose credibility with its "customers". A lot of institutions I work with already have in place systems like the one described above. They are tracking completion rates, completion timeframes, transfers to other institutions, job placement, and salary information. As I talk to these institutions there are several constants worth noting: • Deciding on which metrics to measure is complicated. While employment and salary data are relatively easy to track, qualitative measures are more difficult. How do you quantify the benefit to someone who studies in one field that may not compensate him or her as well as another field but that provides huge personal fulfillment and reward is a difficult measure to quantify? • The data is available but the systems to transform the data into actual information that can be used in meaningful ways are not. Too often in higher ed information is siloed. As such, much of the data that need to be a part of a comprehensive system sit in multiple organizations, oftentimes outside the reach of core IT. • Politics and culture are big barriers. One of the areas that my team and I spend a lot of time talking about with higher ed institutions all over the world is the imperative to optimize for student success. This, like the tracking of the students’ achievement after graduation, requires a level or organizational capacity that does not currently exist. The primary barrier is the culture of "data islands" in higher ed, and the need for leadership to drive out the divisions between departments, schools, colleges, etc. and institute academy-wide analytics and data stewardship initiatives that will enable student success. • Data quality is a very big issue. So many disparate systems exist (some on premise, some "in the cloud") that keep data about "persons" using different means to identify them. Establishing a single source of truth about an individual and his or her data is difficult without some type of data quality policy and tools. Good tools actually exist but are seldom leveraged. Don't misunderstand - I think it's a great idea to drive additional transparency and accountability into the system of higher education. And not just at home, but globally. Students and parents need access to key data to make informed, responsible choices. The tools exist to not only enable this kind of information to be shared but to capture the very metrics stakeholders care most about and in a way that makes sense in the context of a given institution's "place" in the overall higher ed panoply.

• Is hidden content (display: none;) -indexed- by search engines? [closed]

  Possible Duplicate: How bad is it to use display: none in CSS? We've established on this site before (in this question) that, since there are so many legitimate uses for hiding content with display: none; when creating interactive features, that sites aren't automatically penalised for content that is hidden this way (so long as it doesn't look algorithmically spammy). Google's Webmaster guidelines also make clear that a good practice when using content that is initially legitimately hidden for interactivity purposes is to also include the same content in a <noscript> tag, and Google recommend that if you design and code for users including users with screen readers or javascript disabled, then 9 times out of 10 good relevant search rankings will follow (though their specific advice seems more written for cases where javascript writes new content to the page). JavaScript: Place the same content from the JavaScript in a tag. If you use this method, ensure the contents are exactly the same as what’s contained in the JavaScript, and that this content is shown to visitors who do not have JavaScript enabled in their browser. So, best practice seems pretty clear. What I can't find out is, however, the simple factual matter of whether hidden content is indexed by search engines (but with potential penalties if it looks 'spammy'), or, whether it is ignored, or, whether it is indexed but with a lower weighting (like <noscript> content is, apparently). (for bonus points it would be great to know if this varies or is consistent between display: none;, visibility: hidden;, etc, but that isn't crucial). This is different to the other questions on display:none; and SEO - those are about good and bad practice and the answers are discussions of good and bad practice, I'm interested simply in the factual 'Yes or no' question of whether search engines index, or ignore, content that is in display: none; - something those other questions' answers aren't totally clear on. One other question has an answer, "Yes", supported by a link to an article that doesn't really clear things up: it establishes that search engines can spot that text is hidden, it discusses (again) whether hidden text causes sites to be marked as spam, and ultimately concludes that in mid 2011, Google's policy on hidden text was evolving, and that they hadn't at that time started automatically penalising display:none; or marking it as spam. It's clear that display: none; isn't always spam and isn't always treated as spam (many Google sites use it...): but this doesn't clear up how, or if, it is indexed. What I will do will be to follow the guidelines and make sure that all the content that is initially hidden which regular users can explore using javascript-driven interactivity is also structured in way that noscript/screenreader users can use. So I'm not interested in best practice, opinions etc because best practice seems to be really clear: accessibility best practices boosts SEO. But I'd like to know what exactly will happen: whether any display: none; content I have alongside <noscript> or otherwise accessibility-optimised content will be be ignored, or indexed again, or picked up to compare against the <noscript> content but not indexed... etc.

• Multiple Exception Handlers for one exception type

  I am using Enterprose Library 4.1. I have created a custom exception handler called CustomHandler. • Exception on SslStream.AuthenticateAsClient (The message was badly formatted)

  I have got wierd problem going on. I am trying to connect to Apple server via TCP/SSL. I am using a Client certificate provided by Apple for push notifications. I installed the certificate on my server (Win2k3) in both Local Trusted Root certificates and Local Personal Certificates folder. Now I have a class library that deals with that connection, when i call this class library from a console application running from the server it works absolutely fine, but when i call that class library from an asp.net page or asmx web service I get the following exception. A call to SSPI failed, see inner exception. The message received was unexpected or badly formatted. This is my code: X509Certificate cert = new X509Certificate(certificateLocation, certificatePassword); X509CertificateCollection certCollection = new X509CertificateCollection(new X509Certificate[1] { cert }); // OPEN the new SSL Stream SslStream ssl = new SslStream(client.GetStream(), false, new RemoteCertificateValidationCallback(ValidateServerCertificate), null); ssl.AuthenticateAsClient(ipAddress, certCollection, SslProtocols.Default, false); ssl.AuthenticateAsClient is where the error gets thrown. This is driving me nuts. If the console application can connect fine, there must be some problem with asp.net network layer security that is failing the authentication... not sure, perhaps need to add something or some sort of security policy in the web.config. Also just to point out that i can connect fine on my local development machine both with console and website. Anyone has got any ideas?

• ASP.NET PowerShell Impersonation

  I have developed an ASP.NET MVC Web Application to execute PowerShell scripts. I am using the VS web server and can execute scripts fine. However, a requirement is that users are able to execute scripts against AD to perform actions that their own user accounts are not allowed to do. Therefore I am using impersonation to switch the identity before creating the PowerShell runspace: Runspace runspace = RunspaceFactory.CreateRunspace(config); var currentuser = WindowsIdentity.GetCurrent().Name; if (runspace.RunspaceStateInfo.State == RunspaceState.BeforeOpen) { runspace.Open(); } I have tested using a domain admin account and I get the following exception when calling runspace.Open(): Security Exception Description: The application attempted to perform an operation not allowed by the security policy. To grant this application the required permission please contact your system administrator or change the application's trust level in the configuration file. Exception Details: System.Security.SecurityException: Requested registry access is not allowed. The web application is running in full trust and I have explicitly added the account I am using for impersonation to the local administrators group of the machine (even though the domain admins group was already there). I'm using advapi32.dll LogonUser call to perform the impersonation in a similar way to this post (http://blogs.msdn.com/webdav_101/archive/2008/09/25/howto-calling-exchange-powershell-from-an-impersonated-thead.aspx) Any help appreciated as this is a bit of a show stopper at the moment. • GridView row remove and animation - Android

  I have a GridView in which each row has a custom view. The grid view adapter has an array that keeps the custom view. At click of a button, I want to remove a specific row from the Grid and while doing so I want animation on it. I have an AnimationListener. When I remove the upper most row from the array and setAdapter in onAnimationEnd(). It works perfectly fine. But, when I remove any other row, it gives a NullPointerException in the main thread.   I'm currently using MongoDB to record application logs, and while I'm quite happy with both the performance and with being able to dump arbitrary structured data into log records, I'm troubled by the mutability of log records once stored. In a traditional database, I would structure the grants for my log tables such that the application user had INSERT and SELECT privileges, but not UPDATE or DELETE. Similarly, in CouchDB, I could write a update validator function that rejected all attempts to modify an existing document. However, I've been unable to find a way to restrict operations on a MongoDB database or collection beyond the three access levels (no access, read-only, "god mode") documented in the security topic on the MongoDB wiki. Has anyone else deployed MongoDB as a document store in a setting where immutability (or at least change tracking) for documents was a requirement? What tricks or techniques did you use to ensure that poorly-written or malicious application code could not modify or destroy existing log records? Do I need to wrap my MongoDB logging in a service layer that enforces the write-only policy, or can I use some combination of configuration, query hacking, and replication to ensure a consistent, audit-able record is maintained?

• Sharing an assembly between ASP.NET and Silverlight

  Hi, I've created an assembly to share it between my main app and the silverlight app. At the beginning it looked like it was going to work but now I get this exception: "System.IO.FileNotFoundException was caught, Message="Could not load file or assembly 'System.Xml.Linq". I'm using .NET 3.5 Sp1 and Silverlight 3. That shared assembly uses System.Xml.Linq, and it cannot find it... I think because it is trying to find that version in the .NET framework instead looking in the silverlight one. How can I fix this? Cheers. • Weblogic is slow to start (11mins) under VM (VirtualBox and VMware)

  (SOLVED! BY FAKING SYSTEM RANDOM GENERATOR, SEE BELOW) I'm setting up a VM image for my dev/build team. Inside that VM a Weblogic domain should be running. I use Ububtu server distro, WLS 9.2MP3 + ALSB. Everything works OK, quite fast, but at the start time the WLS stops twice for a measurable amounts of time. Two stops in total amount to about 10 minutes delay. For tasks where deployment requires server restart it's very annoying. :-( Sleeping time is not constant, sometimes the server starts very fast, sometimes so-so, sometimes 10 minutes or more. Interesting that if I press Enter while looking at the stopped server, it wakes up much faster, sometimes after a few seconds. WLST (Weblogic Jython shell) is also hanging for quite a time when executed in VM. It doesn't react to Enter though. Here must be some developers who run WLS with a VM. I wonder if others have the same problem? Was someone able to solve it?   I'm trying to call a function in a Silverlight 4 component to open a file dialog and upload a file to the server. Everything works well within Silverlight but I'd like to call the component from JavaScript. So I call the button click handler from a C#-function which is [ScriptableMember]. For Silverlight this is merely a function call. Is this new policy from Silverlight 4? Is it still possible to only use Silverlight behind to screens to upload a file? Any help is appreciated.

• Positioning Layers and text gradients with css

  I'm a CSS newbie trying to get some text gradients going on. I tried this code here but it didn't work for me, most likely because the h1 object is nested within a #header div. I imagine there's something to do with layers that I don't know about. Either I get a gradent block that is in front of everything or it's not appearing at all. • IP address spoofing using Source Routing

  With IP options we can specify the route we want an IP packet to take while connecting to a server. If we know that a particular server provides some extra functionality based on the IP address can we not utilize this by spoofing an IP packet so that the source IP address is the privileged IP address and one of the hosts on the Source Routing is our own. So if the privileged IP address is x1 and server IP address is x2 and my own IP address is x3. I send a packet from x1 to x2 which is supposed to pass through x3. x1 does not actually send the packet. It is just that x2 thinks the packet came from x1 via x3. Now in response if x2 uses the same routing policy (as a matter of courtesy to x1) then all packets would be received by x3. Will the destination typically use the same IP address sequences as specified in the routing header so that packets coming from the server pass through my IP where I can get the required information? Can we not spoof a TCP connection in the above case? Is this attack used in practice?

• Preventing Flex application caching in browser (multiple modules)

  I have a Flex application with multiple modules. When I redeploy the application I was finding that modules (which are deployed as separate swf files) were being cached in the browser and the new versions weren't being loaded. So i tried the age old trick of adding ?version=xxx to all the modules when they are loaded. The value xxx is a global parameter which is actually stored in the host html page: var moduleSection:ModuleLoaderSection; moduleSection = new ModuleLoaderSection(); moduleSection.visible = false; moduleSection.moduleName = moduleName + "?version=" + MySite.masterVersion; In addition I needed to add ?version=xxx to the main .swf that was being loaded. Since this is done by HTML I had to do this by modifying my AC_OETags.js file as below : function AC_FL_RunContent(){ var ret = AC_GetArgs ( arguments, ".swf?mv=" + getMasterVersion(), "movie", "clsid:d27cdb6e-ae6d-11cf-96b8-444553540000" , "application/x-shockwave-flash" ); AC_Generateobj(ret.objAttrs, ret.params, ret.embedAttrs); } This is all fine and works great. I just have a hard time believing that Adobe doesn't already have a way to handle this. Given that Flex is being targeted to design modular applications for business I find it especially surprising. What do other people do? I need to make sure my application reloads correctly even if someone has once per session selected for their 'browser cache checking policy'.

I've checked a couple of times that the application is running in Full trust.   My toy project to learn & apply Reinforcement Learning is: - An agent tries to reach a goal state "safely" & "quickly".... - But there are projectiles and rockets that are launched upon the agent in the way. - The agent can determine rockets position -with some noise- only if they are "near" - The agent then must learn to avoid crashing into these rockets.. - The agent has -rechargable with time- fuel which is consumed in agent motion - Continuous Actions: Accelerating forward - Turning with angle I need some hints and names of RL algorithms that suit that case.. - I think it is POMDP , but can I model it as MDP and just ignore noise? - In case POMDP, What is the recommended way for evaluating probability? - Which is better to use in this case: Value functions or Policy Iterations? - Can I use NN to model environment dynamics instead of using explicit equations? - If yes, Is there a specific type/model of NN to be recommended? - I think Actions must be discretized, right? I know it will take time and effort to learn such a topic, but I am eager to.. You may answer some of the questions if you can not answer all... Thanks

• Excel Plug-In Assembly Loading Problem (Access Denied)

  I am developing an Excel 2003 add-in using Visual Studio 2008. My add-in loads fine; however, it loads plug-ins from other C# DLL's. I would like this to be done dynamically at run time so referencing them during development is something I would rather not do. Anyways, anytime I try to load a DLL from the Excel add-in at start up, it throws a security exception. This particular example is HTML Agility Pack. It's not a plug-in but a plug-in's dependency. But nonetheless it won't even load: {System.IO.FileLoadException: Could not load file or assembly 'HtmlAgilityPack, Version=1.4.0.0, Culture=neutral, PublicKeyToken=bd319b19eaf3b43a' or one of its dependencies.
