  • PASS: Bylaw Change 2013

    PASS launched a Global Growth Initiative in the Summer of 2011 with the appointment of three international Board advisors.  Since then we’ve thought and talked extensively about how we make PASS more relevant to our members outside the US and Canada.  We’ve collected much of that discussion in our Global Growth site.  You can find vision documents, plans, governance proposals, feedback sites, and transcripts of Twitter chats and town hall meetings.  We also address these plans at the Board Q&A during the 2012 Summit. One of the biggest changes coming out of this process is around how we elect Board members.  And that requires a change to the bylaws.  We published the proposed bylaw changes as a red-lined document so you can clearly see the changes.  Our goal in these bylaw changes was to address the changes required by the global growth initiatives, conduct a legal review of the document and address other minor issues in the document.  There are numerous small wording changes throughout the document.  For example, we replaced every reference of “The Corporation” with the word “PASS” so it now reads “PASS is organized…”. Board Composition The biggest change in these bylaw changes is how the Board is composed and elected.  This discussion starts in section VI.2.  This section now says that some elected directors will come from geographic regions.  I think this is the best way to make sure we give all of our members a voice in the leadership of the organization.  The key parts of this section are: The remaining Directors (i.e. the non-Officer Directors and non-Vendor Appointed Directors) shall be elected by the voting membership (“Elected Directors”). Elected Directors shall include representatives of defined PASS regions (“Regions”) as set forth below (“Regional Directors”) and at minimum one (1) additional Director-at-Large whose selection is not limited by region. Regional Directors shall include, but are not limited to, two (2) seats for the Region covering Canada and the United States of America. Additional Regions for the purpose of electing additional Regional Directors and additional Director-at-Large seats for the purpose of expanding the Board shall be defined by a majority vote of the current Board of Directors and must be established prior to the public call for nominations in the general election. Previously defined Regions and seats approved by the Board of Directors shall remain in effect and can only be modified by a 2/3 majority vote by the then current Board of Directors. Currently PASS has six At-Large Directors elected by the members.  These changes allow for a Regional Director position that is elected by the members but must come from a particular region.  It also stipulates that there must always be at least one Director-at-Large who can come from any region. We also understand that PASS is currently a very US-centric organization.  Our Summit is held in America, roughly half our chapters are in the US and Canada and most of the Board members over the last ten years have come from America.  We wanted to reflect that by making sure that our US and Canadian volunteers would continue to play a significant role by ensuring that two Regional seats are reserved specifically for Canada and the US. Other than that, the bylaws don’t create any specific regional seats.  These rules allow us to create Regional Director seats but don’t require it.  We haven’t fully discussed what the criteria will be in order for a region to have a seat designated for it or how many regions there will be.  In our discussions we’ve broadly discussed regions for United States and Canada Europe, Middle East, and Africa (EMEA) Australia, New Zealand and Asia (also known as Asia Pacific or APAC) Mexico, South America, and Central America (LATAM) As you can see, our thinking is that there will be a few large regions.  I’ve also considered a non-North America region that we can gradually split into the regions above as our membership grows in those areas.  The regions will be defined by a policy document that will be published prior to the elections. I’m hoping that over the next year we can begin to publish more of what we do as Board-approved policy documents. While the bylaws only require a single non-region specific At-large Director, I would expect we would always have two.  That way we can have one in each election.  I think it’s important that we always have one seat open that anyone who is eligible to run for the Board can contest.  The Board is required to have any regions defined prior to the start of the election process. Board Elections – Regional Seats We spent a lot of time discussing how the elections would work for these Regional Director seats.  Ultimately we decided that the simplest solution is that every PASS member should vote for every open seat.  Section VIII.3 reads: Candidates who are eligible (i.e. eligible to serve in such capacity subject to the criteria set forth herein or adopted by the Board of Directors) shall be designated to fill open Board seats in the following order of priority on the basis of total votes received: (i) full term Regional Director seats, (ii) full term Director-at-Large seats, (iii) not full term (vacated) Regional Director seats, (iv) not full term (vacated) Director-at-Large seats. For the purposes of clarity, because of eligibility requirements, it is contemplated that the candidates designated to the open Board seats may not receive more votes than certain other candidates who are not selected to the Board. We debated whether to have multiple ballots or one single ballot.  Multiple ballot elections get complicated quickly.  Let’s say we have a ballot for US/Canada and one for Region 2.  After that we’d need a mechanism to merge those two together and come up with the winner of the at-large seat or have another election for the at-large position.  We think the best way to do this is a single ballot and putting the highest vote getters into the most restrictive seats.  Let’s look at an example: There are seats open for Region 1, Region 2 and at-large.  The election results are as follows: Candidate A (eligible for Region 1) – 550 votes Candidate B (eligible for Region 1) – 525 votes Candidate C (eligible for Region 1) – 475 votes Candidate D (eligible for Region 2) – 125 votes Candidate E (eligible for Region 2) – 75 votes In this case, Candidate A is the winner for Region 1 and is assigned that seat.  Candidate D is the winner for Region 2 and is assigned that seat.  The at-large seat is filled by the high remaining vote getter which is Candidate B. The key point to understand is that we may have a situation where a person with a lower vote total is elected to a regional seat and a person with a higher vote total is excluded.  This will be true whether we had multiple ballots or a single ballot.  Board Elections – Vacant Seats The other change to the election process is for vacant Board seats.  The actual changes are sprinkled throughout the document. Previously we didn’t have a mechanism that allowed for an election of a Board seat that we knew would be vacant in the future.  The most common case is when a Board members moves to an Officer role in the middle of their term.  One of the key changes is to allow the number of votes members have to match the number of open seats.  This allows each voter to express their preference on all open seats.  This only applies when we know about the opening prior to the call for nominations.  This all means that if there’s a seat will be open at the start of the next Board term, and we know about it prior to the call for nominations, we can include that seat in the elections.  Ultimately, the aim is to have PASS members decide who sits on the Board in as many situations as possible. We discussed the option of changing the bylaws to just take next highest vote-getter in all other cases.  I think that’s wrong for the following reasons: All voters aren’t able to express an opinion on all candidates.  If there are five people running for three seats, you can only vote for three.  You have no way to express your preference between #4 and #5. Different candidates may have different information about the number of seats available.  A person may learn that a Board member plans to resign at the end of the year prior to that information being made public. They may understand that the top four vote getters will end up on the Board while the rest of the members believe there are only three openings.  This may affect someone’s decision to run.  I don’t think this creates a transparent, fair election. Board members may use their knowledge of the election results to decide whether to remain on the Board or not.  Admittedly this one is unlikely but I don’t want to create a situation where this accusation can be leveled. I think the majority of vacancies in the future will be handled through elections.  The bylaw section quoted above also indicates that partial term vacancies will be filled after the full term seats are filled. Removing Directors Section VI.7 on removing directors has always had a clause that allowed members to remove an elected director.  We also had a clause that allowed appointed directors to be removed.  We added a clause that allows the Board to remove for cause any director with a 2/3 majority vote.  The updated text reads: Any Director may be removed for cause by a 2/3 majority vote of the Board of Directors whenever in its judgment the best interests of PASS would be served thereby. Notwithstanding the foregoing, the authority of any Director to act as in an official capacity as a Director or Officer of PASS may be suspended by the Board of Directors for cause. Cause for suspension or removal of a Director shall include but not be limited to failure to meet any Board-approved performance expectations or the presence of a reason for suspension or dismissal as listed in Addendum B of these Bylaws. The first paragraph is updated and the second and third are unchanged (except cleaning up language).  If you scroll down and look at Addendum B of these bylaws you find the following: Cause for suspension or dismissal of a member of the Board of Directors may include: Inability to attend Board meetings on a regular basis. Inability or unwillingness to act in a capacity designated by the Board of Directors. Failure to fulfill the responsibilities of the office. Inability to represent the Region elected to represent Failure to act in a manner consistent with PASS's Bylaws and/or policies. Misrepresentation of responsibility and/or authority. Misrepresentation of PASS. Unresolved conflict of interests with Board responsibilities. Breach of confidentiality. The bold line about your inability to represent your region is what we added to the bylaws in this revision.  We also added a clause to section VII.3 allowing the Board to remove an officer.  That clause is much less restrictive.  It doesn’t require cause and only requires a simple majority. The Board of Directors may remove any Officer whenever in their judgment the best interests of PASS shall be served by such removal. Other There are numerous other small changes throughout the document. Proxy voting.  The laws around how members and Board members proxy votes are specific in Illinois law.  PASS is an Illinois corporation and is subject to Illinois laws.  We changed section IV.5 to come into compliance with those laws.  Specifically this says you can only vote through a proxy if you have a written proxy through your authorized attorney.  English language proficiency.  As we increase our global footprint we come across more members that aren’t native English speakers.  The business of PASS is conducted in English and it’s important that our Board members speak English.  If we get big enough to afford translators, we may be able to relax this but right now we need English language skills for effective Board members. Committees.  The language around committees in section IX is old and dated.  Our lawyers advised us to clean it up.  This section specifically applies to any committees that the Board may form outside of portfolios.  We removed the term limits, quorum and vacancies clause.  We don’t currently have any committees that this would apply to.  The Nominating Committee is covered elsewhere in the bylaws. Electronic Votes.  The change allows the Board to vote via email but the results must be unanimous.  This is to conform with Illinois state law. Immediate Past President.  There was no mechanism to fill the IPP role if an outgoing President chose not to participate.  We changed section VII.8 to allow the Board to invite any previous President to fill the role by majority vote. Nominations Committee.  We’ve opened the language to allow for the transparent election of the Nominations Committee as outlined by the 2011 Election Review Committee. Revocation of Charters. The language surrounding the revocation of charters for local groups was flagged by the lawyers. We have allowed for the local user group to make all necessary payment before considering returning of items to PASS if required. Bylaw notification. We’ve spent countless meetings working on these bylaws with the intent to not open them again any time in the near future. Should the bylaws be opened again, we have included a clause ensuring that the PASS membership is involved. I’m proud that the Board has remained committed to transparency and accountability to members. This clause will require that same level of commitment in the future even when all the current Board members have rolled off.   • BizTalk Server 2013 beta on Windows 8 (with Visual Studio 2012, SQL Server 2012 &amp; ESB Toolkit 2.2)

    Hello BizTalkers, Finally, Microsoft released the beta version of BizTalk Server 2010 R2 and now its called BizTalk Server 2013. I had tried the BTS 2010 R2 CTP version on Windows Azure VM and particularly I was excited about the RESTful services support and ESB fully integrated into BizTalk. Well didn’t get chance to test it much, Azure & VM running cost associated . Anyways, I was waiting for this announcement and I was so much glad that Microsoft finally released the on premise one.  Check what’s new in the BizTalk Server 2013.  Officially Microsoft says that BizTalk Server 2013 “beta” is not supported on Windows 8 but I was curious to try it out. Below is my installation and configuration experience. Virtual Machine configuration: VM Ware Workstation 9.0. Windows 8 Enterprise x64. SQL Server 2012. Visual Studio 2012 Ultimate. BizTalk Server 2013 beta. Windows 8 Machine name: WIN8 Local Administrator account name: Admin First I installed Windows 8 Enterprise on a VM Ware Workstation 9.0 and updated the OS. Even Windows 8 is the new release so luckily didn’t had much updates to perform. Next Installed Visual Studio 2012 Ultimate which was straightforward installation. Next Installed SQL Server 2012. Select New SQL Server stand-alone installation & followed the steps as shown in the screenshot below.   Once the installation is finished, fire up SQL Server Management Studio and try connecting. Initially when the management studio opened up, I thought why did Visual Studio 2010 open when I tried opening SQL Management studio but well, they made the interface alike VS 2010. Cool, I like it. Next is the real deal, download the BizTalk Server 2013 and unzip to particular folder. Double click the Setup.exe and follow the steps in the screenshots. Install Microsoft BizTalk Server 2013 beta. I selected all the normal artifacts and also all the artifacts under Additional Software's. So far so good. Next Launch BizTalk Server Configuration and I used Basic configuration as shown in screenshot below. Didn’t expect to see this but “wala”. Successful in the first shot. Still I wasn’t sure & something would have gone wrong so fired up the BizTalk Server Administration Console and that too came up just fine. Still was not able to believe so created a simple messaging application:  message in –> message out and that too worked just fine. Finally I was convinced that BizTalk Server 2013 did work on Windows 8. Next step was to install the ESB Toolkit 2.2 which is now integrated with BizTalk Server and does not come as a separate standalone installation file. Again run the BizTalk Setup.exe from the unzipped folder. Install Microsoft ESB Toolkit. Next, unlike ESB Configuration would  not open up by itself so go to “Windows 8 so called Start” (I could not resist to write this) and open the ESB Toolkit Configuration wizard. Below screenshot display the configurations I used. Also you can find them on MSDN here. Finally after the ESB Configuration, I open Admin Console and checked the 2 ESB application deployed. Cool. This concludes my experience about installation and configuration of BizTalk Server 2013 Beta & ESB Toolkit 2.2 on Windows 8.   • Why is my Current Printer unavailable in Office ?

    Whenever I try to print any document from Microsoft Office 2007 in Windows Vista 64-bit there is a great possibility that the print job will fail with the following error message: Current printer is unavailable. Select another printer. Only problem is no printer works, not even Bullzip PDF Printer. The only way to resolve this that I have found so far is a reboot, but I don't want to do that all the time. I am using Windows Vista 64-bit. I've had the problem using both SP1 and SP2. The problem occurs on both locally installed and network printers, as well as the virtual printer Bullzip PDF Printer. My primary source of the problem has been Excel, but the error has also occurred in Word. Changing the default printer and restarting the Microsoft Office-application solves this temporarily, but not permanently. Google:ing the error message returns a lot of questions but no solutions, so seems like a frequent problem. What could be a permanent solution for this problem? UPDATE: It seems that my problem stems from me opening MS Office applications by opening a document from Total Commander with administrative rights. This somehow makes the applications not find the printers. Opening MS Office applications either from the Start menu or by opening a document in a non-administrator Explorer allows me to print.

  • Volume licenced copy of MS Office 2007 shows "Non Commercial Use" in title bar

    I have just removed the demo copy of Office 2007 preinstalled on a new laptop and replaced it with an install of the full professional edition downloaded from the MS Volume Licensing site and installed one of our volume licence keys, yet the apps (Word etc.) show "Non Commercial Use" in the title bar, which is what usually happens in the Home and Student edition. I have tried: Deleting the Office registration keys in the registry and using one of our other Office 2007 volume licence keys (we have 7) when prompted to re-register Uninstalling Office completely and reinstalling it from a newly-downloaded ISO burned to CD and also from a compressed file that installs from hard disk/USB stick (both from Microsoft - no dodgy stuff) Yet the non-commercial message persists. Although it's a cosmetic issue, the laptop is going to be used for customer presentations and so the sales person is rightly concerned about the image this portrays. I presume there may be something floating around the registry or in a file somewhere but I can't find it. Articles I have found elsewhere just refer to the message being related to the use of a Home and Student licence key, which is 100% not the case. Any thoughts? Thanks.

  • Set up tunnel to HE.net and now only ipv6.google.com works, but other sites ping fine.

    I'm setting up IPv6 using my router which is running OpenWRT, version Backfire 10.03.1-rc4. I made a tunnel using Hurricane Electric's tunnel broker and set it up on the router and I'm using RADVD to hand out IPv6 addresses. My problem is that on computers on the network, I can only access ipv6.google.com using a browser, but other sites seem to be loading forever and won't open in any browser. I can ping and traceroute to them fine, but can't open them with a browser. I can open any site normally with a browser from the router. Stopping firewall service on the router doesn't help, so it's probably not a firewall issue. All AAAA records resolve fine, so it's probably not a DNS issue. Computers on the network get their IPv6 addresses fine, so it's probably not a radvd issue. Similar setup worked fine for SixXs, but I'm having problems with my PoP there, so I decided to move to HE.     I have a peculiar problem in Microsoft Office 2007 (Word). When I am using single quotes, the first time I type a ' it appears as a , instead. For example, typing ''' translates to ,'' in Word, necessitating me to go back and delete the comma so that I can correctly single-quote words. Is there a solution to this? Also, the dictionary was set to German when I first started using the application, but I set it to US English after that.

  • Cannot install Office 2003 Professional on a machine which formerly had 2003 Basic

    Hi to all, I have a problem with one of our PCs. I've inherited this PC and it's always had MS Office basic on it; the time has come to install our Access application on it, so I'm trying to install Office Professional 2003, the problem I have is the installer says the license key is invalid; I can only assume this is down to the fact that the PC used to have Office Basic installed. I've deleted the registration keys for the OFFICE11 section of the registry, but am still getting the problem... Any suggestions as to how to kill any trace of the old install would be appreciated - its' no longer showing up in the add/remove programs window.

  • Clean Code Developer & Certification in IT - MSCC 21.09.2013

    It was a very busy weekend this time, and quite some hectic to organise the second meetup on a Saturday for the Mauritius Software Craftsmanship Community (MSCC) but it was absolutely fun. Following, I'm writing a brief summary about the topics we spoke about and the new impulses I got. "What a meetup... I was positively impressed. At the beginning I thought that noone would actually show up but then by the time the room got filled. Lots of conversation, great dialogues and fantastic networking between fresh students, experienced students, experienced employees, and self-employed attendees. That's what community is all about!" Above quote was my first reaction shortly after the gathering. And despite being busy during the weekend and yesterday, I took my time to reflect a little bit on things happened and statements made before writing it here on my blog. Additionally, I was also very curious about possible reactions and blogs from other attendees. Reactions from other craftsmen Let me quickly give you some links and quotes from others first... We’re indeed a bunch of crazy geeks who did not realise how time flew as we dived into the myriad discussions that sprouted. So, should I really write more? Wouldn't that spoil the impressions? Starting the day with a surprise Indeed, I was very pleased to stumble over the existence of Mobile Monday Mauritius on LinkedIn, an association about any kind of mobile app development, mobile gadgets and latest smartphones on the market. Despite the Monday in their name they had scheduled their recent meeting on Saturday between 10:00 and 12:00hrs. Wow, what a coincidence! Let's grap the bull by its horns and pay them an introductory visit. As they chose the Ebene Accelerator at the Orange Tower in Ebene it was a no-brainer to leave home a bit earlier and stop by. It was quite an experience and fun to talk to the geeks over there. Really looking forward to organise something together.... Arriving at the venue As the children got a bit uneasy at the MoMo gathering and I didn't want to disturb them too much, we arrived early at Bagatelle. Well, no problems as we went for a decent breakfast at Food Lover's Market. Shortly afterwards we went to our venue location, Talking Drums, and prepared the room for the meeting. We only had to take off a repro-painting of the wall in order to have a decent area for the projector. All went very smooth and my two little ones were of great help. Just in time, our first craftsman Avinash arrived on the spot. And then the waiting started... Luckily, not too long. Bit by bit more and more IT people came to join our meeting. Meanwhile, I used the time to give a brief introduction about the MSCC in general, what we are (hm, maybe I am) trying to achieve and that the recent phase is completely focused on creating more awareness that a community like the MSCC is active here in Mauritius. As soon as we reached some 'critical mass' of about ten people I asked everyone for a short introduction and bio, just in case... Conversation between participants started to kick in and we were actually more networking than having a focus on our topics of the day. Quick updates on latest news and development around the MSCC Finally, Clean Code Developer No matter how the position is actually called, whether it is Software Engineer, Software Developer, Programmer, Architect, or Craftsman, anyone working in IT is facing almost the same obstacles. As for the process of writing software applications there are re-occurring patterns and principles combined with some common exercise and best practices on how to resolve them. Initiated by the must-read book 'Clean Code' by Robert C. Martin (aka Uncle Bob) the concept of the Clean Code Developer (CCD) was born already some years ago. CCD is much likely to traditional martial arts where you create awareness of certain principles and learn how to apply practices to improve your style. The CCD initiative recommends to indicate your level of knowledge and experience with coloured wrist bands - equivalent to the belt colours - for various reasons. Frankly speaking, I think that the biggest advantage here is provided by the obvious recognition of conceptual understanding. For example, take the situation of a team meeting... A member with a higher grade in CCD, say Green grade, sees that there are mainly Red grades to talk to, and adjusts her way of communication to their level of understanding. The choice of words might change as certain elements of CCD are not yet familiar to all team members. So instead of talking in an abstract way which only Green grades could follow the whole scenario comes down to Red grade level. Different story, better results... Similar to learning martial arts, we only covered two grades during this occasion - black and red. Most interestingly, there was quite some positive feedback and lots of questions about the principles and practices of the red grade. And we gathered real-world examples from various craftsman and discussed them. Following the Clean Code Developer Red Grade and some annotations from our meetup: CCD Red Grade - Principles Don't Repeat Yourself - DRY Keep It Simple, Stupid (and Short) - KISS Beware of Optimisations! Favour Composition over Inheritance - FCoI Interestingly most of the attendees already heard about those key words but couldn't really classify or categorize them. It's very similar to a situation in which you do not the particular for a thing and have to describe it to others... until someone tells you the actual name and suddenly all is very simple. CCD Red Grade - Practices Follow the Boy Scouts Rule Root Cause Analysis - RCA Use a Version Control System Apply Simple Refactoring Pattern Reflect Daily Introduction to the principles and practices of Clean Code Developer - here: Red Grade As for the various ToDo's we commonly agreed that the Boy Scout Rule clearly is not limited to software development or IT administration but applies to daily life in general. Same for the root cause analysis, btw. We really had good stories with surprisingly endings and conclusions. A quick check about who is using a version control system brought more drive into the conversation. Not only that we had people that aren't using any VCS at all, we also had the 'classic' approach of backup folders and naming conventions as well as the VCS 'junkie' that has to use multiple systems at a time. Just for the records: Git and GitHub seem to be in favour of some of the attendees. Regarding the daily reflection at the end of the day we came up with an easy solution: Wrap it up as a blog entry! Certifications in IT This is kind of a controversy in IT in general. Is it interesting to go for certifications or are they completely obsolete? What are the possibilities to get certified? What are the options we have in Mauritius? How would certificates stand compared to other educational tracks like Computer Science or Web Design. The ratio between craftsmen with certifications like MCP, MSTS, CCNA or LPI versus the ones without wasn't in favour for the first group but there was a high interest in the topic itself and some were really surprised to hear that exam preparations are completely free available online including temporarily voucher codes for either discounts or completely free exams. Furthermore, we discussed possible options on forming so-called study groups on a specific certificates and organising more frequent meetups in order to learn together. Taking into consideration that we have sponsored access to the video course material of Pluralsight (and now PeepCode as well as TrainSignal), we might give it a try by the end of the year. Current favourites are LPIC Level 1 and one of the Microsoft exams 40-78x. Feedback and ideas for the MSCC The closing conversations and discussions about how the MSCC is recently doing, what are the possibilities and what's (hopefully) going to happen in the future were really fertile and I made a couple of mental bullet points which I'm looking forward to tackle down together with orher craftsmen. Eventually, it might be a good option to elaborate on some issues during our weekly Code & Coffee sessions one Wednesday morning. Active discussion on various IT topics like certifications (LPI, MCP, CCNA, etc) and sharing experience Finally, we made it till the end of the planned time. Well, actually the talk was still on and we continued even after 16:00hrs. Unfortunately, we (the children and I) had to leave for evening activities. My resume of the day... It was great to have 15 craftsmen in one room. There are hundreds of IT geeks out there in Mauritius, and as Mauritius Software Craftsmanship Community we still have a lot of work to do to pass on the message to some more key players and companies. Currently, it seems that we are able to attract a good number of students in Computer Science... but we have a lot more to offer, even or especially for IT people on the job.   • Looking Back at PASS Summit 2013 - Location

    Now that it has been a few weeks since the Summit, I wanted to look back at the location "experiment". Convention Center - It seemed to work well for the conference. There were quite a few areas in the area where you could sit down and get some work down or have a discussion. For the larger welcome reception the first night, I really liked the different areas.
