• php time 2 hours wrong for only 50% some users

  I am having huge issues with php time. For some reason it shows a different time (by 2 hours) to some users and the correct time to other users. The code is H:i:s d-M-y T when I view the page in a browser from my PC it tells me its 11am when infact its 9am, when I check via a browser using one my RDP's I get the correct time. Both PC's are in the country (uk) both PC's have the same system time etc. Tried setting the timezone default, but no matter what I do the server still shows some users the correct time, and other users the time 2 hour forward, any ideas? the code is echo gmdate("H:i:s d-M-y T"); <?php echo gmdate("H:i:s d-M-y T"); ?>

• Grounded in Dublin

  Friday's hands-on workshop in the Oracle office in Dublin was quite good fun for everybody - except for Mick who has just recognized that his Ryanair flight back to Cork has been canceled (So I hope you've returned home well!) and me as my flights back to Munich via London City had been canceled as well. It's always good to have somebody in the workshop from Air Lingus so I've got hourly information what's going in in the Irish airspace (and now I know that the system dealing with such situations is an well prepared Oracle database which runs just like a switch watch - Thanks again for all your support!!! Was great to talk to you!!!). But to be honest, there are worse places to be grounded for a few days than Dublin. At least it gave me the chance to do something which I never had time enough before when visiting Oracle Ireland: a bit of sightseeing. When I've realized that nothing seems to move over the weekend I started organizing my travel back yesterday. It was no fun at all because there's no single system to book such a travel. Figuring out all possibilities and options going back to Munich was the first challange. Irish Ferries webpage was moaning with all the unexpected load (currently it's fully down). Hotel booking websites showed vacancies in Holyhead but didn't let me book. And calling them just reveiled that there are no rooms left. Haven't stayed overnight in a train station for quite a while ;-) The website of VirginTrains puzzled me with offering a seat at an enormous price for a train ride from Holyhead to London Euston (Thanks, Sir Richard Branson!) just to tell me after I booked a ticket that there are no seats left (but I traveled German railsways a few weeks ago from Düsseldorf to Frankfurt sitting on the floor as well). Eurostar's website let me choose tickets through the tunnel to tell me in the final step that the ticket cannot be confirmed as there are no seats left - but the next check again showed bookable seats - must be a database from some other vendor which has no proper row level locking ... hm ...?! Finally the TGV page for the speed train to Stuttgart and then the ICE to Munich was not allowing searches for quite a while - but ultimately ... after 4.5 hours of searching, waiting, sending credit card information again and again ... So if you have a few spare fingers please keep them crossed :-) And good luck to all my colleagues traveling back from the Exadata training in Berlin. As Mike Appleyard, my colleague from the UK presales team wrote: "Dublin and Berlin aren't too bad a place to get stuck... ;-)"

• Q&amp;A: Can you develop for the Windows Azure Platform using Windows XP?

  This question has come up several times recently as we take several hundred UK developers through 6 Weeks of Windows Azure training (sorry – we are full). Short answer: In the main, yes Longer answer: The question is sparked by the requirements as stated on the Windows Azure SDK download page. Namely: Supported Operating Systems: Windows 7; Windows Vista; Windows Vista 64-bit Editions Service Pack 1; Windows Vista Business; Windows Vista Business 64-bit edition; Windows Vista Enterprise; Windows Vista Enterprise 64-bit edition; Windows Vista Home Premium; Windows Vista Home Premium 64-bit edition; Windows Vista Service Pack 1; Windows Vista Service Pack 2; Windows Vista Ultimate; Windows Vista Ultimate 64-bit edition Notice there is no mention of Windows XP. However things are not quite that simple. The Windows Azure Platform consists of three released technologies Windows Azure SQL Azure Windows Azure platform AppFabric The Windows Azure SDK is only for one of the three technologies, Windows Azure. What about SQL Azure and AppFabric? Well it turns out that you can develop for both of these technologies just fine with Windows XP: SQL Azure development is really just SQL Server development with a few gotchas – and for local development you can simply use SQL Server 2008 R2 Express (other versions will also work). AppFabric also has no local simulation environment and the SDK will install fine on Windows XP (SDK download) Actually it is also possible to do Windows Azure development on Windows XP if you are willing to always work directly against the real Azure cloud running in Microsoft datacentres. However in practice this would be painful and time consuming, hence why the Windows Azure SDK installs a local simulation environment. Therefore if you want to develop for Windows Azure I would recommend you either upgrade from Windows XP to Windows 7 or… you use a virtual machine running Windows 7. If this is a temporary requirement, then you could consider building a virtual machine using the Windows 7 Enterprise 90 day eval. Or you could download a pre-configured VHD – but I can’t quite find the link for a Windows 7 VHD. Pointers welcomed. Thanks.

• Perform Unit Conversions with the Windows 7 Calculator

  Want to easily convert area, volume, temperature, and many other units?  With the Calculator in Windows 7, it’s easy to convert most any unit into another. The New Calculator in Windows 7 Calculator received a visual overhaul in Windows 7, but at first glance it doesn’t seem to have any new functionality.  Here’s Windows 7’s Calculator on the left, with Vista’s calculator on the right.   But, looks can be deceiving.  Window’s 7’s calculator has lots of new exciting features.  Let’s try them out.  Simply type Calculator in the start menu search. To uncover the new features, click the View menu.  Here you can select many different modes, including Unit Conversion mode which we will look at. When you select the Unit Conversion mode, the Calculator will expand with a form on the left side. This conversions pane has 3 drop-down menus.  From the top one, select the type of unit you want to convert. In the next two menus, select which values you wish to convert to and from.  For instance, here we selected Temperature in the first menu, Degrees Fahrenheit in the second menu, and Degrees Celsius in the third menu. Enter the value you wish to convert in the From box, and the conversion will automatically appear in the bottom box. The Calculator contains dozens of conversion values, including more uncommon ones.  So if you’ve ever wanted to know how many US gallons are in a UK gallon, or how many knots a supersonic jet travels in an hour, this is a great tool for you!   Conclusion Windows 7 is filled with little changes that give you an all-around better experience in Windows to help you work more efficiently and productively.  With the new features in the Calculator, you just might feel a little smarter, too! Prior to Sun/Oracle, Peter co-developed the outSPOKEN for Windows screen reader. Mr. Korn represented Sun/Oracle on TEITAC for the Section 508/255 refresh, co-led the OASIS ODF Accessibility subcommittee, and sits on INCITS V2 where he is contributing to ISO 13066: defining AT-IT interoperability standards including specifically the Java Accessibility API. Ofir Leitner is the architect of one of LWUIT's key features - the HTMLComponent which allows rendering HTML within LWUIT applications and to embed web-flows inside apps. Ofir is also responsible for LWUIT's bidirectional and RTL support and for the accessibility work that is being done these days in LWUIT. • User Group Meeting Summary - April 2010

  Thanks to everyone who could make it to what turned out to be an excellent SBUG event.  First some thanks to:  Speakers: Anthony Ross and Elton Stoneman Host: The various people at Hitachi who helped to organise and arrange the venue.   Session 1 - Getting up and running with Windows Mobile and the Windows Azure Service Bus In this session Anthony discussed some considerations for using Windows Mobile and the Windows Azure Service Bus from a real-world project which Hitachi have been working on with EasyJet.  Anthony also walked through a simplified demo of the concepts which applied on the project.   In addition to the slides and demo it was also very interesting to discuss with the guys involved on this project to hear about their real experiences developing with the Azure Service Bus and some of the limitations they have had to work around in Windows Mobiles ability to interact with the service bus.   On the back of this session we will look to do some further activities around this topic and the guys offered to share their wish list of features for both Windows Mobile and Windows Azure which we will look to share for user group discussion.   Another interesting point was the cost aspects of using the ISB which were very low.   Session 2 - The Enterprise Cache In the second session Elton used a few slides which are based around one of his customer scenario's where they are looking into the concept of an Enterprise Cache within the organisation.  Elton discusses this concept and also a codeplex project he is putting together which allows you to take advantage of a cache with various providers such as Memcached, AppFabric Caching and Ncache.   Following the presentation it was interesting to hear peoples thoughts on various aspects such as the enterprise cache versus an out of process application cache.  Also there was interesting discussion around how people would like to search the cache in the future.   We will again look to put together some follow-up activity on this   Meeting Summary Following the meeting all slide decks are saved in the skydrive location where we keep content from all meetings: http://cid-40015ea59a1307c8.skydrive.live.com/browse.aspx/.Public/SBUG/SBUG%20Meetings/2010%20April   Remember that the details of all previous events are on the following page. http://uksoabpm.org/Events.aspx   Competition We had three copies of the Windows Identity Foundation Patterns and Practices book that were raffles on the night, it would be great to hear any feedback on the book from those who won it.   Recording The user group meeting was recorded and we will look to make this available online sometime soon.   UG Business The following things were discussed as general UG topics:   We will change the name of the user group to the UK Connected Systems User Group to we are more inline with other user groups who cover similar topics and we believe this will help us to attract more members.  The content or focus of the user group is not expected to change.   The next meeting is 26th May and can be registered at the following link: http://sbugmay2010.eventbrite.com/

• Mini Book Review of IronRuby Unleashed by Shay Friedman

  When I get some time (and hell starts to look a little chilly) I would love to do a more detailed review. But I wanted to get something “out there” as I really like this book and reviews of it seem a little thin on the ground. In brief: Is it a good book? Yes Would I recommend this book to a .NET developer who was new to Ruby? Yes (This is me by the way) Would I recommend this book to a Ruby developer who was new to .NET ? Yes Would I recommend this book to a developer who sometimes does Ruby and sometimes does .NET? Yes Would I recommend this book to a developer new to .NET and new to Ruby? Yes The above demonstrates how well balanced this book is (IMHO). What I like about it: Its assumes pretty much no knowledge of IronRuby or .NET. All it asks is that you are a developer interested in IronRuby. Yet it manages to cover off the topics in a good degree of detail. If you are a Ruby developer you skip Part 2, if you are a .NET developer you skip some of Part 1 and whizz through the short intros to the individual technologies such as WPF. It is definitely not a “lets makes the manual look pretty” book – this is original content thoughtfully written and presented. It is pretty comprehensive – in 500 pages it packs in  Intro to IronRuby Intro to .NET Intro to Ruby Using IronRuby with Windows Forms, ASP.NET, WPF, Silverlight etc Getting Rails working with IronRuby Unit testing with IronRuby – which I think is an excellent way for a .NET developer to start using IronRuby Embedding IronRuby in a .NET app  - another interesting “first step” for a .NET developer What I didn’t like: Err… nothing yet. • Antenna Aligner Part 10: Updates and emails…

  Since my last post back in July, I’ve not done huge amounts of work on my app for two reasons. Firstly, no time! Secondly, I wanted to leave it out in the wild for a while and see what happened. Well, what happened?  over 1,300 users, that’s what’s happened!  This uptake is beyond my wildest expectations, and apart from a couple of issues that I’ll mention in a minute, most of the feedback has been very positive indeed! I’ve had several emails giving me feedback and reporting issues, all of which I have made a point of replying to immediately. This act alone has met with favourable replies! One of the main issues was with iPad. So it turns out that my app is only accurate in portrait mode. Turning it into landscape will offset the direction by +-90degrees! Whoops! I think I’ve fixed this by disabling the orientation switching, but I have not yet had an iPad to test this on. I had several emails from iPod Touch users claiming the app did not work for them. Specifically, the compass view did not work. On investigation, it turns out that the iPod Touch does not have the compass hardware required to do this. Unfortunately there is no way to exclude iPod Touch’s from the list of supported devices, so I’ve just had to make it very clear in the itunes description that the device is not fully supported.  You can still get the list of transmitters, but you then have to use a real compass to get the bearing. But that’s not the end of the world. Several customers have requested the aerial polarisation to be displayed in the app. I was already working on this, and the data was already there, it was just a case of displaying this in the UI. I have a solution now, and this will be in the next release. Of course, with the Digital switchover in full swing across the UK, there have been one set of data updates (in 1.0.3), and another is due shortly. This reflects the transmitters as they switch over the digital fully and their power output increased. So all in all I’m very pleased with the feedback I’ve had, and I’m looking to get the next release out there by early December (allowing for the 2-3 week Apple approval lag!)

• Spotlight on a career path: Paul, Business Development Consultant

  I came to work for Oracle in November 2012 as a Customer Intelligence Representative and since then I was promoted to a Business Development Consultant, for Commercial Industries in the UK, based in Dublin. My background was primarily in Logistics, working for such companies as Indaver Ireland, Wincanton and P&O. I spent 10 years working in this industry and gained experience in negotiating with customers and suppliers in order to meet the needs of both, monitoring the quality and quantity of goods as well as the efficiency and organisation of the movement and storage of products. I decided to move from my logistics career in 2009 to study Information Technology in D.I.T. This was a challenge for me to move my career path; however the lectures at the college helped me significantly with the ability to understand how IT can have an effect on how businesses operate. Following on from college I came to work for Oracle. This also presented challenges but the training I received and the encouragement from management helped me understand that the same business rules apply no matter what background you come from. I have also learnt that using my past experience in working with customers and suppliers in Logistics has helped me understand how to meet customer’s needs. • SBUG Session: The Enterprise Cache

  [Source: http://geekswithblogs.net/EltonStoneman] I did a session on "The Enterprise Cache" at the UK SOA/BPM User Group yesterday which generated some useful discussion. The proposal was for a dedicated caching layer which all app servers and service providers can hook into, sharing resources and common data. The architecture might end up like this: I'll update this post with a link to the slide deck once it's available. The next session will have Udi Dahan walking through nServiceBus, register on EventBrite if you want to come along. Synopsis Looked at the benefits and drawbacks of app-centric isolated caches, compared to an enterprise-wide shared cache running on dedicated nodes; Suggested issues and risks around caching including staleness of data, resource usage, performance and testing; Walked through a generic service cache implemented as a WCF behaviour – suitable for IIS- or BizTalk-hosted services - which I'll be releasing on CodePlex shortly; Listed common options for cache providers and their offerings. Discussion Cache usage. Different value propositions for utilising the cache: improved performance, isolation from underlying systems (e.g. service output caching can have a TTL large enough to cover downtime), reduced resource impact – CPU, memory, SQL and cost (e.g. caching results of paid-for services). Dedicated cache nodes. Preferred over in-host caching provided latency is acceptable. Depending on cache provider, can offer easy scalability and global replication so cache clients always use local nodes. Restriction of AppFabric Caching to Windows Server 2008 not viewed as a concern. Security. Limited security model in most cache providers. Options for securing cache content suggested as custom implementations. Obfuscating keys and serialized values may mean additional security is not needed. Depending on security requirements and architecture, can ensure cache servers only accessible to cache clients via IPsec. Staleness. Generally thought to be an overrated problem. Thinking in line with eventual consistency, that serving up stale data may not be a significant issue. Good technical arguments support this, although I suspect business users will be harder to persuade. Providers. Positive feedback for AppFabric Caching – speed, configurability and richness of the distributed model making it a good enterprise choice. .NET port of memcached well thought of for performance but lack of replication makes it less suitable for these shared scenarios. Replicated fork – repcached – untried and less active than memcached. NCache also well thought of, but Express version too limited for enterprise scenarios, and commercial versions look costly compared to AppFabric.

• Summit Old, Summit New, Summit Borrowed...

  PASS Summit is coming up, and I thought I’d post a few things. Summit Old... At the PASS Summit, you will get the chance to hear presentations by the SQL Server establishment. Just about every big name in the SQL Server world is a regular at the PASS Summit, so you will get to hear and meet people like Kalen Delaney (@sqlqueen) (who just recently got awarded MVP status for the 20th year running), and from all around the world such as the UK’s Chris Webb (@technitrain) or Pinal Dave (@pinaldave) from India. Almost all the household names in SQL Server will be there, including a large contingent from Microsoft. The PASS Summit is by far the best place to meet the legends of SQL Server. And they’re not all old. Some are, but most of them are younger than you might think. ...Summit New... The hottest topics are often about the newest technologies (such as SQL Server 2012). But you will almost certainly learn new stuff about older versions too. But that’s not what I wanted to pick on for this point. There are many new speakers at every PASS Summit, and content that has not been covered in other places. This year, for example, LobsterPot’s Roger Noble (@roger_noble) is giving a presentation for the first time. He’s a regular around the Australian circuit, but this is his first time presenting to a US audience. New Zealand’s Paul White (@sql_kiwi) is attending his first PASS Summit, and will be giving over four hours of incredibly deep stuff that has never been presented anywhere in the US before (I can’t say the world, because he did present similar material in Adelaide earlier in the year). ...Summit Borrowed... No, I’m not talking about plagiarism – the talks you’ll hear are all their own work. But you will get a lot of stuff you’ll be able to take back and apply at work. The PASS Summit sessions are not full of sales-pitches, telling you about how great things could be if only you’d buy some third-party vendor product. It’s simply not that kind of conference, and PASS doesn’t allow that kind of talk to take place. Instead, you’ll be taught techniques, and be able to download scripts and slides to let you perform that magic back at work when you get home. • Post Crosstalk 2012

  This year the Oracle Retail users conference, Crosstalk, had a 20% increase in attendees, which was driven by both new customers and those acquired via Endeca.  As the product assets of Oracle have grown, so has the completeness of the solution set.  This year was marked by the breadth of omni-channel stories. Rose Spicer and her marketing team (see photo on left) always strive for an equal balance of retailer presentations, networking opportunities, and unique experiences -- this year was no exception.  We had 41 different retailers from China, Russia, South Africa, Brazil, Chile, US, Canada and the UK sharing their insights with one another. In all there were 251 executives from 120 iconic brands such as Daphne, Kohl's, Morrisons, Abercrombie & Fitch, Hot Topic, Talbots, Petco, Deckers, Sportmaster, Mr. Price, Falabella, and Disney to name a few. From a product perspective, there were a few new developments from Oracle Retail: Endeca's search engine has been integrated into the ATG commerce platform. The latest Retail Analytics application, Oracle Retail Customer Analytics, is generally available. Oracle Retail previewed a new fully-integrated mobile POS. But the real benefit of attending Crosstalk was hearing about the experiences of retailers and partners.  Here are are a few interesting facts I picked up: At Kohl's, the most popular website accessed by customers within their stores is Facebook.  With all the buzz about showrooming, I was really expecting it to be Amazon. Daphne, a Chinese shoe retailer, is opening 3 new stores per day.  Being located near the factories allows them to have a very agile supply chain as well. Disney Stores have increased sales by 25% at stores upgraded to include Mobile POS.  They continue to lead the pack with excellent customer experiences. Quicksilver reported that 1 in 5 visits to their website comes from a tablet.  More evidence that tablets are replacing traditional PCs in households. By tagging shoes with RFID, Saks is able to ensure all shoe models are on display.  If a model is not being displayed, it has no chance of being sold. Additionally, there were awards, store tours on Michigan Avenue, fireworks at Navy Pier, and the Oracle Retail house band, Bolo313, performing at Solider Field.  Speaking of which, a few retailers got on stage and jammed with band -- possible rival to Rock & Roll Retail? • The Politics of Junk Filtering

  If the national postal service, such as the Royal Mail in the UK, were to go through your letters and throw away all the stuff it considered to be junk instead of delivering it to you, you might be rather pleased until you discovered that it took a too liberal decision about what was junk. Catalogs you'd asked for? Junk! Requests from charities? Who needs them! Parcels from competing carriers? Toss them away! The possibility for abuse for an agency that was in a monopolistic position is just too scary to tolerate. After all, the postal service could charge 'consultancy fees' to any sender who wanted to guarantee that his stuff got delivered, or they could even farm this out to other companies. Because Microsoft Outlook is just about the only email client used by the international business community in the west, its' SPAM filter is the final arbiter as to what gets read. My Outlook 2007, set to the default settings, junks all the perfectly innocent email newsletters that I subscribe to. Whereas Google Mail, Yahoo, and LIVE are all pretty accurate in detecting spam, Outlook makes all sorts of silly mistakes. The documentation speaks techno-babble about 'advanced heuristics', but the result boils down to an inaccurate mess. The more that Microsoft fiddles with it, the stickier the mess. To make matters worse, it still lets through obvious spam. The filter is occasionally updated along with other automatic 'security' updates you opt for automatic updates. As an editor for a popular online publication that provides a newsletter service, this is an obvious source of frustration. We follow all the best-practices we know about. We ensure that it is a trivial task to opt out of receiving it. We format the newsletter to the requirements of the Service Providers. We follow up, and resolve, every complaint. As a result, it gets delivered. It is galling to discover that, after all that effort, Outlook then often judges the contents to be junk on a whim, so you don't get to see it. A few days ago, Microsoft published the PST file format specification, under pressure from a European Union interoperability investigation by ECIS (the European Committee for Interoperable Systems). The objective was that other applications could then access existing PST files so as to migrate from existing Outlook installations to other solutions. Joaquín Almunia, the current competition commissioner, should now turn his attention to the more subtle problems of Microsoft Outlook. The Junk problem seems to have come from clumsy implementation of client-side spam filtering rather than from deliberate exploitation of a monopoly on the desktop email client for businesses, but it is a growing problem nonetheless. • SQL Saturday #162 Cambridge

  Despite the efforts of American Airlines, this past weekend I attended the first SQL Saturday in the UK!  Hosted by the SQLCambs Chapter of PASS and organized by Mark (b|t) & Lorraine Broadbent, ably assisted by John Martin (b|t), Mark Pryce-Maher (b|t) and other folks whose names I've unfortunately forgotten, it was held at the Crowne Plaza Hotel, which is completely surrounded by Cambridge University. On Friday, they presented 3 pre-conference sessions given by the brilliant American Cloud & DBA Guru, Buck Woody (b|t), the brilliant Danish SQL Server Internals Guru, Mark Rasmussen (b|t), and the brilliant Scottish Business Intelligence Guru and recent Outstanding Pass Volunteer, Jen Stirrup (b|t).  While I would have loved to attend any of their pre-cons (having seen them present several times already), finances and American Airlines ultimately made that impossible.  But not to worry, I caught up with them during the regular sessions and at the speaker dinner.  And I got back the money they all owed me.  (Actually I owed Mark some money) The schedule was jam-packed even with only 4 tracks, there were 8 regular slots, a lunch session for sponsor presentations, and a 15 minute keynote given by Buck Woody, who besides giving an excellent history of SQL Server at Microsoft (and before), also explained the source of the "unknown contact" image that appears in Outlook.  Hint: it's not Buck himself. Amazingly, and against all better judgment, I even got to present at SQL Saturday 162!  I did a 5 minute Lightning Talk on Regular Expressions in SSMS.  I then did a regular 50 minute session on Constraints.  You can download the content for the regular session at that link, and for the regular expression presentation here. I had a great time and had a great audience for both of my sessions.  You would never have guessed this was the first event for the organizers, everything went very smoothly, especially for the number of attendees and the relative smallness of the space.  The event sponsors also deserve a lot of credit for making themselves fit in a small area and for staying through the entire event until the giveaways at the very end. Overall this was one of the best SQL Saturdays I've ever attended and I have to congratulate Mark B, Lorraine, John, Mark P-M, and all the volunteers and speakers for making this an astoundingly hard act to follow!  Well done!

• Such thing as a free lunch

  There is a lot of hard work goes on in Red Gate, no doubt. And then there are things we're asked to get involved with, that aren't hard and don't feel much like work. What? Give up our free lunch at Red Gate for. a free lunch in a pub? Within an hour, myself and a colleague are at the Railway Vue pub in nearby Impington. This is all part of Red Gate's aim to hire more Software Engineers and Test Engineers, to help Red Gate grow into one of the greatest software companies in the world (it's already the best small software development company in the UK). Phase one then - buy lunch for Cambridge. Seriously, not just the targeted engineers, but for anyone who could print the voucher and make it to the nearest of the venues, two of which happen to be pubs. We're here to watch people happily eat a free pub lunch at Red Gate's expense. We also get involved and I swear I didn't order a beer with the food but the landlord says I clearly did and I'm not one to argue. Red Gate are offering a free iPad to anyone that comes to interview for a Software Engineer or Test Engineer role. We speak to a few engineers who are genuinely interested. We speak to a couple of DBA's too, and encourage them to make speculative applications - no free iPad on offer for them, but that's not really the point. The point is, everyone should apply to work here! It's that good. We overhear someone ask if 'these vouchers really work?' They do. There's no catch. The free IPad? Again, no catch. If that's what it takes to get talented engineers through our doors for an interview, then that's all good. Once they see where we work and how we work, we think they'll want to come and work with us. The following day, Red Gate decides to repeat the offer, and that means more hard work, this time at The Castle pub. Another landlord that mishears 'mineral water' and serves me a beer. There are many more people clutching the printed vouchers and they all seem very happy to be getting a free lunch from Red Gate. "Come and work for us" we suggest, "lunch is always free!" So if you're a talented engineer, like free lunches and want a free iPad, you know what to do.

• How do software projects go over budget and under-deliver?

  I've come across this story quite a few times here in the UK: NHS Computer System Summary: We're spunking £12 Billion on some health software with barely anything working. I was sitting the office discussing this with my colleagues, and we had a little think about. From what I can see, all the NHS needs is a database + middle tier of drugs/hospitals/patients/prescriptions objects, and various GUIs for doctors and nurses to look at. You'd also need to think about security and scalability. And you'd need to sit around a hospital/pharmacy/GPs office for a bit to figure out what they need. But, all told, I'd say I could knock together something with that kind of structure in a couple of days, and maybe throw in a month or two to make it work in scale. * If I had a few million quid, I could probably hire some really excellent designers to make a maintainable codebase, and also buy appropriate hardware to run the system on. I hate to trivialize something that seems to have caused to much trouble, but to me it looks like just a big distributed CRUD + UI system. So how on earth did this project bloat to £12B without producing much useful software? As I don't think the software sounds so complicated, I can only imagine that something about how it was organised caused this mess. Is it outsourcing that's the problem? Is it not getting the software designers to understand the medical business that caused it? What are your experiences with projects gone over budget, under delivered? What are best practices for large projects? Have you ever worked on such a project? EDIT *This bit seemed to get a lot of attention. What I mean is I could probably do this for say, 30 users, spending a few tens of thousands of pounds. I'm not including stuff I don't know about the medical industry and government, but I think most people who've been around programming are familiar with that kind of database/front end kind of design. My point is the NHS project looks like a BIG version of this, with bells and whistles, notably security. But surely a budget millions of times larger than mine could provide this?
