WCF Multiple Service Configuration Issue

Scenario
Ignoring that fact that some of the settings might be wrong and inconsistent. Why does the program fail to compile when I try and put these 2 separate configurations for WCF Services into the same APP.CONFIG file? One was writen by myself and another by a friend, yet I cannot get the application to compile. What have I missed?
